Town of Hope Mills Consideration of Sale or Long-term Lease of Real Property Ordinance Ordinance No. 2018-09 WHEAREAS, the Board of Commissioners of the Town of Hope Mills believes that the consideration of the sale or long-term lease of real property owned by the Town is an issue that requires input from all elected officials; NOW, THEREFORE, BE IT ORDAINED that the Board of Commissioners shall not discuss or consider the sale or long-term lease of any real property owned by the Town of Hope Mills unless the full Board of Commissioners is present for the discussion. Town of Hope Mills North Carolina Ordinance No. 2017-04 AN ORDINANCE GOVERNING THE NAMING OF PUBLIC FACILITIES OWNED BY THE TOWN OF HOPE MILLS Section 1 Purpose: The purpose of the policy is to provide criteria for the Town of Hope Mills (hereafter the Town) to use when it wishes to confer a specific name on public facilities owned by the Town. Section 2 Scope: This policy only applies to property owned and operated by the Town of Hope Mills, and includes, but is not limited to, the following: 1. Buildings and structures. 2. Meeting rooms and/or offices. 3. Real property, including open spaces, parks and recreational facilities. Section 3 Procedures for Considering Names: Any duly elected member of the Board of Commissioners may propose ideas for naming new or existing public facilities. A public facility may be named in honor of a specific person or persons only if that person is, or was, a resident of the Town of Hope Mills, and has made a significant contribution to the Town. Whether a person has made a significant contribution to the Town is in the discretion of the Board of Commissioners. Section 4 Approval by Board: Upon a nomination by a member of the Board of Commissioners, the Board may vote to approve the nomination. In order to name or rename a public facility, the Board must vote unanimously in favor of the nomination. Adopted this 11 th day of September, 2017.

October 31, 2018 TO: FROM: RE: Melissa P. Adams, Town Manager Chancer F. McLaughlin, Development & Planning Administrator, Town of Hope Mills Tire Shop Site Plan Review The following memo outlines information associated with a request for the approval of a site plan for a proposed tire shop tied to a change in use. Background: The subject property is a 0.65 acres site at 2501 Hope Mills Road at the southeastern intersection of Hope Mills Road and Cumberland Road. A convenience store/gas station previously operated on the parcel in the existing vacant 2,688 square foot structure, but the underground gas tanks and on site canopy has since been removed. The proposal is a change of use as the new development will be a tire repair shop but the application does not anticipate any exterior construction. The site fronts approximately 115 feet along Hope Mills Road and 155 feet along Cumberland Road. Staff Recommendation: Town of Hope Mills Staff is requesting the approval of this request.

Starling, Town Clerk SUBJECT: Resolution No. 2018-21 BACKGROUND INFORMATION: Hope Mills Town Council Rules of Procedure, Part 5, Rule 9(a); Regular Meetings: The council shall hold a regular meeting on the first and third Monday of each month, except that if a regular meeting day is a legal holiday, the meeting shall be held on the next business day. The meeting shall be held at the Hope Mills Town Hall and begin at 7:00p.m. The council shall adopt a meeting schedule each year consistent with this rule. A copy of the council s current meeting schedule shall be filed with the Clerk and posted on the Town s website. STAFF RECOMMENDATION, IF APPLICABLE : Per the Boards adopted rules of procedure the 2 nd meeting in January which would otherwise fall on a legal holiday, shall be moved to the next business day, which is January 22, 2019. In September of 2019 the Labor Day holiday falls on Monday the 2 nd. In keeping with past practice the meeting can be moved to the following Monday the 9 th and the second meeting being held the 23 rd. There are five Mondays in Sept. which allows the Board to resume its normal 1 st and 3 rd rotation in Oct. Alternately, the Board may elect to hold the meetings on Tuesday the 3 rd and Monday the 16 th in September. These are the only two holiday conflicts for the 2019 calendar year. RECOMMENDED ACTION: Either pass the resolution as presented or instruct staff of desired changes and approve on the consent agenda for Dec. 3 rd. RESOLUTION ESTABLISHING THE TOWN OF HOPE MILLS BOARD OF COMMISSIONERS 2018 MEETING SCHEDULE RESOLUTION NO. 2018-21 WHEREAS, G.S. 143-318.12, G.S. 160A-71, and Code of Ordinance Chapter 2, Section 2-66, Regular Meetings, empower the Board of Commissioners to establish a schedule of regular meetings; NOW, THEREFORE, BE IT RESOLVED BY THE Board of Commissioners of the Town of Hope Mills that the following schedule of regular meetings is hereby adopted for, all meetings to be held at 7:00 p.m. at the Town Hall, Bill Luther Meeting Room, 5770 Rockfish Road. MEMORANDUM TO: FROM: Honorable Mayor and Board of Commissioners Melissa P. Adams, Town Manager DATE: November 5, 2018 SUBJECT: Discussion and update on Town Stormwater Projects, as requested by Commissioner Bellflowers Town staff has been looking into ways to use Public Assistance funds for several Stormwater/Hazard Mitigation projects for the Town. Projects such as Rockfish Road and Sommer Drive are both State owned and maintained roadways. Deaver Circle is a County owned road. None of the 3 are the Town s legal responsibility and due to the amount of SW issues on our own roadways and lack of funding, it is not feasible to repair/update these roads. The SW Master plan addresses water quality, not quantity, on DOT right-of-ways but was included for planning purposes. These projects are not on the Town s prioritization list due to the legal ownership. The actual plan is to treat water on the school s property not to alleviate flooding on the State s ROW. Town Staff is aware of the funding delegated to the State but we can t apply until the State, through FEMA, opens up the application process. The Town would not be eligible for funding on ROW that is not a Town maintained Powell Bill Road. The next steps in setting the Town up for these funds is an Exploratory Call from our FEMA representative, currently being scheduled for this week and then schedule the Recovery Scoping Meeting where we will meet with a Public Assistance Mitigation Specialist who can assist the Town with identifying applicable projects and develop the Hazard Mitigation Proposal for submission.
