Legal Basis: Council Directive 64/432/EEC, Paragraph 4 of Annex A.I., paragraph E of Annex D.I, and Articles 9(1) and (2) and 10(1) and (2) B.05 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision on the adoption of the multiannual work programme for 2018, 2019 and-2020 for the implementation of veterinary programmes for animal diseases and zoonoses. (VP) Article 36 of Regulation(EU) No 652/2014 managing the expenditure, inter-alia, relating to the food chain, animal health and animal welfare, foreseen that annual/multiannual work programme has to be established through implementing acts (examination procedure) for the financing of eradication, control and surveillance programmes (veterinary programmes) for animal diseases and zoonoses. Objectives: The annual/multiannual work programme: sets out: objectives pursued; expected results; method of implementation; total amount, contains: description of measures to be financed; indicative implementation timetable, includes: priority actions; evaluation criteria; funding; indicative list of eligible measures and costs. For the veterinary programmes to be implemented in 2018 and following years, has to be adopted by 30 April 2017. (B.05_SANTE_10191_2017 Rev1) Legal Basis: Regulation (EU) No 652/2014, Article 36 B.06 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation amending Regulation (EC) No 180/2008 as regards extending the period of designation of the EU Reference Laboratory for equine diseases other than African horse sickness. (EC) The aim of this draft Regulation is to extend the designation of the EU reference laboratory (EURL) for equine diseases other than African horse sickness (Agence nationale de sécurité sanitaire de l alimentation, de l environnement et du travail (ANSES)) for another five-year period, until 30 June 2023. In order to ensure a high quality and uniformity of analytical and diagnostic results in the Union, it is important that this EURL continues to carry out its activities for another five-year period. B.07 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Decision approving the amended plan submitted by Belgium for the approval of establishments for the purposes of intra-union trade in poultry and hatching eggs pursuant to Council Directive 2009/158/EC. (MP) (B.07_SANTE_7016_2017) Legal Basis: Directive 2009/158/EC, Article 3(2) B.08 Exchange of views and possible opinion of the Committee on a draft Commission Implementing Regulation laying down rules for the application of Regulation (EC) No 1760/2000 of the European Parliament and of the Council with regard to the configuration of the identification code for bovine animals. (KK) This draft Regulation intends to authorize the use of the three-digit numerical code that should be used to indicate the Member States in the animal code for electronic identifiers (based on ISO 3166). This is to ensure a smooth transition to the use of electronic identification from 2019 onwards. (B.08_SANTE_7003_2017 Rev3) Legal Basis: Regulation (EC) No 1760/2000, in particular Article 4(3)(c) Section C Draft(s) presented for discussion C.01 Exchange of views of the Committee on the draft Commission Implementing Decision amending Annex E Part 2 of Council Directive 92/65/EEC as regards the requirements for small hive beetle in the health certificate for trade in bees and bumble bees. (PB/LK) The draft Decision intends to fine-tune requirements in trade of bees and bumble bees, based on experience gained with outbreaks and active surveillance of small hive beetle, and in light of bumble bee production in environmentally isolated structures in the EU. (MK) The draft text will clarify certain provisions of the animal by-products legislation and align the legislation with the rules laid down related to feed and update the list of third countries. (C.02_SANTE_7128_2016) Legal Basis: Regulation (EC) No 1069/2009, Articles 7(2), 20(11), 31(2), 41(3) and43(3) Procedure: Regulatory procedure with scrutiny C.03 Exchange of views of the Committee on a draft Commission Regulation amending Regulation (EU) No 142/2011 as regards harmonisation of the lists of approved or registered plants and of traceability of certain animal by-products and derived products. (MK) The objective of the draft text is the harmonization of the lists of approved or registered plants with foreseen amendments for improved traceability of certain animal by-products and derived products.
