603 ORDERS CHRISTIAN COUNTY FISCAL COURT 9 th Day of October 2018 The Fiscal Court in and for Christian County met for a regular meeting at 8:30 a.m. at the Christian County Courthouse and the following proceedings were had. Present and presiding was Steve Tribble County Judge/Executive. The following gentlemen, Justices in Commission, were present: Kenneth Bates Mark Cansler Mark Wells Terry Bowman Rich Liebe Jack Lackey David Collins Also present were John T. Soyars County Attorney, Walter Cummings County Treasurer and Livy Leavell Jr. Sheriff. PRAYER AND PLEDGE OF ALLEGIANCE: Esquire, Mark Cansler offered the invocation. Steve Tribble, County Judge Executive, then led the Pledge of Allegiance. APPROVAL OF MINUTES: Upon motion of Esquire David Collins, seconded by Esquire Mark Wells, it is hereby ordered to approve the minutes of September 25, 2018 meeting and dispense with the reading. Bates, COMMISSION & BOARD REPORTS: County Treasurer, Walter Cummings gave a Donations and Commissions Report for informational purposes only for the quarter ending September 30, 2018. Accept the Christian County Jail Quarterly Report for the 1 st Quarter Upon motion of Esquire Rich Liebe, seconded by Kenneth Bates, it is hereby ordered to accept the Christian County Jail Quarterly Report for the 1 st Quarter of the 2018/2019 fiscal year. Bates, CITIZENS PARTICIPATION: The Grand Pinnacle Award in the prestigious IFEA/Haas & Wilkerson Pinnacle Awards Competition has four winners in four different levels. Hopkinsville was recognized as a Level 2 winner, operating within a budget range of $250,000 to $1 million. Due to Hopkinsville s efforts during the solar eclipse event last year resulted in receiving the award. Eclipse Marketing and Events Consultant Brooke Jung and Christian County Emergency Management Director Randy Graham were on hand to accept the award in San Diego, California. OLD BUSINESS: None

606 NEW BUSINESS: Authorize Agreement between the City of Hopkinsville and Christian County Fiscal Court Upon motion of Esquire Jack Lackey, seconded by Esquire Mark Cansler, it is hereby ordered to authorize Steve Tribble County Judge Executive, to enter into an agreement with the City of Hopkinsville. The Agreement outlines the expenditure of $1,000,000 to go towards the development of an agricultural facility. The Christian County Agricultural Extension Foundation will act as the Agent for the Fiscal Court for the construction of this project, then own and maintain the facility once construction is completed. Approve CDBG Grant Application for Trilogy Center Upon motion of Esquire David Collins, seconded by Esquire Terry Bowman, it is hereby ordered to approve and authorize Steve Tribble, County Judge/Executive, on behalf of Fiscal Court to apply for a grant program offered thru Department of Local Government. The awarded grant amount of $200,000.00 will be used to fund the operational budget of the Trilogy Recovery Center for Women. Adopt Resolution #2018-13 re: Land and Water Conservation Fund Upon motion of Esquire rich Liebe, seconded by Esquire David Collins, it is hereby ordered to adopt Resolution #201-13 and authorize Steve Tribble, County Judge/Executive, on behalf of Fiscal Court to apply for a grant program offered thru Department of Local Government for assistance under the Land and Water Conservation Fund. This grant will require a 50% local match up to $75,000.00 and will be used for the Ruff Park Tennis Courts Project.

607 Approve Pay Request # 16 for the Christian County Public Safety Building Upon motion of Esquire David Collins, seconded by Esquire Terry Bowman, it is hereby ordered to approve payment request #16 in the amount of $471,503.90 to be paid to Codell Construction for work performed on the new Christian County Public Safety Building. Bates, Rich Liebe, Jack Lackey, Terry Bowman and David Collins. Acceptance of Bid for High Density Storage Equipment Upon motion of Esquire Mark Cansler, seconded by Esquire Mark Wells, it is hereby ordered to accept the lowest bid from Tri State Systems in the amount of $53,566.66 for High Density Storage Equipment to be installed in the evidence room at the new Christian County Public Safety Building. Bates, Rich Liebe, Jack Lackey, Terry Bowman and David Collins. Approve Pay Request #7 for Alhambra Theatre Upon motion of Esquire Terry Bowman, seconded by Esquire David Collins, it is hereby ordered to approve payment request #1 in the amount of $74,853.19 to Westerfield Builders for work completed on the Alhambra Theatre Renovation Project.
