Appoint members and alternates to serve as representatives to various outside agencies through December 2016 (or specific term where noted); and, 2. Adopt a Resolution designating and appointing a representative to the Orange County Fire Authority's Board of Directors; and, 3. Direct the City Clerk to update and post the Fair Political Practices Commission (FPPC) Form 806 (Agency Report of Public Official Appointments) on the City's website. EXECUTIVE SUMMARY: It is recommended that the City Council appoint members and alternates to serve as representatives to various outside agencies through December 2016. The City Council adopted the Fair Political Practices Commission (FPPC) Form 806, at its January 15, 2013, meeting. Form 806 allows a City Council to be able to vote on his or her appointment to a public agency, special district or joint power authority that pays a stipend for attendance at governing board meetings. It is recommended that the City Council appoint members and alternates to serve as representatives to various outside agencies through December 2016; adopt a Resolution designating and appointing a representative to the Orange County Fire Authority's Board of Directors; and direct the City Clerk to update the new appointments and post the Fair Political Practices Commission (FPPC) Form 806 (Agency Report of Public Official Appointments) (Attachment 1) on the City's website.
Page 2 of 7 DISCUSSION/ANALYSIS: The City is a member of various regional public agencies that provide public service or support City services or interests such as regional transportation, public agency insurance, and water/wastewater processing. These agencies are either joint powers, a decision-making public agency made up of the public agencies within its jurisdiction, or advisory in nature. Advisory bodies develop recommendations which are considered by decision-making agencies. The term of service for most of these agencies follows the calendar year. Therefore, appointments are made on an annual basis (except where noted). The City Clerk will communicate the Council's appointments to the various outside agencies. Below is information about each of these agencies: Orange County League of California Cities: Description: An Association of member Orange County cities that work to further common interests among its members, as well as in the larger California environment. This organization is the local chapter of the California League of Cities. Appointees are the City's designated voting members at the California League of Cities conference (September). ship Requirement: Elected Officials and/or Appointed Officials (Including City Staff) Regular Meeting: Quarterly {TBD) Current Appointees: Kerry K. Ferguson, ; Pam Patterson, Esq., Alternate Recommended Action:_ By motion, appoint (1) representative and (1) alternate representative Association of California Cities -Orange County (AOCC-OC): Description: The Association advocates the preservation and enhancement of local control. It holds periodic meetings of City officials to foster and disseminate knowledge relating to municipal government and to generate interest and more active civic consciousness among the members; discuss municipal issues for the purpose of promoting governmental efficiency and reducing the cost of government; and to formulate policy and advocate the common policies of its members on local, regional, state and national issues of interest to its members. Regular Meeting: 2nd Thursday, monthly, 5:30p.m. Voting : Each member city shall have one vote. The vote shall be cast by the Mayor of each member city, or his/her Council designee, confirmed in writing and delivered to the Association prior to the vote. Recommended Action: No action required

The Board is comprised of a representative from each member city, the Board of Supervisors, and the unincorporated areas. The City of San Juan Capistrano owns 1/3 of the J.B. The Agency is in the process of merging all toll roads under the direction of one board. An additional 10 to 12 members, representatives of the local public and key stakeholders, will be selected by the SONGS Co-owners. The panel is convened by the SONGS Co-owners as a volunteer, non-regulatory body to enhance and foster open communication, public involvement and education on SONGS decommissioning activities. RESOLUTION NO. 16-01-18-XX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DESIGNATING AND APPOINTING ITS REPRESENTATIVE TO THE ORANGE COUNTY FIRE AUTHORITY'S BOARD OF DIRECTORS WHEREAS, the City, as a "member" of the Orange County Fire Authority Joint Powers Authority (JPA) is entitled to appoint a representative director ("Director") to the Orange County Fire Authority's Board of Directors; and, WHEREAS, each member agency, by resolution of its governing body, shall designate and appoint one representative to act as its Director on the Authority Board of Directors, except the County whose Board of Supervisors shall appoint two representatives to act as its Directors; and, WHEREAS, each Director shall be a current elected member of the governing body; and, WHEREAS, each Director shall hold office until the selection of a successor by the appointing body; and, WHEREAS, each Director is to serve at the pleasure of his or her appointing body and may be removed at any time, with or without cause, at the sole discretion of that appointing body; and, WHEREAS, any vacancy shall be filled in the same manner as the original appointment of a Director. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano, California, does hereby designate and appoint as a Director to the Orange County Fire Authority Board of Directors.
