County Handbook: Jim Vlahakis, chairperson of the employee handbook committee, presented the board with some recommendations on vacation leave and longevity pay for Yankton County employees. Action 1678C: A motion was made by Bodenstedt and seconded by Epp to approve the handbook committee s recommendations for Section 601 of the county handbook. The changes include 10 days vacation after one year, and 15 days vacation after seven years. Employees will be allowed to accrue maximum 200 hours of vacation that may be carried over from year to year. Vacation and longevity pay will be determined by years of service instead of years of continuous service. All present voted aye; motion carried. Highway: Highway Superintendent Brian Gustad, appeared before the board with several items, including bridge inspections for 2016, highway bid process, rip rap on Johnson Bridge and continuing discussion on Bridge 68-132-109 in Walshtown Township. Bob Lyngstad, Chairman of Walshtown Township, appeared to discuss his concerns and Dan Klimisch from James River Water Development District stated possible help available thorough the grant process. Action 1679H: A motion was made by Bodenstedt and seconded by Freng on the recommendation by Brian Gustad Highway Superintendent, to have Johnson Engineering conduct the 2016 bridge inspections. All present voted aye; motion carried. Action 1680H: A motion was made by Epp and seconded by Bodenstedt to table the 2016 Highway bids to the next commission meeting. All present voted aye; motion carried. DOE: Yankton County Director of Equalization Lori Mackey presented the Board with her annual report. Total assessed value for Yankton County is $2,032,029,531. The value is prior to exemptions, tax freeze and board changes. Mackey stated the increase may be due to growth, market changes and increase to ag values. Notable contributors to growth where the change in how we handle mobile homes and several new additions. Mackey also stated that the yearly assessment notices were mailed for 14,564 parcels and there were approximately 30 paid subscriptions for the Beacon website. Insurance: Roger Smith from MT & RC Smith Insurance appeared before the board to discuss the county s Liability insurance. Citizen of the Year: Chairman Woods read a proclamation recognizing Joan Neubauer as 2015 Yankton Citizen of the Year. Dietitian Office: With the State Dietitian resigning her position and no longer renting the office space in the Government Center, the commission requested the County Auditor to inquire on the office furniture used by the state. Action 1681C: A motion was made by Bodenstedt and seconded by Freng to recess the regular session at 6:00 and convene in Executive Session to discuss personnel matters. All present voted aye; motion carried. Action 1682C: A motion was made by Epp and seconded by Bodenstedt to adjourn executive session at 6:15 pm and reconvene in regular session. All present voted aye; motion carried. Chairman Woods reported no action would be taken as a result of the executive session. YC/CC Ditch: Commissioner Bodenstedt reported on the joint Yankton-Clay and Clay Creek Ditch meeting with Clay County which was held in Meckling, SD February 23, 2016. Page 5
