Mrs. Jackson welcomed everyone to the January Board Meeting. ROLL CALL After the Pledge of Allegiance the President, Joyce Jackson, called the meeting to order at 7:02 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Kim Adkins, Faith Gunter, James Bendell, Ernesto Mickens, Jr. and Joyce Jackson. ADMINISTRATION-INFORMATION REPORTS Dr. Moore, Assistant Superintendent, said that Mrs. Navarre was able to secure a special project grant last year. This grant is enabling all schools to use the Rising Star process this year. She gave an explanation of Rising Star. Dr. Dunleavy, Director of Support Programs, spoke about Access Testing for ELL Students. All students that are identified as English Language Learners take the Access Test. Dr. Dunleavy said these tests are showing that our students are improving every year. Dr. Purcell, Superintendent, reported that the District received one Freedom of Information Request (FOIA) from a representative of WBBM-TV Chicago and a response was sent. Ms. Marshall, Director of Technology, reported that enrollment is 2,378 students, a decline of 14 from last month. PRESIDENT'S CALL Three Committees met since the last Regular Board Meeting. The Board Building and Grounds Committee, the Finance Committee, and the Ethics Committee Meetings were held on Thursday, January 9, 2014. Summaries will be presented after approval by each committee. SOUTH COOK WINTER BREAKFAST MEETING SCOPE SPRING DINNER MEETING SOUTH COOK SPRING DINNER MEETING A Winter Breakfast sponsored by the South Cook Division of the Illinois Association of School Boards will be held on Saturday, February 1, 2014 at Lemont THSD 210, 800 Porter St., Lemont, IL, registration is at 8:30 a.m. The topic of the program will be: What Does School Safety Mean for the 21 st Century? Critical Factors the Board Should consider presented by Ron Ellis and Sandra Ellis. Registration is required. Please let Joyce Selix know if you are attending. SCOPE (South Cooperative Organization for Public Education) will be holding their Spring Dinner Meeting on Monday, April 28, 2014 at the Silver Lake County Club. Details will be forthcoming. The Spring Dinner Meeting sponsored by the South Cook Division of the Illinois Association of School Boards will be held on Wednesday, April 30, 2014 at the DoubleTree, 5000 W 127th St, Alsip, IL. Details will be forthcoming. TRANSFORMING THE PARADIGM OF EDUCATING CHILDREN The Superintendents Commission for the Study of Demographics & Diversity will be holding their Conference 2014 Transforming the Paradigm of Educating Children on Thursday and Friday, March 20-21, 2014 at the Tinley Park Convention Center, 18451 Convention Center Drive, Tinley Park, IL 60477. Keynote speakers include Dr. Ignacio Lopez, Dr. Pedro Noguera, Dr. Freeman Hrabowski, Charlotte Danielson, Stephen Peters and Barrington Irving. Information on each speaker is available at www.scsdd.net. 2

STATEMENT OF ECONOMIC INTEREST The Cook County Clerk s Office requires Units of Government to use an online system to report the list of people required to file Statements of Economic Interest. The system is moving toward paperless filing, thus reducing traditional mailing and cutting costs. Filers who filed online last year will be notified via email address they used last year; those who submitted a paper form will be notified via USPS. They will receive instructions on how to file an online Statement of Economic Interest in March. The Act requires the Cook County Clerk to collect a $15.00 late filing fee from any person who is required, but fails to file a Statement of Economic Interest by the May 1 st deadline. Non-Filers are reported to the Cook County State s Attorney s Office. Below is the list of filers that will be submitted to the Cook County Clerk s Office. Ms. Jackson encouraged all parents and community members to come. BRING YOUR PARENT, GRANDPARENT, SPECIAL PERSON TO SCHOOL Wednesday, February 12, 2014 is Bring Your Parent, Grandparent, Special Person to School day in School District 148. All are encouraged to participate. PARENT ADVISORY COMMITTEE Parents were also encouraged to attend the next Parent Advisory Committee Meeting that will be held on Thursday, February 20, 2014 at 7:00 p.m. More information will be forthcoming. Member Lawrence joined the meeting at 7:15 p.m. DISTRICT ITEMS OF INTEREST Lincoln School is basking in the glory of two championships. The 8 th Grade Girls Basketball Team captured a Fourth Place win at State, and the 8 th Grade Boys Basketball Team won the Second Annual Little Dipper Tournament. The Board recognized both teams for their success and presented certificates to team members and coaches. Lincoln Junior High 8 th Grade Boys Basketball Team Javon Freeman, Rayshaun Watson, Cori Draine, Joshua Evans, James Harper, Dewantae Pruitt, Deobrey Crowder, Ryan Thurman, Jerald Simmons, Marion Hayes, Damarriaa Tiffith, Najee Hill, Ricky Sipp, Qi Shaun Jefferson, Odinakachi Ubani, Nicholas Hnatusko, Head Coach Lache Crayton and Assistant Coach Joshua Johnson. Mrs. Adkins congratulated the teams and urged the student athletes to apply the same kind of drive to their academics. 3

Ms. Darlene McMillian presented an overview of the 21 st Century Program. She gave a very informative PowerPoint presentation on the after-school program. She said the District has been blessed to have this program for 13 years. This will be the final year due to the expiration of grant funding. Ms. McMillian noted that overall, 77% of the students who have been in the program for 30 days or more have increased their Star scores in reading and 80% have increased their Star scores in math. APPROVE PURCHASE OF MEDIA CENTER BOOKS Following a recommendation from the Finance Committee Member Bendell moved and Member Mickens seconded the motion that the Board of Education, Dolton West School District 148 approve the purchase of books for all of Dolton 148 School Media Centers for the 2014-2015 school year from Capstone Books in the amount of $18,967.70 and Perma-Bound Books in the amount of $20,627.19 for a total of $39,594.89. ADOPT POLICY REVISIONS Following a recommendation from the Policy Committee Member Jackson moved and Member Bendell seconded the motion that the Board of Education, Dolton West School District 148 adopt revisions to the following policies: 3:60 Administrative Responsibility of the Building Principal 4:100 Insurance Management 5:50 Drug and Alcohol Free Workplace; Tobacco Prohibition 5:90 Abused and Neglected Child Reporting 5:120 Ethics and Conduct 6:60 Curriculum Content 6:250 Community resource Persons and Volunteers 7:185 Teen Dating Violence Prohibited 8:30 Visitors to and Conduct on School Property 4

APPROVE BILLS AND ACCOMPANYING FINANCIAL REPORTS Member Jackson moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve the bills presented for payment from the month of January, 2014 as printed under the Administration- Action Reports, Agenda Items G-1-a thru G- 1-n totaling $465,251.80 and the accompanying Financial Reports, directing the secretary to place all reports on file for audit. ACCEPT BUILDINGS & GROUNDS AND RENTAL REPORTS Following a recommendation from the Building & Grounds Committee Member Bendell moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 accept the Buildings & Grounds and Rental Reports as submitted. 5

AUDIENCE PARTICIPATION Ms. Jackson reminded audience members to post questions not related to the agenda on the parking lot and she opened the meeting to audience participation. Ms. Brenda Britt-Cox, Vice President of the Riverdale Park District Board of Commissioners, introduced Mr. Charles Austin as the new Executive Director of the Riverdale Park District. The Board invited Mr. Austin back to the February Board Meeting. Mr. Ernesto Mickens, 14251 Pennsylvania, Dolton, Il, announced that he is having a party to honor Martin Luther King, President Barack Obama and other famous leaders, and to also celebrate his birthday from 5 p.m. to 10 p.m. on February 23, 2014 at the Harvey Community Center in Harvey. Everyone is welcome. In that there were no other questions this portion of the meeting was closed. CLOSED SESSION Member Jackson moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 move into Closed Session at 8:05 p.m. to discuss: Pending Litigation, 5ILCS 120/2(c)(11), Performance of Specific Employees, 5 ILCS 120/2(c)(1), Student Discipline Cases, 5 ILCS 120/2(c)(9) and Collective Bargaining Matters 5 ILCS 120/2(c)(2). RETURN TO OPEN SESSION Member Jackson moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 return to Open Session at 9:40 p.m. ACTIONS FOLLOWING CLOSED SESSION None MOTION FOR CORRESPONDENCE Member Gunter moved and Member Lawrence seconded the motion that the Board of Education, Dolton West School District 148 accept the Correspondence that contained a thank you note a commendation to our LRE Cohort Team and one retirement request as reviewed and written and place them on file as part of the official Board Minutes. 6

APPROVE RETIREMENT Member Adkins moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 approve the request for retirement from the following employee complying with the current DSA Agreement, Article 10 Section 10.5: Linda Tobey, 12 month Secretary, Support Programs effective May 16, 2014. EMPLOYMENT CERTIFIED PERSONNEL Member Mickens moved and Member Gunter seconded the motion that the Board of Education, Dolton West School District 148 employ the following certified employee for the 2013-14 school year at the following position and salary based upon the following steps and lanes as determined by the most current Board/DEA Agreement in effect at any time during the 2013-14 school year, contingent upon satisfactory receipt of all required employment mandates effective the following date: George Bunn, Seventh Grade Social Studies Teacher, Washington Jr. High, MA + 20, Step 6, effective December 17, 2014. MISCELLANEOUS Mrs. Adkins gave a report concerning Board Member Conduct. There was a discussion concerning some ways to improve public communication.
