Sidney, Nebraska, December 11, 2018 A Fair Housing City A meeting of the Mayor and Council of the City of Sidney, Nebraska, was convened in open and public session at 7:15 P.M. on December 11, 2018 in the Council Room. Present were: Mayor Arterburn and Council Members: Gallaway, Gaston, Utley, and Olsen. Others present: City Manager Sadler, City Attorney Leef and City Clerk Anthony. Notice of the meeting was given in advance thereof by publication in The Sidney Sun Telegraph, the designated method for giving notice, a copy of the proof of publication being attached to these minutes. Advance notice of the meeting was also given to the members of the City Council and a copy of their acknowledgment of receipt of notice is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the notice to the City Council. All proceedings shown hereafter were taken while the convened meeting was open to the attendance of the public. Mayor Arterburn informed the public of the location of the posted Open Meetings Act. Gaston moved, Utley seconded That the minutes of the November 27, 2018 meeting be approved as printed. Roll call vote: Yeas: All council members present. County Clerk s certification of the votes cast at the election held 11/6/18 in Cheyenne County were presented as follows: FOR CITY COUNCIL MEMBER votes cast: Roger Gallaway 1236; Bob Olsen 1273; Blake Mackey 740; Brad Sherman 1047; Scatterings 25. There being no further business, the Council adjourned sine die. The newly elected members of the Council, Gallaway Olsen, Mackey, Sherman and Radcliffe were sworn into office by City Attorney Leef. City Attorney Leef, acting as temporary chairman, called for nominations for President of the Council (Mayor). Arterburn nominated Gallaway. There being no further nominations, nominations were closed. City Attorney Leef asked the City Clerk to call a roll on Gallaway as Mayor. Roll call vote: Yeas: All council members present. Ms. Leef declared Mr. Gallaway as Mayor. Mayor Gallaway then assumed the chair. Mayor Gallaway then called for nominations for vice-president. Gallaway nominated Arterburn. There being no further nominations, nominations were closed. A voice vote was taken with the following results: Yeas: Arterburn, Sherman, Gallaway, Radcliffe and Olsen Nays: None. Arterburn was declared Vice President of Council. Arterburn moved, Radcliffe seconded That RESOLUTION NO. 20181201 be passed and approved. Roll call vote: Yeas: All council members present. RESOLUTION NO. 20190101 BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF SIDNEY, NEBRASKA: That the Planning Commission of the City of Sidney, Nebraska, has submitted to the City Council of the City of Sidney, Nebraska, its final report regarding the Rezoning Application of Darin VanNatter and Susan Hiett

to rezone a lot 6, Block 13, Section 49 more particularly described as 2525 11 th Avenue from R-1 (Single Family Residential) to R-1A (Rural Residential Estate) Zone; and That the City Council of the City of Sidney proposes to consider said report; that a public hearing will be held thereon in the Municipal Building of the City of Sidney, Nebraska, at 7:15 o'clock P.M. on the 8 th day of January, 2019 at which time and place parties in interest and citizens shall have an opportunity to be heard; and that the City Clerk is hereby directed to give the proper notice of said hearing in compliance with the law at least ten days prior to said hearing. City Manager s Report: Ed shared information re: the successful Parade of Lights and related activities; the Award Banquet on January 4, 2019 at the Elks; Chamber banquet on 1/18/19 at the Elks; Holiday closings, December 24 & 25 and January 1 st ; and a report on Sidney s available housing. Council Comments: Mayor Gallaway: Thanked retiring Council Members and the new members and wished all Happy Holidays. Other Council Member s Comments: Olsen welcomed the new members and encouraged spreading optimism about Sidney s future. Radcliff and Sherman both said they were glad to be a part of the Council. Arterburn asked the Police Chief about the progress of the vandalism investigations who gave an update.
