A RESOLUTION AUTHORIZING RELEASE OF EASEMENT FOR PANGBORN AIRPORT 1) The District received a request from Pangborn Memorial Airport to release an easement along the old Grant Road alignment. 2) District personnel have determined the easement is no longer necessary and recommends that the District release this easement. District No. 1 of Douglas County, Washington, that the Release of Easement for Pangborn Memorial Airport be approved, and that the General Manager is hereby authorized and directed to execute said document on behalf of the District. ADOPTED this 24th day of July 2017.
A RESOLUTION AMENDING THE ELECTRIC DISTIBUTION SYSTEM CUSTOMER SERVICE POLICES 1) District staff is proposing to amend the Electric Distribution System Customer Service Policies. The amendments would update three sections of the Customer Service Polices to reflect the current business needs of the District. 2) Update Section 21 to include language requiring meter base enclosures to be installed on the front 1/3 of the building and also update a reference to Section 12. 3) Update Section 27 to add language to prevent non-diverse loads to residential single phase services unless pre-approved by the District. 4) Update Section 32 to eliminate the Other Service Fees listed in Item 1b. Once eliminated, these costs will be more accurately included in the Contribution in Aid of Construction fee. 5) It is in the best interests of the District to revise the Electric Distribution System Customer Service Policies. District No. 1 of Douglas County, Washington, that the Electric Distribution System Customer Service Policies be amended. ADOPTED this 24th day of July 2017.
A RESOLUTION AUTHORIZING ACCEPTANCE OF WORK AND FINAL PAYMENT TO CASCADE DRILLING UNDER CONTRACT 16-28-W, ADDITION OF WEST EMBANKMENT PIEZOMETERS 1) By Resolution No. 16-191 dated November 14, 2016, the District awarded Contract 16-28-W, Addition of West Embankment Piezometers, to Cascade Drilling. 2) District staff reports the Contractor has satisfactorily completed all requirements of Contract 16-28-W and has submitted a Request for Final Payment, Certificate and Release. Therefore, staff recommends that the District accept the completed work and authorize final payment to the Contractor upon receiving the required notifications from the State of Washington. The total cost of work under this contract is $53,302.50 plus tax. 3) It is in the best interest of the District to accept the work as complete and authorize final payment under Contract 16-28-W. District No. 1 of Douglas County, Washington, that the work under Contract 16-28-W, Addition of West Embankment Piezometers, is hereby accepted as complete, and that final payment is authorized, contingent on receipt by the District of all necessary releases by the State of Washington. This acceptance in no manner waives any claim the District may have against the Contractor for failure to comply with the terms of the contract. ADOPTED this 24th day of July, 2017.
A RESOLUTION TO NEGOTIATE WITH JT TECH UNDER RFP 17-07-D, NETWORK UPGRADE 1) Resolution 17-067 dated May 22, 2017 authorized the District to call for network upgrade proposals under RFP 17-07-D, Network Upgrade. 2) Based on the submitted proposals, District staff have evaluated the selected proposals and recommend negotiating with JT Tech to procure updated network equipment. NOW, THEREFORE BE IT RESOLVED by the Commission of Public Utility District No. 1 of Douglas County, Washington, that District Staff are authorized and directed to negotiate with JT Tech under RFP 17-07-D, Network Upgrade. ADOPTED this 24th day of July, 2017.
A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 17-04-W, CONSTRUCT OKANOGAN RIVER PADDLERS CAMPGROUND 1) Per the Wells Hydroelectric Project Recreation Management Plan, the District shall construct a formal tent camping facility in the vicinity of the Okanogan River for non-motorized boaters. 2) Staff recommends that the District solicit bids in compliance with RCW 54.04.070 to provide labor and materials for the construction of the Okanogan River Paddlers Campground in accord with the specifications, terms and conditions of Bid Document 17-04-W. Sealed bids will be accepted until September 5, 2017 at 1:30 p.m. Pacific Time in the District s East Wenatchee headquarters office. 3) It is in the best interests of the District to issue a call for bids under Bid Document 17-04-W, Construct Okanogan River Paddlers Campground. District No. 1 of Douglas County, Washington, that Bid Document 17-04-W is hereby approved, and the District s General Manager is hereby authorized and directed to issue a call for bids to provide labor and materials to construct the Okanogan River Paddlers Campground. A RESOLUTION AUTHORIZING A CALL FOR BIDS UNDER BID DOCUMENT 17-14-W, METHOW HATCHERY POND 13 AVIAN PROTECTION IMPROVEMENT AND POND LINER REPLACEMENT 1) The Methow Hatchery has a need to prevent predation by piscivorous birds on juvenile spring Chinook in Pond 13 and has a need to replace the liner for Pond 13 as it has reached the end of its useful life. 2) Staff recommends that the District solicit bids in compliance with RCW 54.04.070 to install improvements to the Pond 13 avian predation protection system and to remove and replace the existing pond liner in Pond 13 at Methow Hatchery. 3) It is in the best interests of the District to issue a call for bids under Bid Document 17-14-W, Methow Hatchery Pond 13 Avian Protection Improvement and Pond Liner Replacement. District No. 1 of Douglas County, Washington, that Bid Document 17-14-W, Methow Hatchery Pond 13 Avian Protection Improvement and Pond Liner Replacement is hereby approved, and the District s General Manager is hereby authorized and directed to issue a call for bids.
