D1 A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE FIRST SENATORIAL DISTRICT To appropriate the amount of Sixty-Nine Thousand Nine Hundred Eighteen Dol lars ($69,918.00 USD) from local license fees col lected for poker and pachinko slot machines in the First Senatorial District; and for other purposes. BE IT ENACTED BY THE FIRST SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE: I SECTION 1. FINDINGS AND PURPOSE. 2 The purpose of this Act is to appropriate the amount of Sixty-Nine Thousand Nine 3 Hundred Eighteen Dollars ($69,918.00 USD) from local license fees for poker and pachinko 4 slot machines collected pursuant to 10 CMC 190 I to activities for the First Senatorial 5 District. The Commonweal th Legislature enacts this legisl ation under its authority in Articl e 6 II, sections I and 6 of the Constitution of the Northern Mariana Isl ands. 7 SECTION 2. APPROPRIATIONS. 8 The Legisl ative Delegation hereby appropriates the Sixty-Nine Thousand Nine 9 Hundred Eighteen Dollars ($69,918. 00 US D) of the funds all otted to the First Senatorial
Local Law No. 20-05 HOUSE LOCAL BILL 20-28, Dl 1 2 District from local license fees collected for poker and pachinko slot machines in the First Senatorial District for the following: 3 (a) $45,750.00 to the Department of Finance for the purpose of providing 4 5 6 7 the monthly subsistence allowance for residents of the First Senatorial District who are undergoing dialysis treatment and treatment for terminal illnesses for the months of February and March 2017. [See Attachment "A "/. The expenditure authority shall be the Secretary of Finance. 8 (b) $3,000.00 to Mr. Juan Q. Inos as partial payment for past medical 9 subsistence owed and the expenditure authority shall be the Secretary of Finance. 10 (c) $5, 084.01 to Mr. Rudy M. Santos for the payment of the early retirement 11 bonus owed and the expenditure authority shall be the Secretary of Finance. 12 (d) $2,000.00 to the Municipal Council for operations and the 13 expenditure authority shall be the Chairman of the Municipal Council. 14 (e) $14,083.99 for the operations of the Legislative Delegation. The 15 expenditure authority shall be the Chairman of the Legislative Delegation. 16 SECTION 3. REPROGRAMMING. 17 Notwithstanding any laws, provisions or regulations to the contrary, funds appropriated 18 under this Act shall not be reprogrammed for any other purpose. 19 SECTION 4. SEVERABILITY. 20 If any provision of this Act or the application of any such provision to any person or 21 circumstance should be held invalid by a court of competent jurisdiction, the remainder of this 22 Act or the application of its provisions to persons or circumstances other than those to which it 23 is held invalid shall not be affected thereby. 2

SAVINGS CLAUSE. 2 This Act and any repealer contained herein shall not be construed as affecting any 3 existing right acquired under contract or acquired under statutes repealed or under any rule, 4 regulation or order adopted under the statutes. Repealers contained in this Act shall not affect 5 any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not 6 have the effect of tenninating, or in any way modifying, any liability, civil or criminal, which 7 shall already be in existence on the date this Act becomes effective. 8 SECTION 6.
