31 December 2018 TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE SECURITY COUNCIL FOR THE MONTH OF JANUARY For information only/not an official document This tentative forecast of the programme of work of the Security Council has been prepared by the Secretariat for the President of the Council. The forecast covers in particular those matters that may be taken up during the month pursuant to earlier decisions of the Council. The fact that a matter is or is not included in the forecast carries no implication that it will or will not be taken up during the month: the actual programme of work will be determined by developments and the views of members of the Council.

31 December 2018 TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE SECURITY COUNCIL FOR THE MONTH OF JANUARY AFRICA CAR: Sanctions: Arms embargo, travel ban and assets freeze Resolution 2399 (2018) of 30 January 2018 Para.1: Decides that, until 31 January, all Member States shall continue to take the necessary measures to prevent the direct or indirect supply, sale or transfer to the CAR, from or through their territories or by their nationals, or using their flag vessels or aircraft, of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned, and technical assistance, training, financial or other assistance, related to military activities or the provision, maintenance or use of any arms and related materiel, including the provision of armed mercenary personnel whether or not originating in their territories, and decides further that this measure shall not apply to: Para.9: Decides that, until 31 January, all Member States shall continue to take the necessary measures to prevent the entry into or transit through their territories of individuals designated by the Committee, provided that nothing in this paragraph shall oblige a State to refuse its own nationals entry into its territory, and calls upon the CAR Government to enhance cooperation and information sharing with other States in this regard; Para.16: Decides that all Member States shall, until 31 January, continue to freeze without delay all funds, other financial assets and economic resources within their territories, which are owned or controlled, directly or indirectly, by the individuals or entities designated by the Committee, or by individuals or entities acting on their behalf or at their direction, or by entities owned or controlled by them, and decides further that all Member States shall continue to ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any individuals or entities within their territories, to or for the benefit of the individuals or entities designated by the Committee; The arms embargo, travel ban and assets freeze will expire on 31 January. CAR: Sanctions: Panel of Experts reports Resolution 2399 (2018) of 30 January 2018 Para.32 (c): Provide to the Security Council, after discussion with the Committee, a midterm report no later than 30 July 2018, and a final report by 31 December 2018, on the implementation of the measures imposed by paragraphs 54 and 55 of resolution 2127 (2013) and paragraphs 30 and 32 of resolution 2134 (2014) renewed by paragraphs 1, 2, 9 and 16 of this resolution; The PoE final report dated 14 December 2018 (S/2018/1119) is before the Security Council. CAR: Sanctions: SC review of Panel of Experts mandate Resolution 2399 (2018) of 30 January 2018 Para. 31: Decides to extend the mandate of the Panel of Experts until 28, expresses its intent to review the mandate and take appropriate action regarding further 2/16

extension no later than 31 January and requests the Secretary-General to take the necessary administrative measures as expeditiously as possible to support its action; The Security Council is expected to take action no later than 31 January. DRC: SG reports on MONUSCO Resolution 2409 (2018) of 27 March 2018 Para.59: Requests the Secretary-General to report to the Council every three months on the implementation of MONUSCO s mandate, including its Intervention Brigade, as set out in this resolution, including on: ( ) DRC: SG to conduct performance review of MONUSCO units, and report to the Council on satisfaction of requirements and related action Resolution 2409 (2018) of 27 March 2018 Para.60: Requests the Secretary-General to conduct a comprehensive performance review of all MONUSCO units in accordance with the Operational Readiness Assurance and Performance Improvement Policy and the Secretary-General zero-tolerance policy on Sexual violence and abuse by September 2018 and further report to the Council every three months, as part of its regular reporting, on the percentage of MONUSCO contingents who have satisfied the requirements of the these reviews, the status of any remediation action to address contingents who have not satisfied requirements, and detailing plans to address contingents where remediation is not deemed appropriate, as certified by the Force Commander; The report of the Secretary-General is expected to be issued in January. DRC: Sanctions: Group of Experts mid-term report Resolution 2424 (2018) of 29 June 2018 Para.4: Requests the Group of Experts to provide to the Council, after discussion with the Committee, a mid-term report no later than 30 December 2018, and a final report no later than 15 June, as well as submit monthly updates to the Committee, except in the months where the mid-term and final reports are due; The GoE mid-term report is expected to be issued in January. Libya: UNSMIL: SG to report to SC on the implementation of resolution 2434 (2018) Resolution 2434 (2018) of 13 September 2018 Para.7: Requests the Secretary-General to continue to report to the Security Council on the implementation of this resolution at least every 60 days; The report of the Secretary-General is expected to be issued in January. 3/16

Mali: SG reports on MINUSMA on the implementation of resolution 2423 (2018) Resolution 2423 (2018) of 28 June 2018 Para.70: Requests the Secretary-General to report to the Security Council every three months after the adoption of this resolution on the implementation of this resolution, focusing: (i) on the progress in the implementation of the Agreement and on MINUSMA s efforts to support it, (ii) on progress in the implementation of the measures taken to improve MINUSMA s performance and effectiveness to implement its mandate, as outlined in paragraphs 55 to 60 above, including measures to enhance the safety and security of MINUSMA s personnel and to implement a comprehensive approach to protection of civilians, (iii) on coordination, exchange of information and, when applicable, mutual operational and logistical support, between MINUSMA, the MDSF, the FCG5S, the French Forces and the European Union missions in Mali, as outlined in paragraph 41 above; The report of the Secretary-General dated 28 December 2018 (S/2018/1174) is before the Security Council. Somalia: UNSOM: SG reports on the implementation of resolution 2408 (2018) Resolution 2408 (2018) of 27 March 2018 Para.28: Requests the Secretary-General to keep the Security Council regularly informed on the implementation of this resolution, identify and report on progress towards achieving key political benchmarks, including through oral updates and no fewer than three written reports, with the first written report by 1 May 2018 and every 120 days thereafter; Somalia: AMISOM: SG reports on the implementation of resolution 2431 (2018) Resolution 2431 (2018) of 30 July 2018 Para.55: Requests the Secretary-General to keep the Security Council regularly informed on the implementation of this resolution in his regular reports requested in paragraph 28 of resolution 2408 (2018); The report of the Secretary-General dated 21 December 2018 (S/2018/1149) is before the Security Council. Sudan: SG reports on UNAMID Resolution 2429 (2018) of 13 July 2018 Para.56: Requests the Secretary-General to report to the Council every 90 days following adoption of this resolution on UNAMID (...) The report of the Secretary-General is expected to be issued in January. Sudan: Sanctions: Panel of Experts final report Resolution 2400 (2018) of 8 2018, para.2 Decides to extend until 12 March the mandate of the Panel of Experts originally appointed pursuant to resolution 1591 (2005) and previously extended by resolutions 1779 (2007), 1841 (2008), 1945 (2010), 2035 (2012), 2138 (2014), 2200 (2015), 2265 (2016) and 2340 (2017), reaffirms the mandate of the Panel of Experts as established in resolutions 1591 (2005), 1779 (2007), 1841 (2008), 1945 (2010), 2035 (2012), 2138 (2014), 2200 (2015), 2265 (2016) and 2340 (2017), and requests the Panel of Experts to provide to the Security Council Committee established pursuant to resolution 1591 (2005) concerning the Sudan (hereafter the Committee ) with an interim report on its activities no later than 12 August 2018, and provide to the Council, after discussion with the Committee, a final report by 12 January 4/16

with its findings and recommendations, and further requests the Panel of Experts to provide updates every three months to the Committee regarding its activities, including Panel travel, and the implementation and effectiveness of paragraph 10 of resolution 1945 (2010), and expresses its intention to review the mandate and take appropriate action regarding the further extension of the mandate no later than 12 ; The PoE final report is expected to be presented by 12 January. Sudan/South Sudan: SG to inform SC of progress in implementing UNISFA s mandate Resolution 2445 (2018) of 15 November 2018 Para.33: Requests the Secretary-General to continue to inform it of progress in implementing UNISFA s mandate, in one written report, no later than 15 April and include reporting on: ( ) Para.34: Requests the Secretary-General to inform it of progress in implementing UNISFA s mandate, in a note, no later than 31 January and report on the progress in reduction of troops and increase in police per paragraphs 3 and 4; The note by the Secretary-General is expected to be presented no later than 31 January. UNOWAS: SG reports to SC PSC letter of 29 December 2016 (S/2016/1129) Second para: The members of the Security Council concur with the recommendation contained in your second report on UNOWAS (S/2016/1072) to extend its mandate, as set forth in the annex to this letter, for a further period of three years, from 1 January 2017 to 31 December. The members of the Council request that you report to the Council every six months on the fulfilment by UNOWAS of its mandate. Resolution 2349 (2017) of 31 March 2017 Para.34: Requests the Secretary-General to produce a written report within five months on the United Nations assessment of the situation in the Lake Chad Basin Region as it relates to elements of this resolution, particularly regarding the progress made and remaining challenges, and possible measures for consideration, including with respect to achieving greater coherence of efforts in the context of overlapping regional strategies, and thereafter to include these elements in regular reporting by UNOCA and UNOWAS. The report of the Secretary-General dated 28 December 2018 (S/2018/1175) is before the Security Council. Western Sahara: SG to brief the SC on the implementation of resolution 2440 (2018), challenges to MINURSO operations and steps taken to address them Resolution 2440 (2018) of 31 October 2018 Para.11: Requests the Secretary-General to brief the Security Council on a regular basis, and at any time he deems appropriate during the mandate period, to include within three months of this mandate s renewal and again prior to its expiration, on the status and progress of these negotiations under his auspices, on the implementation of this resolution, challenges to MINURSO s operations and steps taken to address them, expresses its intention to meet to receive and discuss his briefings and in this regard, further requests the Secretary-General to provide a report on the situation in Western Sahara well before the end of the mandate period; The Secretary-General is expected to report in January. 5/16

AMERICAS Colombia: SG to report on Verification Mission Resolution 2435 (2018) of 13 September 2018 Para.1: Decides to extend, to 25 September, the mandate of the Verification Mission and reporting requirements in accordance with its resolutions 2366 and 2377 (2017), headed by a Special Representative of the Secretary-General of the United Nations; The report of the Secretary-General dated 26 December 2018 (S/2018/1159) is before the Security Council. ASIA/MIDDLE EAST Iraq: SG reports on UN compensation fund Resolution 1956 (2010) of 15 December 2010 Para.6: Requests the Secretary-General to provide written reports on an ongoing basis to the council every six months, with the first report due no later than 1 January 2012, about the United Nations compensation fund, evaluating the continued compliance with the provisions of paragraph 21 of resolution 1483 (2003). The report of the Secretary-General is expected to be issued in January. Middle East: The situation in the Middle East, including the Palestinian question Resolution 1322 (2000) of 7 October 2000 Para.7: Invites the Secretary-General to continue to follow the situation and to keep the Security Council informed. Middle East (Lebanon/UNIFIL): SG to provide recommendations regarding the management of UNIFIL civilian resources Resolution 2433 (2018) of 30 August 2018 Para.12: Stresses the need to improve the management of UNIFIL civilian resources, including through fostering enhanced cooperation with the Office of the United Nations Special Coordinator for Lebanon (UNSCOL), with the goal of improving the effectiveness and efficiency of the missions, and requests that the Secretary-General provide recommendations on the matter by 31 December 2018; The recommendations of the Secretary-General dated 31 December 2018 (S/2018/1182) are before the Security Council.. Middle East (Syria): OPCW DG to report to SC (through SG) on impl. of resolution 2118 (2013) Resolution 2118 (2013) of 27 September 2013 Para.12: Decides to review on a regular basis the implementation in the Syrian Arab Republic of the decision of the OPCW Executive Council of 27 September 2013 and this resolution, and requests the Director-General of the OPCW to report to the Security Council, through the Secretary-General, who shall include relevant information on United Nations activities related to the implementation of this resolution, within 30 days and every month thereafter, and requests further the Director-General of the OPCW and the Secretary-General to report in a coordinated 6/16

manner, as needed, to the Security Council, non-compliance with this resolution or the OPCW Executive Council decision of 27 September 2013. The report of the Secretary-General dated 27 December 2018 (S/2018/1166) is before the Security Council. Middle East (Syria): SG to report on implementation of resolutions 2139 (2014), 2165 (2014), 2191 (2014), 2258 (2015), 2332 (2016), 2393 (2017), 2401 (2018), and 2449 (2018) Resolution 2139 (2014) of 22 2014 Para.17: Requests the Secretary-General to report to the Council on the implementation of this resolution by all parties in Syria, in particular paragraphs 2 through 12, in 30 days of its adoption and every 30 days thereafter, and upon receipt of the Secretary-General s report, expresses its intent to take further steps in the case of non-compliance with this resolution; Resolution 2449 (2018) of 13 December 2018 Para.6: Requests the Secretary-General to brief the Council monthly and to provide a report on a regular basis, at least every 60 days, on the implementation of resolutions 2139 (2014), 2165 (2014), 2191 (2014), 2258 (2015), 2332 (2016), 2393 (2017), 2401 (2018) and this resolution and on compliance by all relevant parties in Syria and further requests the Secretary-General to continue to include in his reports overall trends in UN cross-line and cross-border humanitarian access and detailed information on the humanitarian assistance delivered through UN humanitarian cross-border operations as authorised by resolution 2165 (2014), including on the number of beneficiaries, locations of aid deliveries at district-level and the volume and nature of items delivered; The Secretary-General is expected to report in January. Middle East (Syria): SG report on the implementation of resolution 2268 (2016) Resolution 2268 (2016) of 26 2016 Para.10: Requests the Secretary-General to report to the Council on the implementation of this resolution, including by drawing on information provided by the ISSG ceasefire taskforce, and on resolution 2254 (2015), within 15 days of the adoption of this resolution and every 30 days thereafter; The Secretary-General is expected to report in January. Middle East (Yemen): SG to report on the implementation of resolution 2201 (2015) and on developments in Yemen Resolution 2201 (2015) of 15 2015 Para.13: Requests the Secretary-General to report on the implementation of this resolution, and to continue to report on developments in Yemen, including on the implementation of the Gulf Cooperation Council Initiative and its Implementation Mechanism, the outcomes of the comprehensive National Dialogue conference, and the Peace and National Partnership Agreement and its security annex within 15 days after the date of adoption of this resolution and every 60 days thereafter; The Secretary-General is expected to report in January. Middle East (Yemen): SG update on implementation of the Stockholm Agreement and report on implementation on resolution 2451 (2018) 7/16

Resolution 2451 (2018) of 21 December 2018 Para.5: Authorises the Secretary-General to establish and deploy, for an initial period of 30 days from the adoption of this resolution, an advance team to begin monitoring and to support and facilitate the immediate implementation of the Stockholm Agreement, including the request for the United Nations to chair the Redeployment Coordination Committee and to update the Council within one week; Para.7: Requests the Secretary-General to report on progress regarding implementation of this resolution, including any breaches of commitments by the parties, on a weekly basis, as called for by the parties, until further notice, and expresses its intention to consider further measures, as necessary, to support implementation of this resolution and all other relevant Security Council resolutions and to alleviate the humanitarian situation and support a political solution to end the conflict; The report of the Secretary-General dated 28 December 2018 (S/2018/1173) is before the Security Council. Middle East (Yemen): SG to submit proposals on United Nations support to the Stockholm Agreement Resolution 2451 (2018) of 21 December 2018 Para.6: Requests the Secretary-General to submit proposals as soon as possible before 31 December 2018 on how the United Nations will fully support the Stockholm Agreement as requested by the parties, including, but not limited to: substantive monitoring operations for the ceasefire and mutual redeployment of forces from the city of Hodeidah and the ports of Hodeidah, Salif and Ras Issa; playing a leading role in supporting Yemen Red Sea Ports Corporation in management of and inspections at the ports of Hodeidah, Salif and Ras Issa; and strengthening the United Nations presence in the city of Hodeidah and Ports of Hodeidah, Salif and Ra s Issa, and to report to the Security Council on a weekly basis, invites Member States in a position to do so to assist the United Nations in carrying out these tasks, and recalls the commitment of the parties to facilitate and support the role of the United Nations in Hodeidah; The proposals of the Secretary-General are before the Security Council. 8/16

Middle East (Yemen): Sanctions: Panel of Experts final report Resolution 2402 (2018) of 26 2018 Para.6: Requests the Panel of Experts to provide a midterm update to the Committee no later than 28 July 2018, and a final report no later than 28 January to the Security Council, after discussion with the Committee; The PoE final report is expected to be presented no later than 28 January. COUNTER-TERRORISM/NON-PROLIFERATION ISIL (Da esh) and Al-Qaeda: SG strategic-level reports Resolution 2368 (2017) of 20 July 2017 Para. 101: Emphasizing the threat posed to international peace and security by ISIL and associated individuals, groups, undertakings, and entities, requests the Secretary-General to continue to provide strategic-level reports that demonstrate and reflect the gravity of the aforementioned threat, including from foreign terrorist fighters joining ISIL and associated groups and entities, foreign terrorist fighters returning to their countries of origin, transiting through, traveling to or relocating to or from other Member States, and the sources of financing of these groups and entities including through illicit trade in petroleum, antiquities, and other natural resources, as well as their planning and facilitation of attacks, any support to ISIL, Al-Qaida or any individual included on the ISIL and Al-Qaida Sanctions List, and reflects the range of United Nations efforts in support of Member States in countering this threat, the next report to be provided by 31 January 2018 and then every six months thereafter, with the input of CTED, in close collaboration with the Monitoring Team, as well as other relevant United Nations actors; The report of the Secretary-General is expected to be provided in January. OTHER Maintenance of international peace & security: SG report on trafficking in persons in armed conflict Resolution 2388 (2017) of 21 November 2017 Para.34: Requests the Secretary-General to follow-up on the implementation of this resolution and report back to the Security Council on progress made within 12 months; The report of the Secretary-General dated 21 November 2018 (S/2018/1042) is before the Security Council. Security Council annual report: SC to complete introduction Note by the PSC of 10 December 2015 (S/2015/944) Fourth para.: The report shall consist of an introduction, containing an agreed concise summary prepared on behalf of the Council under the coordination of the President of the Council for the month of July. In the case of the presidency for the month of July ending its tenure on the Council that year, the task of coordinating the introduction of the report shall then devolve on the member of the Council next in English alphabetical order and who will not be leaving the Security Council that calendar year. The introduction to the report should continue to be approved by all members of the Council who served on the Council during the reporting period. The introduction, which should not exceed 10,000 words, may contain, inter alia, a brief description of the key activities and trends, and the nature of decisions taken by the Security Council during the period covered by the report. The introduction shall be completed no later than 31 January so as to allow the Secretariat enough time for translation. The introduction to the annual report is expected to be completed no later than 31 January. 11/16

PBC Organizational Committee: election of two E-10 members Resolution 1645 (2005) of 20 December 2005 Para.6: Decides that members of the Organizational Committee shall serve for renewable terms of two years, as applicable. Resolution 1646 (2005) of 20 December 2005 Para.1: Decides pursuant to paragraph 4 (a) of resolution 1645 (2005) that the permanent members listed in article 23 (1) of the Charter shall be members of the Organizational Committee of the Peacebuilding Commission and that, in addition, the Council shall select annually two of its elected members to participate in the Organizational Committee.
