MINUTES OF A REGULAR MEETING SIGNAL HILL CITY COUNCIL December 4, 2012 A Regular Meeting of the Signal Hill City Council was held in the Council Chamber of City Hall on December 4, 2012. CALL TO ORDER 7:00 p.m. ROLL CALL PRESENT: PLEDGE OF ALLEGIANCE Mayor Hansen led the audience in the Pledge of Allegiance. PUBLIC BUSINESS FROM THE FLOOR ON ITEMS NOT LISTED ON THIS AGENDA Carol Churchill addressed Council and read a statement regarding the Taxpayers Right to Know and Vote petition (available in the City Clerk s office). Vice Mayor Noll asked if the entire document is available for review. Ms. Churchill confirmed the document is available in the City Clerk s office. Council Member Wilson entered Council Chamber at 7:03 p.m. CITY MANAGER REQUESTED ADDING TWO ITEMS TO THE AGENDA City Manager requests adding items 4 (c) and 6 (c) to the agenda: 4c. Mayor Hansen will introduce the volunteer of the year, youth volunteer of the year, business sponsor of the year, and volunteer organization of the year. Page 1 of 9

University of California California Office of Traffic Safety Sobriety Checkpoint Grant Program for 2012-2013 Summary: The City of Signal Hill has been awarded grant funding through the University of California, School of Public Health, Berkeley, with primary funding from the State of California Office of Traffic Safety (OTS) Sobriety Checkpoint Grant Program for 2012-2013. The Chief of Police is seeking authorization to accept the grant. Recommendation: Authorize the Chief of Police to accept grant funding through the University of California OTS Sobriety Checkpoint Grant Program for 2012-2013. It was moved by and seconded by COUNCIL MEMBER WARD to add items 4 (c) and 6 (c) to the agenda. INTRODUCTION(S) AND PRESENTATION(S) a. Randy Kemner, owner of The Wine Country and Charles Feder, owner of Rossmoor Pastries made presentations regarding their businesses. b. Mayor Hansen presented the 4 th Quarter Sustainability Award to the Jessie Elwin Nelson Academy, represented by Principal Sparkle Peterson. c. Mayor Hansen introduced Chan Brainard and Gil Griego, recognized as volunteer of the year, Christian Thomas, youth volunteer of the year, Soroptimist International Long Beach, volunteer organization of the year, and Rossmoor Pastries, business sponsor of the year. ORDINANCE(S) a. Second Reading and Adoption of Zoning Ordinance Amendment 12-03 to Facilitate the Development of a Publicly Managed Community Garden at 1917 E. 21 st Street City Manager presented the staff report. Council Member Forester thanked the Press Telegram for the article regarding the Community Gardens in today s edition of the paper. It was moved by and seconded by COUNCIL MEMBER FORESTER to waive further reading and adopt Ordinance No. 2012-11-1452 approving Zoning Ordinance Amendment 12-03, revising the official zoning map by changing the zoning designation for 1917 E. 21 st Street from RLM-1, Residential Low/Medium-1 to OS, Open Space and listing Publicly Managed Community Gardens as a permitted use in the OS, Open Space zoning district. City Manager read the title of Ordinance No. 2012-11-1452: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, APPROVING ZONING ORDINANCE AMENDMENT 12-03 REVISING THE OFFICIAL ZONING MAP BY CHANGING THE ZONING DESIGNATION FOR 1917 E. 21 ST STREET FROM RLM-1, RESIDENTIAL LOW/MEDIUM-1 TO OS, OPEN SPACE AND LISTING PUBLICLY MANAGED COMMUNITY GARDENS AS A PERMITTED USE IN THE OS, OPEN SPACE ZONING DISTRICT CITY MANAGER REPORTS a. Council Member Forester and Mayor Hansen thanked Dr. Wallace for her service. It was moved by and seconded by COUNCIL MEMBER WARD to re-appoint Dr. Hazel Wallace to a four year term ending January 2017. b. California Supreme Court Rules for Cities in How Payment to Counties is Calculated City Manager presented the staff report. Council Member Wilson commented on the annual property tax to the City and confirmed with the City Manager this continues through the year 2017. Council Member Forester thanked staff. It was moved by and seconded by COUNCIL MEMBER WARD to receive and file. VICE CHAIR NOLL Page 4 of 9

c. University of California-California Office of Traffic Safety Sobriety Checkpoint Grant Program for 2012-2013 City Manager introduced the Police Chief who presented the staff report. Carol Churchill, Signal Hill resident confirmed with the Police Chief the grant money discussed in the report is for DUI checkpoints within the City of Signal Hill. It was moved by and seconded by COUNCIL MEMBER WARD to authorize the Chief of Police to accept grant funding through the University of California-OTS Sobriety Checkpoint Grant Program for 2012-2013. VICE CHAIR NOLL CONSENT CALENDAR a. Contract Services Agreement for Storm Drain Catch Basin Cleaning Services Summary: At times, the Public Works Department supplements its maintenance operations by utilizing an outside vendor to perform specific services. Public Works is recommending a contract with Ron s Maintenance, Incorporated to provide storm drain catch basin cleaning services. Recommendation: Authorize the City Manager to enter into a Contract Services Agreement for catch basin cleaning services with Ron s Maintenance, Incorporated, in a form approved by the City Attorney. The term of the contract is three years with a not-to-exceed contract amount of $30,000 for each fiscal year. b. Resolution Accepting the Dedication of Real Property for Additional Public Right- Of-Way at 2001 Obispo Avenue Summary: This resolution will accept the dedication of additional public right-ofway to be used for alley purposes at 2001 Obispo Avenue. Recommendation: Waive further reading and adopt Resolution No. 2012-12- 5998 accepting the dedication of real property for additional public right-of-way for alley purposes at 2001 Obispo Avenue. c. Resolution Accepting the Dedication of Real Property for Additional Public Right- Of-Way at 2799 E. 21 st Street Summary: This resolution will accept the dedication of additional public right-ofway to be used for alley purposes at 2799 E. 21 st Street. Recommendation: Waive further reading and adopt Resolution No. 2012-12- 5999 accepting the dedication of real property for additional public right-of-way for alley purposes at 2799 E. 21 st Street. d. Purchase of One Replacement Police Package Chevrolet Tahoe Summary: Staff is seeking authorization to purchase one replacement Police Package Chevrolet Tahoe. Staff proposes to purchase this vehicle from Wondries Fleet Group. This purchase will piggy back on the County of Los Angeles, Purchase Order number PO-SH-12321351-1. Recommendation: Authorize the Public Works Department to purchase one new/unused 2012/2013 Police Package Chevrolet Tahoe from Wondries Fleet Group through the County of Los Angeles, Purchase Order number PO-SH- 12321351-1. e. Claim for Damages Summary: The City has received a claim for financial reimbursement from Jean Survillas for property damages. Recommendation: Deny the claim of Jean Survillas. f. Warrant Register Dated December 4, 2012 Summary: The Warrant Register is a listing of all general checks issued since the prior warrant register and warrants to be released upon City Council approval. Recommendation: Authorize payment of Warrant Register dated December 4, 2012. g. Minutes of the Following Meeting(s) Regular Meeting of the City Council, November 20, 2012. Recommendation: Approve. It was moved by and seconded by COUNCIL MEMBER FORESTER to approve the Consent Calendar. COUNCIL AGENDA--NEW BUSINESS Council Member Forester thanked the Victory Institute for putting on the Lesbian, Gay, Bisexual, and Transgender (LBGT) Conference and reported on his attendance. Council Member Forester expressed concern regarding the Human Rights Campaign and found their rating system for Municipal Equality Index report flawed. Council Member Ward announced she attended the Signal Hill Chamber of Commerce holiday party last night and thanked them for promoting businesses in the city. Council Member Ward announced the new 99 Only Store is opening in a couple of weeks. Council Member Ward encouraged everyone to stop by Curley s Café, now open 7 days a week. Council Member Wilson announced he participated in the Belmont Shore Christmas Parade along with his daughter Ashley and her friend Deborah, on Saturday and thanked his driver Jack Schumann, Signal Hill Police Volunteer. Council Member Wilson announced he will participate in the Daisy Lane Christmas Parade on Saturday, December 8 th. Council Member Wilson announced he attended the Signal Hill Chamber of Commerce holiday party last night. Council Member Wilson announced he attended the Wrigley Association holiday party last night. Vice Mayor Noll reported on his attendance at the LGBT Conference. Vice Mayor Noll complimented and thanked the Signal Hill Police Volunteers for the time and commitment they give to the city. Mayor Hansen announced the Active Adult Excursions: Rose Parade float decorating and lunch, December 29 th ; Winemaker for a Day, January 17 th ; Princess Diana Exhibit at the Queen Mary, January 29 th ; Branson Music Fest at Mesquite, Nevada February 4-7. Mayor Hansen announced Breakfast with Santa on Saturday, December 8 th from 9:00-11:00 a.m. The cost is $15 for residents and $20 for non-residents. She thanked her driver Gary Weinberger, Signal Hill Police Volunteer and Mercedes Benz for the use of the convertible in the parade. Council Member Forester congratulated Bonnie Lowenthal, acting chair for the Transportation Committee. Council Member Forester announced Chill the Ice Kingdom is open at the Queen Mary until January 6 th. Council Member Wilson announced the Wrigley Association is having a Snow Day on Saturday, December 22 nd at Veteran s Park on Willow and Pacific. Mayor Hansen announced she and Council Member Forester met with Senator Ricardo Lara and appreciated his time and enthusiasm. Mayor Hansen announced tonight s meeting will be adjourned in memory of Harlan Pitcher, stepfather of City Clerk Kathee Pacheco. ADJOURNMENT It was moved by and seconded by COUNCIL MEMBER FORESTER to adjourn tonight s meeting in memory of Harlan Pitcher, stepfather of City Clerk Kathee Pacheco to the next regular meeting on Tuesday, December 18, 2012 at 7:00 p.m. in the Council Chamber of City Hall, 2175 Cherry Avenue, Signal Hill, CA 90755.
