MINUTES OF THE DALLAS CITY COUNCIL WEDNESDAY, 18-0120 CITY COUNCIL BRIEFING CITY HALL, ROOM 6ES MAYOR MICHAEL RAWLINGS, PRESIDING PRESENT: [15] Rawlings, Caraway, Medrano (*9:12 a.m.), Griggs, Thomas, Callahan, Narvaez (*9:09 a.m.), Felder, Atkins, Clayton (*9:10 a.m.), McGough, Kleinman, Greyson (*9:22 a.m.), Gates (*9:12 a.m.), Kingston (*9:36 a.m.) ABSENT: [0] The meeting was called to order at 9:09 a.m. with a quorum of the city council present. The invocation was given by Pastor Danny Wegman of Pathway of Life Church. Councilmember Callahan led the pledge of allegiance. The meeting agenda, posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented. 18-0121 SPECIAL PRESENTATIONS At the beginning of each briefing meeting of the city council a time is set aside for the mayor and city council to recognize special individuals or groups, to read mayoral proclamations, to confer honorary citizenships, and to make special presentations.

18-0123 Item 1: Approval of Minutes of the January 3, 2018 City Council Meeting Deputy Mayor Pro Tem Medrano moved to adopt the minutes as presented. Motion seconded by Councilmember Atkins and unanimously adopted. (Gates, Kingston absent when vote taken)

18-0124 Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the City Secretary's Office) The interim city secretary distributed a report showing nominations received and indicated all nominees met qualifications for service with terms for all appointments for the 2017-2019 term. Councilmember Clayton moved to appoint the following: Michael A. Mendoza, Dallas County Resident, to the Reinvestment Zone Three Board (Oak Cliff Gateway); and Jeffery Kevin Gibbs, Licensed Veterinarian, to the Animal Advisory Commission. Motion seconded by Councilmember Atkins and unanimously adopted. (Gates, Kingston absent when vote taken) [Information on each newly-appointed member is located in the file shown next to the name of the board.] 18-5150 ASC ANIMAL ADVISORY COMMISSION 18-5151 RZ03 REINVESTMENT ZONE THREE BOARD (OAK CLIFF GATEWAY)

18-0125 Item 3: Authorize (1) settlement of the lawsuit styled City of Dallas v. Dallas County Schools, et al., Cause No. DC-17-17570; (2) appropriate funds for the Dallas County Schools Dissolution Committee Crossing Guard payroll in an amount not to exceed $2,400,000 with a transfer of FY 2017-18 General Fund appropriations in the amount of $759,321 from the Child Safety Funds held by the Dallas Police Department to Management Services (Office of Strategic Partnerships and Government Affairs); and (3) an increase in appropriations in an amount not to exceed $1,640,679 in Management Services (Office of Strategic Partnerships and Government Affairs) from General Fund Contingency Reserve - Total not to exceed $2,400,000 - Financing: General Funds ($759,321) and Contingency Reserve Funds ($1,640,679) Mayor Pro Tem Caraway moved to adopt the item. Motion seconded by Councilmember Kingston. After discussion, Mayor Rawlings called a vote and declared the item adopted. (Thomas absent when vote taken)

Mid-Tex Division statement of intent to raise rates. - Mary Dawes, et al. v. The City of Dallas, et al. Civil Action No. 3:17-CV-01424-D. - Davis Ruiz, et al. v. Russell Trask, et al. Cause No. DC-17-16974. At 12:13 a.m., Mayor Rawlings announced the closed session of the city council authorized by Chapter 551, OPEN MEETINGS, of the (Texas Open Meetings Act) to discuss the following matters: Attorney Briefings (Sec. 551.071 T.O.M.A.) - City of Dallas v.
