North Babylon UFSD Board of Education Regular Business Meeting Minutes April 20, 2017 I. Call to Order Mr. Scheid called to order the Regular Business Meeting of the North Babylon UFSD at 7:00 pm. Central Office Staff and District Attorney were present. A motion by Mrs. Ferguson, seconded by Ms. Meyerson at 7:02 pm to go into Executive Session for purposes of matters leading to the discipline of a particular person, employment history of particular persons, contract negotiations with NBAA, and the suspension appeal of a particular person were unanimously approved. Public Portion commenced at 8:11 pm with the Pledge of Allegiance Moment of Silence for troops and first responders. The record reflects 35 Community members in attendance. A motion by Ms. Meyerson, seconded by Mrs. Ferguson, the Board approved the following: II. North Babylon High School students request permission to travel to Hersheypark, Hershey, PA on May 10, 2017, as further described on the attached request form. M. Contracts/Service Agreements for Special Education: Tab 10 Recommend the Board approve the following Special Education contracts/agreements for the 2016-2017 school year between the North Babylon UFSD and: 1. Consultant Services Tab 11 Recommend the Board approve the proposal to enter into an agreement with Seneca Consulting Group to review the District s self-funded dental program as more fully described in the attached agreement. 3
O. Building Use Requests: Tab 12 Recommend the Board approve the following Building Use Request(s): 1. North Babylon Bulldog Baseball requests the use of the North Parking Lot at North Babylon High School on April 29, 2017 for a car wash fundraiser, as further described on the attached request form. 2. AAU Girls Basketball requests the use of the Old Gym at Robert Moses Middle School on April 26-July 1, 2017 (Wednesdays & Thursdays); and the Old and New Gym at Robert Moses Middle School on April 29, 2017 and April 30, 2017 for practices and a fundraiser, as further described on the attached request form. 3. Academic Foundation Teacher requests the use of the cafeteria, use of tables, and access to the kitchen at the Robert Moses Middle School on April 28, 2017 for St. Paul s Food Pantry fundraiser, as further described on the attached request form. 4. Team Green Basketball Camp requests the use of the North and West Gym, and Yellow Cafeteria at North Babylon High school; the gym and cafeteria at Marion G. Vedder; and the gym and cafeteria at William E. Deluca on July24, 2017-July 28, 2017 for Summer Basketball Camp, as further described on the attached request form. 5. T. Election Inspectors for May 16, 2017 Budget Vote Tab 17 Recommend the Board approve the attached list of Election Inspectors for the Annual Budget Vote and Election on May 16, 2017. On a motion by Mr. Lucchetti, seconded by Mrs. Rowland, the Board approved the following (Mr. Caroleo Absent) U. Superintendent s Hearing Appeal WHEREAS, the Board of Education has reviewed the record of a disciplinary proceeding pursuant to Education Law 3214 (3)(c) concerning a certain Student A ; 4
WHEREAS, the Board of Education has duly deliberated concerning the record of said proceeding and considered the arguments raised by the appellant parent of Student A in executive session; NOW, THEREFORE BE IT RESOLVED, that the Board of Education, hereby denies the appeal of the parent of Student A in its entirety and affirms the decision of the Superintendent of Schools, and further directs that the District Clerk notify the student of this determination. On a motion by Mr. Lucchetti, seconded by Mrs. Rowland, the Board approved the following (Mr. Caroleo V. Voter Petitions Resolved that the Board of Education hereby accepts the voter petitions received by the District Clerk on April 17, 2017 and hereby directs the District Clerk to include these candidates on the ballot for the May 16, 2017 Annual District Meeting and Election. On a motion by Ms. Meyerson, seconded by Mr. Lucchetti, the Board approved the following (Mr. Caroleo W. Adoption of 2016-2017 Budget Recommend that the Board approve the adoption of the 2017-2018 school year Budget to be voted on by the residents of the North Babylon Union Free School District, Town of Babylon, on May 16, 2017 with the total expenditures in the amount of $116,443,128.00 On a motion by Ms. Ferguson, seconded by Mr. Levanti, the Board approved the following (Mr. Caroleo X. Property Tax Report Card RESOLVED, the Board of Education hereby adopts the 2017-2018 Property Tax Report Card presented to the Board by administration, and hereby authorizes administration to submit same to the State Education Department in accordance with applicable laws and Commissioner s Regulations. TAX ANTICIPATION NOTE RESOLUTION OF NORTH BABYLON UNION FREE SCHOOL DISTRICT, NEW YORK, ADOPTED APRIL 20, 2017, AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $7,000,000TAX ANTICIPATION NOTES IN ANTICIPATION OF THE RECEIPT OF TAXES TO BE LEVIED FOR THE FISCAL YEAR ENDING JUNE 30, 2018. Z. Building Use Request On a motion by Mr. Levanti, seconded by Mrs. Rowland, the Board approved the following (Mr. Caroleo Recommend that the Board of Education approve the following Building Use Request: The North Babylon Volunteer Fire Company requests the use of the North parking lot on May 13 and 14, 2017 for a Mother s Day Plant Sale Fundraiser, as further described on the attached request form. End of Omnibus Motion Items Reports from Sub Committees of the Board Audit Committee Will meet on May 9, 2017 Building Inspection Committee - None to report at this time Policy Committee Met on April 20, 2017 to discuss Grading Policy Bond Committee Met on April 6, 2017. Mrs. Scheid discussed the work that needs to be done, information sharing, and another building walk through at the next meeting. The Committee plans to have one more meeting, go to another school district to see their bond work and present at the June planning meeting to recommend the scope of work. The findings from the building committee were also discussed. The Bond Committee will meet again on May 4, 2017 Questions and comments from the Board None Questions and comments from the Community Request that this be more transparent Need to do research on turf field VI. Board Discussion Topics Teaching Assistants Mr. Eschbach explained the difference between teaching assistants and paraprofessionals in the North Babylon School District including the different roles they play, certification, education, and salary. There are no teaching assistants in the district, only paraprofessionals. VII.
