The Norwalk City Board of Education met in REGULAR SESSION at the Norwalk High School, on August 14, 2018. Board President Lisa Wick called the meeting to order at 7:30 p.m. with the following Board members answering roll call: Mr. John Lendrum, Mr. Steve Linder, Mr. Ralph Ritzenthaler, Mrs. Beth Schnellinger and Mrs. Lisa Wick. Board President Wick led the group in the Pledge of Allegiance to the flag. Also in attendance: George Fisk, Superintendent; Joyce Dupont, Treasurer; teachers, community members, students and parents. ADOPTION OF THE BOARD AGENDA Mrs. Schnellinger moved, seconded by Mr. Ritzenthaler, to adopt the Board Agenda. On roll call, voting yes: Mrs. Schnellinger, Mr. Ritzenthaler, Mr. Lendrum, Mr. Linder, and Mrs. Wick. MOTION PASSED, 5-0. PUBLIC PARTICIPATION There was no public participation. Farm land lease agreement for three years in conjunction with the Huron County Commissioners. AGREEMENT TO LEASE LAND FOR AGRICULTURAL PURPOSES January 1, 2019 December 31, 2021 This Agreement is made by and between the Board of Huron County Commissioners, 180 Milan Ave, Norwalk, ( Commissioners ) and the Board of Education of Norwalk City School District, 134 Benedict Ave, Norwalk, ( Board of Education ) for the purpose of letting adjoining land owned by the parties under one lease for agricultural purposes. Whereas, the Commissioners own approximately 27 acres of the land described below and the Board of Education owns approximately 20 acres of the land described below:

Approximately 47 acres of land, located in Section 4 and Section 22 of Norwalk City in Huron County, Ohio, and further described as that parcel of land located North of the U.S. Route 20, West of Benedict Avenue, East of Norwood Avenue, South of Shady Lane Drive within the Norwalk City Limits and commonly described and known as the Shady Lane Farm. Whereas, the 47 acre parcel had previously been owned by the Commissioners and leased for agricultural purposes by competitive bid to one lessee and the parties desire to continue to lease the property as one parcel for agricultural purposes by competitive bid to one lessee; and Whereas, pursuant to Ohio Revised Code section 307.15, the board of county commissioners may enter into an agreement with a school district in which the board undertakes, and is authorized by the school district, to exercise any power, perform any function, or render any service, on behalf of the school district that the school district may exercise, perform or render; now therefore THE PARTIES AGREE AS FOLLOWS: The Board of Education hereby authorizes the Commissioners to bid and lease the property described above owned by the Board of Education in conjunction with the bid and lease of the property described above owned by the Commissioners. The Commissioners shall advertise for competitive bids for the lease of the above described 47 acre parcel known as the Shady Lane Farm. The Commissioners shall award the lease to the highest and best bidder in accordance with law. The Commissioners shall execute a lease with the successful bidder in essentially the form as the attached Agreement and Lease-Shady Lane Farm, including the description of the land, term length, rental payment, termination, and compensation for the destruction of growing crop provisions. Within thirty (30) days of receipt of the lessee s rental payment under the Agreement and Lease, the Commissioners shall pay to the Board of Education forty percent (40%) of the rental payment, provided no acreage is withdrawn. In the event that acreage is withdrawn from the Agreement and Lease, the parties to this Agreement to Lease Land shall negotiate an equitable and fair adjustment to the percentage of rental revenue payable to the Board of Education. In the event that the Board of Education requires the withdrawal of leased acreage during

the term of the Agreement and Lease, the Board of Education shall be responsible for the payment to the lessee of compensation for the destruction of growing crop in accordance with the Agreement and Lease. This Agreement to Lease Land for Agricultural Purposes shall not be terminated by either party during the term of the Agreement and Lease-Shady Lane Farm. 5. Continuation of the Maxim School Staffing agreement for nursing services provided directly to students in the 2018-2019 school year. 6. Agreement between Midwest Regional Education Service Center and NCSD for vision impaired, orientation, and mobility services during the 2018-2019 school year. EXECUTIVE SESSION Mrs. Schnellinger moved, seconded by Mr. Lendrum to move into executive session for the purpose of: Preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. On roll call, voting yes: Mrs. Schnellinger, Mr. Lendrum, Mr. Linder, Mr. Ritzenthaler, Mrs. Schnellinger, and Mrs. Wick, MOTION PASSED, 5-0. The board moved into executive session at 7:55 pm. Let the record reflect the Board returned to open session at 8:15 p.m. ADMINISTROR HANDBOOK, SALARY SCHEDULE AND SUPERINTENDENT SALARY AGENDA ITEMS Mr. Lendrum moved, Mrs. Schnellinger seconded to add the following item to the agenda:

Adoption of the Administrator and Executive Secretary Handbook including base salary increases equal to one and a half percent (1.5%) each year for the period of August 1, 2018 June 30, 2021. Approval of a base salary increases of one and a quarter percent (1.25%) each year for the period of August 1, 2018 June 30, 2021 for George E. Fisk, Superintendent. On roll call, voting yes: Mr. Lendrum, Mrs. Schnellinger, Mr. Linder, Mr. Ritzenthaler, and Mrs. Wick. MOTION PASSED, 5-0.
