May 11, 2016 Committee of the Whole Meeting Minutes Adoption of Minutes: 16-209 MINUTES OF THE COMMITTEE OF THE WHOLE MEETING HELD ON APRIL 27, 2016 THAT the Minutes of the Committee of the Whole Meeting held on April 27, 2016, be adopted as circulated. Delegations: LIONS "ROAR FOR KIDS" SUPPER Chuck Jensen, on behalf of the Sicamous Lions Club, invited Council and Staff to attend the Lions Roar for Kids Dinner on May 27, 2016 to raise funds for families in need of assistance for local recreation programs. Business Arising: GRAD SCHOLARSHIP PRESENTERS The Committee selected Councillors Simons and Anderson to present at the 2016 Grad Ceremony on June 3, 2016. UPDATE WIFI The Committee discussed WIFI access locations. TRUCKED WASTE CHARGES The Town Manager provided a summary of the Staff report regarding trucked waste charges. The Committee directed Staff to establish a single rate for Sicamous and Area E. CANADA 150 GRANT The Town Manager provided an overview of the Canada 150 Grant criteria. The Committee discussed project ideas. PROGRAM AND EVENTS MANAGER UPDATE The Program and Events Manager provided an update on plans for the 2016 Canada Day weekend. 3:45 PM The Community Planner entered the meeting. GEORGE ABBOTT LAND DONATION RECOGNITION The Committee discussed potential ways and locations to honor the Abbott family. DISTRICT OF SICAMOUS Houseboat Capital of Canada Gateway to the Shuswap Council Information DATE: May 18, 2016 TO: Mayor and Council FROM: Joe McCulloch SUBJECT: Operation Manager update Discussion: Portable wash car 1220-20-70 This Invitation to tender is for the supply of one portable wash car for the District of Sicamous community. Tenders marked Invitation to Tender Portable Wash Car 1220-20-70 will be accepted up to 2:00PM, May 25, 2016 The District is seeking a portable wash car, similar to the specifications attached. The delivered unit shall be to the manufacturer s standard, equipped with the manufacturer s equipment and accessories advertised and published. Materials and workmanship shall be of the highest quality free of all defects or imperfections affecting performance. Further, it should comply with all applicable safety standards and regulations applicable in the Province of BC. Also, after consideration of timelines and construction dates, two designs are requested for outfitting, design and pricing. One with four showers and the other with family room/baby changing and disabled access so that council can select the most suitable unit. This is now a timely item that requires attention to allow awarded contractors construction for this unit. This would be in the form of a report and would include the following information. Current projects/works Timelines Engineering Events Status Financial impact Tenders RFPs Goals Long term, Short Term Achievements WWTP, WTP and Utilities Roads, Parks and Operations Capital items AOB From an operational point, all of the listed items can be added into a clear spreadsheet and updated for information or discussion. This should make for easier and better control and tracking items after discussions.
