APPROVE Motion made by Johnny Trahan, seconded by John Gothia to allow the Sheriff s Office to PURCHASE proceed forward with the purchase of Level III Pure PE Plates (90) and Plate Carriers (45) from Overwatch Group LLC and approve a discretionary exception in accordance with LGC 262.024(a)(7) an item that can be obtained from only one source due to items for which competition is precluded because of the existence of patents, copyrights, secret processes or monopolies to Overwatch Group LLC. The sole authorized seller of Longfri s NIJ Certified level III Plate Model LON-III-P and level III PE Plate Model 182202 in the Conus. This purchase is the result of an approved Grant #3493301 from the Office of the Governor, Rifle-Resistant Body Armor Grant Program. This Governors Grant is 100% funded and requires no match from Orange County. Page 2 of 6

APPROVE Motion made by Barry Burton, seconded by Johnny Trahan to allow the Sheriff s Office to PURCHASE purchase (3) Precision Hawk Aerial Drones which includes a DJI M210RTK drone, a Mavic 2 Zoom drone and a Mavic 2 Pro drone and approve a discretionary exception in accordance with LGC 262.024(a)(7), an item that can be obtained from only one source, due to items for which competition is precluded because of the existence of patents, copyrights, secret processes or monopolies to Precision Hawk. This package includes 3 drones, on-site training, all aerial data analysis software and Precision Mapper technology. Precision Hawk is the sole provider of this specific combination of products and services. This purchase of this product will come from the Sheriff s Office Asset Forfeiture Equitable Sharing funds. 4. TAX Motion made by Barry Burton, seconded by Johnny Trahan to approve the current Orange ABATEMENT County tax abatement policy as written, currently dated 2013 and update it to 2018. 11. APPROVE Motion made by Johnny Trahan, seconded by Barry Burton approving the agreement between AGREEMENT Orange County and SADA Systems to purchase Google G-Suite Business and authorizing the County Judge to sign the Customer Agreement and the Statement of Work for this. G Suite will replace our Icewarp email service. The only fee until November 2019 will be the data migration cost of $8,024. This will be made in two payments, one at the beginning of the project and one at the completion. The money for this migration will come from the MIS Other Fund (001-105-59999). 12. APPROVE Motion made by Johnny Trahan, seconded by Jody Crump approving the Hotel Occupancy HOT FUNDS Fund allocation. 13. COMMENTS Barry Burton thanked everyone that was in attendance of the workshop held last night. He appreciates all the participation regarding the EDC and tax abatements. John Gothia thanked everyone who attended the public hearing today and represented their organization that applied for the HOT funds. Jody Crump wanted to publicly state that he was unable to attend the rescheduled workshop due to a previously scheduled meeting. Dean Crooks stated in regards to the Hotel/Motel Tax Funds, he believes it all worked out good but we will have to keep an eye on those funds and how they are used. With a good bulk of the funds going to the Expo center, the funds could possibly be depleted. Johnny Trahan stated organizations were granted more funds to help them with their recovery from Hurricane Harvey. He reminded everyone that no precedent was set on this year s allocated amounts. Dean Crooks read some notes from the Election Administrator s office. Today, Early Voting hours are 7A.M. 7P.M. Early Voting ends Friday and Election Day is Tuesday. Numbers for Early Voting have exceeded previous numbers for midterms. Joel Ardoin stated the County received an Award Letter for $2.5 million reimbursement and also received notification for 50% of the State s 10% on top of that. We are just waiting for the money to get here. Barry Burton announced Take Action Now will be held tonight at 7P.M. at the Expo for small businesses needing help with recovery from Harvey. Dean Crooks read a Note of Appreciation directed to Road & Bridge and the Drainage District for drainage work done. The note was from Calvin Carruthers. Page 5 of 6
