Summary No. 3645 Exhibit A Ordinance SBPC #XXXX-XX-XX APPENDIX D - FEES This appendix contains fees and charges enacted by the parish and indicated for inclusion herein. Other parish fees and charges may be applicable. ARTICLE I Section 1. - Council findings. WATER AND SEWER RATES AND CHARGES This council hereby finds and determines that the continued deterioration of the physical condition of the system constitutes a threat to public safety and to the health and well-being of the citizens of the parish, and that the financial deficiencies in the system also constitute a threat to the parish's credit rating and reputation in the financial community. This council hereby further finds and determines that the adjustments to rates and charges for water and sewer services provided by the water and sewer division of the department of public works of the parish, which are provided for by this ordinance, are reasonably necessary for the repayment of the bonds and other indebtedness payable from the revenues of the system and/or in connection with the operations of and improvements to the system. Section 2. - Water rates. In accordance with the findings described in section 1, and acting under the authority of section 7-10(B) of the Charter, the following rates and charges shall be imposed upon users of the water system in the parish: New Minimum billed consumption: 4,000 1,000,000 gallons/month 1,000,000 + gallons/month Water Rates: District 1 $2.98/thousand gallons $4.94/thousand gallons District 2 $2.98/thousand gallons $4.94/thousand gallons (Total minimum charge for water: up to 4,000 gallons per dwelling unit - $11.92) Commercial and industrial sites consumption will be cumulative in calculating consumption totals. The rates and charges established by this ordinance shall be effective beginning on June 1, 1997. Pursuant State Document HLS 16RS-1722, and House Bill No. 995, which relates to the safe drinking water administration fee; to increase the fee on community water systems; to increase the portion retained by community water systems for administrative costs; to provide for the use of the collected fees; to provide for an official designation of the fee; and to provide for related matters. Water and sewer department shall charge an annual fee of twelve dollars ($12.00) per metered connection or account for community systems. The fee shall be divided into twelve (12) equal payments of one dollar ($1.00) and billed monthly.
