Looking Ahead: Where does California's petroleum industry go from here. Willie Rivera, director of regulatory affairs, joined CIPA in March 2016. CIPA created this new role to manage the increasingly complex regulatory requirements imposed on the oil Willie Rivera and gas industry. In this role, Rivera is responsible for the management of local, state and federal regulatory issues and developing relationships with government officials. He also serves as a councilmember for the city of Bakersfield, representing Ward 1. Willie has served in this role since June 2013, when he became the youngest elected councilmember in city history. He is the chair of the city s Budget and Finance Committee and a member of the Safe Neighborhoods Committee, Community Services Committee and the Joint City-County Standing Committee to Combat Gang Violence. Most recently, Willie was Regional Manager for Corporation for Better Housing Property Management. He also has legislative experience serving as a staff member in various roles for Assemblymember Rudy Salas and former California State Senator Michael Rubio. He graduated with a Bachelor of Arts degree in political science from California State University, Sacramento. Technical Session Speaker: Chris Wilkins, Vice-President, Majorpack Chris Wilkins is Vice-President of Majorpack, Inc. and has worked for many years on oil and gas corrosion solutions. Before joining Majorpack, Chris worked in production chemicals and at NOV Tuboscope as a technical specialist in their coating product line. Chris is certified through NACE as a Corrosion Technician, and holds BBA, MBA, and Master of Theological Studies degrees. Topic: Diffusion Zinc An Advancement in Corrosion Control and Abrasion Resistance for OCTG Utilizing zinc, Majorpack's duplex layered coating technology combats corrosion and abrasion. The base intermetallic layer offers ID, OD, thread and connection protection. This layer is a diffusion zinc coating that is several times harder than N80 steel and has increased meantime between wear failures 3 to 5 times. Third party lab testing proved the intermetallic layer is poisonous to Sulfate Reducing Bacteria and Impervious to Acid Producing Bacteria. The second layer is an ID polymer layer that offers added protection from acids as well as deposit mitigation. It s very common in oil and gas for polymers to get a holiday in them but this is not an issue with our dual layer system. If/when a holiday forms in our polymers, the intermetallic layer will adapt to the environment and produce a thin zinc carbonate or zinc sulfide scale that fills in the hole. API Social Sponsorship The American Petroleum Institute SJV Chapter is actively looking for networking social sponsorships. These networking socials help to build relationships, market products or services, and promote a positive outlook on the local oil and natural gas industry.
