MEETING MINUTES Funding Committee Meeting May 6, 2014 at 9:00 AM William Costick Center 28600 11 Mile Road, Farmington Hills, MI I. WELCOME, INTRODUCTIONS AND PUBLIC COMMENT Chairperson David Evancoe called the meeting to order at 9:00 AM. Mr. Evancoe asked if anyone present would like to make a public comment on any items not already on the agenda. No attendees requested to make a comment and Mr. Evancoe closed the public comment portion of the meeting. II. APPROVAL OF MINUTES OF 2-11-2014 FUNDING COMMITTEE MEETING Mr. Evancoe referred the committee to the minutes from the 2-11-2014 FAC Funding Committee meeting (included in the agenda packet) and asked if anyone had any additions, changes or deletions. No changes were requested. Motion by Mr. Zoner, supported by Mr. Schafer, to approve the minutes of the 2-11-2014 Federal Aid Funding Committee meeting. Motion Carried. III. CHAIRPERSON S Mr. Evancoe announced that has published its 2014 Official County Highway Map and provided a copy for those in attendance. Additional copies can be obtained by contacting the Road Commission. Mr. Evancoe then gave a brief summary and showed a video regarding the upcoming Intelligent Transportation Society of America (ITS-A) World Congress to be held in Detroit from Sunday, September 7, through Thursday, September 11, 2014. Mr. Piotrowicz added that the event would be free of charge for local elected officials. IV. 2014 PROGRAM UPDATE Mr. Evancoe summarized the changes to the 2014 program. First, the City of requested the removal of University Drive (I-75 pass to 600 east of High Meadow) as the project will be rehabilitated in conjunction with the re of the I-75 bridge at the same location. Secondly, two additional projects (Couzens Avenue in Hazel Park and Hilton Road in Ferndale) were added to make use of those funds. Lastly, the concrete slab replacement on Baldwin Road and Big Beaver Road NHPP projects were modified to be advance constructed in 2014 and converted in. TF-FC Minutes 5-6-2014 Page 1 of 5
V. 2014 PROJECT STATUS UPDATE Mr. Evancoe requested each community with a 2014 federal-aid project to provide an update on the status of each project. FROM SEMCOG Mr. Brudzinski, SEMCOG, explained that SEMCOG will be working with the Rural Task Force to consolidate the 3.5 million dollar rural program. The new program could consist of applying for funds and awards being based on a ranking structure. Mr. Schafer asked what defines the rural area. Mr. Brudzinski stated it is the area outside of the US Census Bureau defined urban area. Ms. Lamparski asked when this could be effective and Mr. Brudzinski stated 2018. VII. FROM Mr. Williams,, reiterated Mr. Brudzinski s comments and announced that is reviewing options that would make the Rural Task Forces more efficient. is seeking to avoid having unspent rural funds at the end of the fiscal year. Mr. Blust asked if any of the SEMCOG rural areas have had any problems spending the rural money each year. Mr. Brudzinski answered that it does sometime occur in counties that have very little rural area and results in not having enough funds to move forward with, and cited Wayne County as an example. Ms. Welch,, stated that in the case where there are statewide unused additional funds, those funds would be redistributed on a first-come-first-served basis. She added it would be important to consider that when selecting projects. Mr. Schafer then asked for an update on the Extra Obligation Authority funds. Mr. Evancoe responded that himself and Mr. Piotrowicz met with executive level, SEMCOG and Oakland County directors and were assured s will be met and funded. He explained that he is satisfied with the current agreement. is also currently working on the SEMCOG region TIP summer amendment. TF-FC Minutes 5-6-2014 Page 3 of 5
VIII. FY 2017 PROJECT SELECTION Mr. Evancoe advised the committee that $163,314 of federal funding was available to be programmed in FY 2017. He recommended a project be selected from the FY 2017 unfunded list be awarded the funds. It was suggested that Meadowbrook Road from Twelve Mile to I- 696 be added for $184,951 in federal funds. Motion by Mr. Hayes, supported by Mr. Schafer, to add Meadowbrook Road from Twelve Mile to I-696 in the City of Novi for $184,951 in federal funds with a $184,951 local match to the FY 2017 program. Motion Carried. IX. OTHER BUSINESS Mr. Evancoe asked those in attendance if there was any further business to be brought before the Funding Committee. Hearing none, he asked for a community to volunteer to host the annual Task Force Meeting on October 14th, 2014. Mr. Schafer from the City of Madison Heights offered to host the meeting at a location to be determined. X.
