General reading guideline for the African gouvernance This guideline is organized around five chapters : 1. Legitimacy and ownership 2. Democracy and citizenship 3. Competence and efficiency 4. and 5. Relation between local and global This reading guideline has been established : For Africa from the works of the African Union, from The alliance for the reform of the gouvernance in Africa, from Africites, and from the Inter African inhabitants network For the rest of the world from the works of the founding congress of Cities and United Local authorities (CGLU) and from the works of FPH.
