Personnel Committee MINUTES OF MEETING January 7, 2019 Items related to the personnel of Chemung County Minutes of a meeting of the Personnel Committee of the Chemung County Legislature held in the Legislative Chambers, 5th Floor, Hazlett Building, 203 Lake Street, Elmira, New York on Monday, January 7, 2019 Members and officials present: John Pastrick, David Manchester, L. Newly elected County Treasurer, Jennifer Furman, provided the Legislature with an overview of the Staff Restructuring Plan and the personnel changes she is requesting for the Treasurer's Office. She noted that job specifications for some positions have been reevaluated and work has been shifted to the appropriate position. The Staff Restructuring Plan also creates some much needed backup and systems control where none currently exists. Due to the overlap in personnel that is necessary for training, staff changes will increase payroll costs for the Treasurer's Office for 2019, however, by 2020 the Staff Restructuring Plan will result in a decrease in payroll costs. Mrs. Sonsire noted that the Southern Tier Economic Growth Project Review Committee (the "Committee") does not currently exist as a functioning body and therefore confirming the Legislative appointment to the Committee is not necessary at this time. Motion to TABLE Resolution confirming appointment to the Southern Tier Economic Growth Committee was made by Christina Sonsire, seconded by Michael Smith. Motion carried. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointments to the Chemung County Transit Board. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Cornell Cooperative Extension of Chemung County Board of Directors. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Chemung County Property Development Corporation Board of Directors.

Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Chemung County Quality Assurance and Assessment Committee and Chemung County Compliance Committee. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Chemung County Board of Health. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Chemung County Jury Board. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment to the Chemung County Water Quality Strategy Executive Committee. Mrs. Sonsire stated that the Legislature should be provided with background information members of the public that are being appointed to various County Boards and/or Committees, including any experience or expertise that would qualify them to serve. Mrs. Sonsire made a motion to TABLE Resolution confirming appointments to the Chemung County Agricultural and Farmland Protection Board. The motion failed for lack of a second. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Chemung County Agricultural and Farmland Protection Board. Due to the lack of supporting documentation for the appointments to various County Boards and/or Committees, Mrs. Sonsire made a motion to TABLE Resolutions #10,13, 14, 15, 17, and 18. The motion failed for lack of a second. Motion made by Scott Drake, seconded by John Pastrick, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment to the Catskill Regional Off-track Betting Corporation. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Chemung County Soil and Water Conservation Board of Directors (Chairman of the Legislature). Motion made by Brian Hyland, seconded by Michael Smith, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Chemung County Soil and Water Conservation District Board of Directors (County Executive). Motion made by L. Thomas Sweet, seconded by John Pastrick, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Southern Tier Central Regional Planning and Development Board. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment to the Chemung County Planning Board. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Chemung County Planning Board. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 7-0, confirming appointment to the National Soaring Museum Board of Directors. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointments to the Chemung County Community Services Board. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 6-1,

with Christina Sonsire opposed, confirming appointment to the Chemung County Sewer District No. 1 Administrative Board. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 7-0, confirming appointment to the Chemung County Historical Society Advisory Board. Motion made by L. Thomas Sweet, seconded by John Pastrick, and Passed with a vote of 7-0, establishing temporary committee relative to a travel policy for Chemung County Legislators. Motion made by Scott Drake, seconded by Michael Smith, and Passed with a vote of 7-0, confirming appointment of David Sheen as the Deputy Chemung County Executive. Mrs. Sonsire noted the County Executive's request for significant decreases in compensation for returning Department Heads. The Legislature has not been provided with any information or background as to how the compensation levels were determined. She pointed out that Section 309 of the Chemung County Charter gives the Legislature the authority to approve appointments and set salaries. Mrs. Sonsire stated that people's livelihoods are at stake and encouraged the Legislature to do its due diligence in determining appropriate salaries. She asked that information be provided to the Legislature regarding salaries for these positions from comparable counties. She is not necessarily opposed to reducing salaries, she just wants to be sure that compensations are fair. Regarding the County Attorney's position, Mrs. Sonsire asked what rationale was used to keep the salary at the 2018 level when other Department Heads, with many years experience, are having their salaries decreased. Mr. Burin noted that he agrees with Mrs. Sonsire that everyone deserves to make a fair wage and that nothing he has seen supports decreasing salaries. There is nothing wrong with taking some extra time to ensure that employees compensation is set at a fair and reasonable level. Mr. Sweet stated that the Committee should approve the appointments so they can be moved to the Legislative Floor. Information regarding rationale for salary levels can be provided to the Legislature prior to the next Full meeting of the Legislature. Mr. Smith stated that he would also like to see background information that justifies the reduction in wages. Motion to TABLE Resolutions #22, 23, 24, 25, 26, and 27 was made by Mrs. Sonsire. The motion failed due to a lack of a second. Motion made by L. Motion made by Michael Smith, seconded by Scott Drake, and Passed with a vote of 7-0, confirming appointment of Steven Hoover as the Chemung County Director of Budget and Research. Mr. McCarthy inquired as to why the Airport Director was being appointed on an Interim basis. Mr. Azzarelli replied that the County Executive is considering recruiting outside of the County for the position. In the mean time, the position will be filled on an Interim basis. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment of Thomas Freeman as the Interim Chemung County Director of Aviation. Motion made by John Pastrick, seconded by Scott Drake, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment of Stephen Wilber as the Chemung County Director of Information Systems. Motion made by Brian Hyland, seconded by Scott Drake, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment of Andrew Avery as the Chemung County Commissioner of Public Works. Motion made by Michael Smith, seconded by Scott Drake, and Passed with a vote of 6-1, with Christina Sonsire opposed, confirming appointment of Vincent Azzarelli as the Chemung County Director of Public Information.

Motion made by Scott Drake, seconded by John Pastrick, and Passed with a vote of 7-0, creating temporary Undersheriff position. Motion made by Michael Smith, seconded by Christina Sonsire, and Passed with a vote of 7-0, creating parttime Administrative Assistant position on behalf of the Chemung County Executive. Motion made by Michael Smith, seconded by Christina Sonsire, and Passed with a vote of 7-0, creating parttime Administrative Assistant position on behalf of the Chemung County Executive. Mr. Burin asked if a salary had been established for the Deputy Treasurer position. Mrs. Furman stated that she will be working with the Personnel Department to establish a salary range for the position. Once the range has been established the salary will be set based upon experience. Motion made by John Pastrick, seconded by Michael Smith, and Passed with a vote of 7-0, re-creating Deputy Treasurer position. Motion made by Michael Smith, seconded by Christina Sonsire, and Passed with a vote of 7-0, creating Controller position on behalf of the Chemung County Treasurer. Motion made by Michael Smith, seconded by Christina Sonsire, and Passed with a vote of 7-0, re-creating Tax Office Account Clerk position on behalf of the Chemung County Treasurer. Motion made by Michael Smith, seconded by John Pastrick, and Passed with a vote of 7-0, authorizing salary for Andrea Whitmarsh, Fiscal Services Supervisor, on behalf of the Chemung County Treasurer. Motion made by Christina Sonsire, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, authorizing stipend for Nancy Skelly, Disbursements Officer, on behalf of the Chemung County Treasurer. Motion made by Scott Drake, seconded by John Pastrick, and Passed with a vote of 7-0, confirming appointment of Joycelyn Bermingham as part-time Secretary to the Chemung County Civil Service Commission. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 7-0, creating Personnel Administrator position and abolishing Civil Service Administrator position on behalf of the Chemung County Personnel Department. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating two full-time Assistant Public Defender positions on behalf of the Chemung County Public Defender. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating Administrative Assistant position on behalf of the Chemung County Public Defender. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating Central Stores Courier position on behalf of the Chemung County Purchasing Department. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating Deputy Sheriff position on behalf of the Chemung County Sheriff. Motion made by L. Thomas Sweet, seconded by John Pastrick, and Passed with a vote of 7-0, creating two Airport Maintenance Worker I positions on behalf of the Elmira Corning Regional Airport. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating positions as contained in the Staffing Plan for the Chemung County Department of Social Services (including Chemung County Department of Mental Hygiene). Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating position as contained in the Staffing Plan for the Chemung County Department of Health. Motion made by John Pastrick, seconded by L. Thomas Sweet, and Passed with a vote of 7-0, re-creating

position as contained in the Staffing Plan for the Chemung County Jail (Correction Officer). Motion made by L. Thomas Sweet, seconded by Christina Sonsire, and Passed with a vote of 7-0, establishing salaries for elected officials. Motion made by L. Thomas Sweet, seconded by Brian Hyland, and Passed with a vote of 7-0, authorizing agreement with Clinical Social Work and Counseling Services of the Finger Lakes on behalf of the Chemung County Personnel Department. OLD BUSINESS: Mr. Chalk asked for background information for all nominees for committee/board appointments as well as for those people appointed to Department Head positions that were approved by the Personnel committee and will go before the Legislature on January 14th. He also requested the comparative salary information that was used by the County Executive as justification to reduce certain Department Head salaries. Mr. Azzarelli noted that the 2018 County Salary Survey and Benefit Report is available online through the NYSAC website. Mr. Drake noted that job specifications for the same title can vary widely from county to county so he wants to be sure that titles are being compared "apples-to-apples" when determining salaries. NEW BUSINESS: Motion to enter into Executive Session for the purpose of discussing a personnel issue was made by the Chairman of the Legislature, seconded by Mr. Sweet. Motion carried. The Chairman requested that the Legislative Attorney be present for the Executive Session. Motion was made by Mr. Sweet to come out of Executive session with no action taken at 8:44 p.m. The motion was seconded by Mr. Pastrick. Motion carried. The meeting was adjourned on the motion by Mr. Sweet, seconded by Mr. Pastrick. Motion carried.

Providing ongoing case management services for open cases. Referring and networking with community agencies to provide services to families. Caseworkers in these positions receive between 3-5 new cases per week and are also responsible for investigations of subsequent reports on open investigations. They draft affidavits for Family Court for Abuse/Neglect petitions and are called upon for testimony. Eligibility Clerk Rationale Temporary Assistance Division The position serves to divert calls from the Social Welfare Examiner staff to a dedicated unit available to answer basic eligibility inquiries.
