Roll Call City Council Members present were Troy Tabor, Sheri Geisler, Clark Nelson, Kris Estes, and Byron Stout IV. Caroline Hale was absent. A/V: Bill Duggan 00:05 3. The invocation was given by Pastor David LeMonnier of Epic Church, Wichita. 00:06 4. Pledge of Allegiance was led by Mayor Lawrence. 5. Public Forum a. David LeMonnier, Pastor at Epic Church, Wichita requested use of Central Park on April 4, 2015 for an Easter Egg Hunt. He stated the event went over so well for 2014 they would like to have the event again. Approval of an agreement amendment between the Police Department and TLO Background Services agreement. Approval of a new fireworks stand location i. Shocker Fireworks 115 E 13 th Street (moving from 429 N Andover Rd in 2013) A motion was made by Council Member Clark Nelson, seconded by Council Member Kris Estes to approve the consent agenda as presented. Motion carried 5/0. 8. Vacation Case VA-2014-025 (1210 E Woodstone Drive) a. Vacation Order (continued from May 27, 2014) Sasha Stiles explained the applicant for this case is still trying to remedy a utility conflict and request the case be tabled again. A motion was made by Council Member Byron Stout, seconded by Council Member Troy Tabor to table VA-2014-05 until staff has received the necessary information to continue with the request. Motion carried 5/0. 00:10 9. Cornerstone 4 th revised Developer s Agreement Sasha Stiles explained the 20 Year Specials Review Committee met on May 27, 2014 to consider the request and determined it met all criteria. The committee recommends approval by the City Council. Ms. Stiles added the developer s agreement reflects the change from ten to fifteen year letters of credit and from fifteen to twenty year specials. Ms. Stiles requested the motions be made separately. a. 20 year specials request A motion was made by Council Member Kris Estes, seconded by Council Member Byron Stout to approve the request for 20 year specials as outlined. A motion was made by Council Member Kris Estes, seconded by Council Member Sheri Geisler to approve the developer s agreement as presented. Motion carried 5/0. 00:15 10. Aveda Institute request project a. Public hearing was opened, no one addressed the Council, and the hearing was closed. Sasha Stiles explained the developer made this request after completion of the comprehensive design. Mayor Ben Lawrence confirmed there was no additional tax abatement requested only a modification to coincide with construction. b. A resolution indicating the intent of the Governing Body of the City of Andover, Kansas to issue certain taxable industrial revenue bonds in an aggregate principal amount of not to exceed three million five hundred thousand dollars ($3,500,000) for the purpose of purchasing, acquiring, constructing, furnishing and equipping a school of cosmetology to be located in Andover, Kansas A motion was made by Council Member Clark Nelson, seconded by Council Member Sheri Geisler to adopt the resolution as presented. Motion carried 5/0. Resolution number 14-14 was assigned. 00:18 A motion was made by Council Member Sheri Geisler, seconded by Council Member Byron Stout to go into executive session to discuss property acquisition for approximately ten minutes and to include the Governing Body, City Administrator and City Attorney. Motion carried 5/0. 00:28 A motion was made by Council Member Sheri Geisler, seconded by Council Member Byron Stout to come out of executive session. Motion carried 5/0. No action was taken as a result of the executive session. 00:29 11. Member items Mayor Ben Lawrence provided hard copies of a banner for the upcoming CVB Concert in the Park with the Little River Band. Council Member Troy Tabor Wished his son Chad happy 11 th birthday. Council Member Sheri Geisler Page 4 of 5
Has had people still asking for wrist bands to attend the concert even though 10,000 of them had been distributed. Noted four youth helped with the Rails to Trails clean up day. Council Member Clark Nelson had none. Council Member Kris Estes Wanted everyone to have a safe and great time at the concert. Council Member Byron Stout Stated the Police and Fire Festival was a great event. o Police Chief Keller believed there were between 1,400 and 1,500 people in attendance. o Fire Chief Russell thanked School Resource Officer Heath Kinzel and Fire Captain Rocky Craig for the amount of work they invested in the festival. Sasha Stiles reminded the council to R.S.V.P. for the LKM training on June 28 th at the Central Park Lodge. A motion was made by Council Member Troy Tabor, seconded by Council Member Sheri Geisler to adjourn. Motion carried 5/0.
