CALL TO ORDER called the meeting to order at 7:00 PM. 2. PUBLIC COMMENT The Commission will hear public comments only on matters over which it has jurisdiction. There will be no Committee/Commission discussion or action. The Chair will allot no more than three minutes to any individual. COMMISSION COMMENT A. Council Liaison Chris Albertson Council member liaison Albertson reported that the Council met three times since the last Planning Commission meeting. On November 6th, the Council discussed the budget and fund adjustments. In addition they heard a first reading of a proposed recreational cannabis ordinance which was discussed and sent back to staff for revisions. On November 13 th, Council attended a Workshop on dredging and stormwater management and heard and approved the revisions on the recreational cannabis ordinance. On November 20th, Council had a discussion on carbon neutral fees and dividends and LED streetlights. B. Pedestrian and Bicycle Committee Richard Marzo provided the Pedestrian & Bicycle committee report. At their November 1st meeting, the Committee discussed the scope of the Proposed Petaluma Bicycle and Pedestrian Plan Update and a letter of support to apply for the CalTrans Sustainable Transportation Planning Grant to Fund the Plan Update. The last plan update was in 2008 and the time is ripe for an update. C. Tree Advisory Committee Gina Benedetti-Petnic reported that the last two Tree Advisory committee meetings were cancelled and the next meeting is scheduled for December 20th.

Other Committee Comment had a question about a list of zoning code corrections and suggested that the parking requirement for businesses needs to be updated. Council member Albertson Council member Albertson Geoff Bradley, Interim Planning Manager 5. STAFF COMMENT A. Planning Manager s Report Geoff Bradley, Interim Planning Manager, reported that Heather Hines is on a modified work schedule and he will be the staff liaison for the next several months. He noted that he has a history with the City as the Planning Division Manager from 2009-2012. stated that for the December 12th meeting, the Commission will have three items to review, the Washington Square Facade remodel project for the vacant Safeway, an update on the housing production goals under the Housing Element, and the list of zoning code items just discussed. Upcoming items for early 2018 include the North River Apartments project on Petaluma Blvd North. 6. APPROVAL OF MINUTES A. Approval of Minutes of the Planning Commission Meeting of Tuesday, October 10, 2017 Draft Minutes October 10, 2017 The draft October 10th, 2017 minutes were approved without changes.

Mohan Residence Site Plan and Architectural Review for a project consisting of the construction of a new single-family residence and associated improvements on a 0.57 acre vacant parcel subject to the Stone Ridge Planned Unit Development Standards and Implementing Zoning Ordinance Chapter 16 Hillside Protection. Planning Commission Meeting of November 28, 2017 Page 6 Janice Cunningham, Suncrest Hill Drive resident, would like to continue to keep the sense of open space in the neighborhood and believes that open field fencing would keep that open space feel. She is concerned that the height of trees & shrubs would be an issue due to possible obstruction of the views of the valley and believes that there should be height limits. She also noted that if solar panels are installed in the future, that there should be consideration of the neighbors' views. Commissioner Alonso

Vote: Motion carried 7-0. Yes: Diana Gomez, Gina Benedetti-Petnic, Bill Wolpert, Richard Marzo, Council Member Albertson, Heidi Bauer, and Scott Alonso. 8.
