TOGETHER FOR BETTER DATA ON MIGRATION: Strengthening capacities to collect, analyze and disseminate data in the context of SDGs and global compacts Improving Data on International Migration: towards Agenda 2030 and the Global Compact on Migration 1-3 December, 2016 Federal Foreign Office of Germany

The collection, sharing and management of migration data is a process which needs time, resources and priority and which is approached very differently country-by-country and region-by-region [I]t is also a process requiring an understanding of the reasons for collecting and sharing data and how this can help to better manage migration. Familiar statement? Gervair Appave, IDM, 2003 2

Overview 1. IOM`s capacity building work to date bottom up 2. Conceptual challenges and different data needs 3. Practical steps forward top down matters! 3

1. IOM`S CAPACITY BUILDING WORK TO DATE BOTTOM UP 4

Timeline of capacity building 2004-2007 2007 2015 - IDM: Approaches to Data Collection and Data Management Data Sharing Mechanism DTM conceptuali zed and tested out (ongoing) Global Commission on International Migration s report Sharing Data Where to Start Migration profiles Migrati on profiles: Making the Most of the Process guideline Extend ed migration profiles GMDAC set-up SDG operationalization 2003 2005 2011

Inventory of tools Sharing data where to start Migration profiles making the most of the process Refining methodologies of surveys, census Ensuring consistency and sustainability 6

Approach and achievements National level Needs/gap assessments Support to inter-agency coordination and data sharing Conduct trainings on data analysis Improvement of data sources (statistical and registers/databases) Development of a report ( migration profile ) Regional/ Internation -al level Identify a list of common indicators Define meta-data Set up a mechanism for data sharing Analyze data and visualize Cooperate with other international stakeholders

2. CONCEPTUAL CHALLENGES AND DIFFERENT DATA NEEDS 8

Familiar situation? Comparing apples and oranges? Or speaking different languages? Source of image - http://iceienglish3sec1springjordanmasias.blogspot.de/ 9

New migration reality and data needs No single point of time migration continuum or migration cycle New notions circular migrants, transnationalism, labour mobility, mainstreaming, recruitment cost Not only migration trends links to development Not only input indicators (policies) but also output indicators (migration outcome and impact) 10

Other entry points Specific references MIGRATION IN THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT FOCUS ON MIGRATION AND DEVELOPMENT Goal and target framework 3.8 ACCESS TO HEALTH 3.C HEALTH WORKFORCE TRAINING AND RETENTION 4.B STUDENT MOBILITY 4.C SUPPLY OF TEACHERS 4.7 GLOBAL CITIZENSHIP AND DIVERSITY 8.8: MIGRANT WORKER RIGHTS 9.3 FINANCE FOR SME 9.5 R&D SKILLS 10.2 INTEGRATION 10.7: ORDERLY MIGRATION THROUGH WELL MANAGED POLICIES 10.c: REMITTANCES 16.2: TRAFFICKING OF CHILDREN 16.9 BIRTH REGISTRATION 17.3 FINANCIAL RESOURCES 17.16 PARTNERSHIPS 17.18: DATA DISAGGREGATION (INCLUDING BY MIGRATION STATUS) 1.3 ACCESS TO SOCIAL PROTECTION 1.4 ACCESS TO MICROFINANCE 2.A AGRICULTURE DEVELOPMENT (diaspora investment) 5.2 VIOLENCE AGAINST WOMEN incl. Data needs. Different for different levels Global Regional Country Local 12

Prioritization ladder? Migrant stock (as at) Migration flow (during) Migrant categories (purpose) and socioeconomic characteristics Impact of migration socioeconomic data by migrant status Mobility Migration policies (input) and their impact (output) 13

3. PRACTICAL SOLUTIONS 14

Too ambitious? Capacity building - country level Common agreement on core terms and definitions Prioritization of indicators limited resources Data triangulation improve analysis Flexibility in the definition of a migrant Refine and consolidate existing approaches Institutionalized training course Dialogue and agreement at global level What happens between conferences? Better less but better! interpret different sources correctly whose quote is it? Release 12 months for some categories? 15
