570 ORDERS CHRISTIAN COUNTY FISCAL COURT 14th Day of August 2018 The Fiscal Court in and for Christian County met for a special session at 8:30 a.m. at the Christian County Courthouse and the following proceedings were had. Present and presiding was Steve Tribble County Judge/Executive. 573 Upon motion of Esquire Darrell Gustafson, seconded by Esquire Mark Wells, it is hereby ordered to approve the Budget Transfers dated July 24, 2018. Upon motion of Esquire Kenneth Bates, seconded by Esquire David Collins, it is hereby ordered to approve the Finance and Budget Reports dated July 1, 2017 thru July 31, 2018 subject to audit. Upon motion of Esquire David Collins, seconded by Esquire Kenneth Bates, it is hereby ordered to approve the Annual Report dated July 1, 2017 thru June 30, 2018 subject to audit. COMMISSION & BOARD REPORTS: Christian County Attorney Mike Foster, announced to court magistrates that he will be retiring after 43 years of service as the county attorney effective September 1, 2018. Mr. Foster s unwavering dedication and commitment to public service resulted in being named Kentucky s Outstanding County Attorney five times during his career. He graciously thanked the residents of Christian County for allowing him the opportunity to serve as county attorney. He recognized and show gratitude to his marvelous support team of paralegals, staff prosecutors, clerical staff and the best victim s advocate anyone could ever ask for. He attributed receiving his strong work ethics from his mother, Ouida Foster, who finally retired last year at age 90. His plans are to continue practicing law and serve where needed in his community. Mr. Foster s hard work and dedication has been an inspiration to all the citizens of Christian County. Over four decades of distinguished public service to our community will result in him being strongly missed. Esquire Wells, reminded the community of the upcoming Household Hazardous Waste Collection being held on Saturday, August 25, 2018. Esquire Gustafson, invited the community to celebrate the James Bruce Convention Center s 15 th birthday on August 23, 2018 starting at 5:30 pm.

574 CITIZENS PARTICIPATION: None OLD BUSINESS: None NEW BUSINESS: Adopt Resolution #2018-10 re: Cold Check Program hereby ordered to adopt Resolution #2018-10 authorizing that fees collected for the cold check program, pursuant to KRS. 514.040; delinquent tax commissions as per KRS 135.545 and administrative fees as per KRS 186.574(6)(a)(c) shall be retained by the Christian County Attorney s Office for the payment of operating expenses to include administrative expenses. Approve Training Incentive for Darrell Gustafson Upon motion of Esquire David Collins, seconded by Esquire Rich Liebe, it is hereby ordered to approve the training incentive for Esquire Darrell Gustafson for his completion of 4 units of training for a total of $4,137.04. All voting aye by voice vote: Esquires Mark Cansler, Mark Wells, Kenneth Bates, Rich Liebe, Jack Lackey and David Collins. Esquire Darrell Gustafson, abstained from the vote.

575 Approve Pay Request #2 for Courthouse Annex Roof Project Upon motion of Esquire Darrell Gustafson, seconded by Esquire Kenneth Bates, it is hereby ordered to approve payment request #2 in the amount of $75,662.18 to Swift Roofing, Inc. for work completed on the Alhambra Theatre Renovation Project. Approve Pay Request #3 for Alhambra Theatre Renovations hereby ordered to approve payment request #3 in the amount of $92,746.63 to Westerfield Builders for work completed on the Alhambra Theatre Renovation Project. Approve Pay Request # 14 for the Christian County Public Safety Building hereby ordered to approve payment request #14 in the amount of $191,999.15 to be paid to Codell Construction for work performed on the new Christian County Public Safety Building. Approve Agreement for Litter Abatement Grant Funding Upon motion of Esquire David Collins, seconded by Esquire Mark Cansler, it is hereby ordered to authorize Steve Tribble, Judge Executive to sign a request and agreement for Litter Abatement Grant Funding in Christian County.

576 Authorize Memorandum of Understanding (JAG Program) Upon motion of Esquire Kenneth Bates, seconded by Esquire Rich Liebe, it is hereby ordered to authorize Steve Tribble, County Judge Executive to sign the Memorandum of Understanding allowing the County and the City of Hopkinsville to jointly apply for funding through the 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) program. The total funds received pursuant to said grant application by the County in the amount of $13,960.00 shall be allocated to the Christian County Juvenile Drug Court. Personnel County Attorney- None presented. County Judge/Executive- None presented. Sheriff s Department None presented. County Clerk- None presented. County Treasurer- Upon motion of Esquire Darrell Gustafson, seconded by Esquire David Collins, and upon recommendation of Walter Cummings, Christian County Treasurer, it is hereby ordered to hire Taylor Blakeley as a part time employee working 80 hours a month at a rate of $9.00 per hour with a 90 day probation period retro-active August 9, 2018. 577 Upon motion of Esquire Mark Wells, seconded by Esquire Mark Cansler, and upon the recommendation of Paul Finley, Public Works Director, it is hereby ordered to end the probation period for Robert Cave retro-active August 1, 2018. Animal Shelter- Upon motion of Esquire Mark Wells, seconded by Esquire Rich Liebe, and upon recommendation of Irene Grace, Christian County Animal Shelter Director, it is hereby ordered to hire Melissa Smith working 96 hours a month at a rate of $9.00 per hour with a 90 day probation period effective August 16, 2018. Jail- Upon motion of Esquire David Collins, seconded by Esquire Mark Cansler, and upon recommendation of Brad Boyd, Jailer it is hereby ordered to hire James Heiserman as a part time Deputy Jailer working 96 hours a month at a rate of $13.00 per hour retro-active to August 1, 2018 with a 90 day probation period. Upon motion of Esquire David Collins, seconded by Esquire Mark Wells, and upon recommendation of Brad Boyd, Jailer it is hereby ordered to hire Rebecca Giannini as a part time Deputy Jailer working 96 hours a month at a rate of $13.00 per hour retro-active to August 1, 2018 with a 90 day probation period.
