Any corporation or individual found guilty of actions in violation of the aforementioned restrictions shall be subject to a fine not exceeding $10,000,000 and/or jail time not exceeding five years for appropriate parties. Developmental Services include both A. The modernization of the Mexican agricultural industry through providing the country with modern technology B. Education for farmer s on how to use this new technology, develop their skills, find problems and/or opportunities in agricultural production, conservation, marketing, and family livelihood through the use of USAID s Rural Extension and Advisory Services SECTION 3. USAID shall oversee this piece of legislation and shall work in conjunction with the Mexican agricultural ministry to identify the farms and regions of Mexico most in need of assistance. Funding for this legislation will be reallocated from the State Department s share of the Congressional Discretionary Spending Budget. SECTION 4. This piece of legislation shall go into effect after 6 months after passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A: The independent redistricting committees must consist of 9-15 members who have been screened by their respective state legislatures, be required to remain transparent with the public and encourage their participation, and be given adequate funding by their state to enable the commission to hire professional staff, consultants, and experts of its choosing. B: These independent redistricting commissions will be given the power to draw congressional districts based on population, contiguity, and compactness. If the committee desires to use other criteria to draw their district boundaries, they must reach a wo-thirds majority vote in favor of adding each new criterion to their map drawing process. 16 17 18 SECTION 2. B/R #607 A Bill to Provide Universal Basic Income BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. All funding for existing federal anti-poverty programs shall be redirected towards providing universal basic income. SECTION 2. A. Universal basic income shall be defined as an unconditional $12,200 a year for adults living in the US. Adults over the age of 65 will receive $15,000 annually instead of $12,200. The money will be distributed in monthly increments. B. Adults will receive an additional $5,000 annually per child that is dependent on them. This will also be distributed in monthly increments. C. All excess funds created shall be put in a trust fund under the Internal Revenue Service. Additional benefits for people with disabilities and medical conditions shall be reviewed by the Internal Revenue Service and will given out on a case by case basis from this trust fund. SECTION 3. The Department of Treasury and the Internal Revenue Service shall oversee the implementation of this legislation. SECTION 4. This legislation will be implemented at the beginning of Fiscal Year 2019. The US shall provide a total if $5 billion in economic aid over 5 years to each country in East Africa with a GDP per capita under $800, those countries being Tanzania, Democratic Republic of Congo, Somalia, Malawi, and Burundi. Each country shall be given $200 million in aid to start, with an additional $200 million for the next 5 years. B. Recipients of the aid will be permitted to spend it on food, clothing, school supplies, and other basic needs. Misused funds will result in an end to transfers and a $100 fee. SECTION 2. A. Economic aid shall be defined as monetary support given as direct cash transfers, or payments made in the form of an electronic transfer or cash delivery for individuals to spend on basic goods and needs. B. Basic needs shall be defined as rent and utilities, housing, transportation, food, child care, education and school supplies, out of pocket medical care, health insurance, debt, payroll, income tax, property tax, electricity, and other necessities. SECTION 3. USAID shall oversee the implementation of this bill. Each year they will submit a report detailing the use and efficacy of the funds. If aid is found to be ineffective or misused, it will be discontinued immediately. Funding for this legislation will be reallocated from the State Department s share of the Congressional Discretionary Spending Budget. SECTION 4. This legislation will be enacted upon passage. The final 15% will go towards a new campaign of public service announcements regarding general health and healthy eating, as well as research into the Standard American Diet and strategies to improve the Standard American Diet. SECTION 3. The Food and Drug Administration (FDA) will analyize sugar content in non-usda certified organic foods as per the FDA standard nutrition label and USDA certification standards. The Food Safety Inspection Service (FSIS) and the Agricultural Marketing Service (AMS) will be in charge of monitoring FDA nutrition labels to ensure transparency and lack of fraud. The Food and Nutrition Service (FNS) will be in charge of routing funds to SNAP and School lunch programs. The Agriculture Research Service (ARS) will be in charge of routing funds to research improvements on the Standard American Diet, as well as produce PSAs for distribution. SECTION 4. B/R #1109 A BILL TO IMPOSE SANCTIONS ON ARMENIA BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. (A) This bill will force the Armenian held territory of Nagorno-Karabakh in Azerbaijan to be returned to Azerbaijan. Since the Armenians (an ethnic minority in Azerbaijan), refuse to cooperate with the Azerbaijani government and the International Community, and refuse a multiethnic solution in the said territory, the United States will impose economic sanctions, travel sanctions, and military sanctions on Armenia until Armenia stops expanding into territory outside of Armenia s current border, or adopts a multiethnic solution. (B) All United States aid to Armenia will be stopped until Armenia suspends its economic and military relations with Russia. SECTION 2. (A) A multi-ethnic solution is defined as a symbiotic relationship between different ethnic groups in a held territory. (B) Armenia s responsibilities will be defined as stopping expansion into neighboring nations such as Georgia, Turkey, and Azerbaijan, and accepting the Armenian population in Azerbaijan back into Armenia. (C) Sanctions will be defined as tariffs imposed on any country or any company located in such country which continues to do business or otherwise support Armenia until the condition set forth in section one are satisfied. SECTION 4. The United States Department of State will oversee the implementation of this bill along with assuring that Armenia is complying with all requirements of this bill.

They will apply to existing drugs on the market and also new drugs. SECTION 3. The Food and Drug administration will oversee this legislation. A. Any company or manufacturer not in compliance with new FDA drug dosage or packaging regulation will be fined 60% of profits of the item in question B. B/R #1208 THE PROMOTE ENDURANCE AND COLOMBIAN EQUALITY (P.E.A.C.E.) ACT BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States Federal Government shall disburse $20 million to the agriculture sector in Colombia. A. All funding shall be disbursed to Colombian citizens via microloans through non-governmental organizations (NGOs). SECTION 2. Microloans are a small sum of money lent at low or no interest to a new business. SECTION 3. USAID will be tasked in distributing the microloans to the NGOs. A. The US Ambassador to Colombia and USAID shall submit independent quarterly reports on the impact the microloans have on violence in the country. B. The Inter-American Development Bank shall be tasked with awarding contracts to the specific NGOs specified in Section 1. SECTION 4. This legislation will go into effect on the start of Fiscal Year 2019. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
