This legislation allows retirees to participate in the government's supplemental group life insurance program. The minimum amount of supplemental coverage that a retiree could receive would be $5,000. In order to participate, the retiree would have to pay the premium for the insurance. I MlNA BENTE SAlS NA LIHESLATURAN GUAHAN 2001 (FIRST) REGULAR SESSION Bill No. Introduced By: \ 3 0 CLOP) AN ACT RELATIVE TO ALLOWING GOVERNMENT OF GUAM RETIREES TO PARTICIPATE IN THE GOVERNMENTS SUPPLEMENTAL GROUP LIFE INSURANCE COVERAGE PROGRAM WITH ADDITIONAL PREMIUMS TO BE PAID SOLELY BY THE RETIREE, THROUGH AMENDING 4303(c) OF TITLE 4, GUAM CODE ANNOTATED. BE IT ENACTED BY THE PEOPLE OF GUAM: Section 1. Legislative Findings. 2 The Liheslaturan Guahan finds that Government of Guam employees 3 who retire are not eligible to qualify for the government's group life insurance 4 supplemental program. Over the past few years, the government's annual group 5 health and life insurance negotiations with participating insurance companies have 6 resulted in the provision of premium rates for supplemental life insurance 7 coverage also applicable to retirees and their dependents. Although such options s are available, retirees have not been able to take advantage of such benefits due to 9 the lack of a mandated authorization. The payment of supplemental life insurance lo coverage is optional and would solely be incurred by the retiree. This concern has 11 been brought to the attention of members of the Liheslaturan Guahan by several 12 retirees who would like to participate in the supplemental life insurance coverage 13 program and who are willing to pay for such coverage.

Therefore, it is the intent of I Liheslaturan Guahan to enable government of Guam retirees and their dependents to participate in the group life insurance supplemental insurance coverage program, with the restriction that the premiums for such coverage shall be paid entirely by the retiree. This will result in no additional expense to the government of Guam. Section 2. Eligibility of Group Life Insurance and Supplemental Life Insurance Coverage Provisions. 4303(c) of Title 4, Guam Code Annotated, is hereby repealed and re- enacted to read as follows: "~~4303(c). Contracts of life insurance procured under the foregoing subsection (b) shall be limited to a face amount of up to Ten Thousand Dollars ($10,000.00) including charges for accidental death and dismemberment. Coverage under such non-contributory plan shall commence after an employee has served six (6) consecutive months service in the government of Guam upon initial employment or re-employment. Retirees and survivors of retirees shall be covered as of the day they become retirees or survivors of retirees. Supplemental life insurance coverage may also be procured as an added benefit for all employees, pursuant to a plan design of benefits as approved by the Governor of Guam. For active employees, the face amount of such supplemental coverage for employees shall be at least Thirty Thousand Dollars ($30,000.00), the premium for which shall be paid entirely by the employee. For retired employees, the face amount of such supplemental coverage for retirees shall be at least Five Thousand Dollars ($5,000.00), with increments of the same thereafter, the premium for which shall be paid entirely by the retiree. The total premium for the face amount of such supplemental coverage shall be paid entirely by the employee. Such supplemental insurance shall be on a voluntary basis and may include such

1 features as: graduated benefits, accidental death and dismemberment, and waiver 2 of premium. Dependent coverage may be included as part of the supplemental 3 coverage. The Government of Guam or the Government of Guam Retirement 4 Fund, as appropriate, shall provide payroll deductions for payment of the 5 premiums for such supplemental coverage."
