Development of Repository Ministry of Economic Regulation acts as a coordinator of the Project «Development of Trade Forms Repository for Kyrgyzstan as a pilot project in Central Asia», as a central coordinating agency on international trade in implementing SW Project in Kyrgyzstan.

Main objective of the Project: Building Kyrgyzstan s Forms Repository using UN Repository: based on Internet-technology from which any person is able to download trade forms and information on accompanying trade procedures.

Activities accomplished to this day: forms applied in international trade transactions in Kyrgyzstan (blank forms and completed specimens of declarations, certificates, bills of lading, licenses, etc.); information about document-based procedures; data elements required by forms (name of the cell, their definitions and semantic peculiarities); guidelines for completion of the cell; and legislative acts regulating document-based procedures and business processes; Forms and descriptions of document-based procedures were translated from Russian into English.

Activities accomplished to this day: Agencies involved in foreign trade reached an agreement that the final product in the form of the depositary of forms should be downloaded and saved on the web-site to be maintained by MEDT. The Ministry will also cooperate with donor community (GTZ, ADB and USAID) providing support for development of the SW Project in Kyrgyzstan; thus the Project will not be duplicated with other donor activities and project results will be used in a long-term perspective.

Activities accomplished to this day: Work on preparation of interactive PDF version based on 15 documents selected using the UN Tools (for ensuring compliance with the UN standards) in the PDF electronic format. For the purpose of information exchange with other countries on electronic trade forms, a hyperlink was created on the website of the Ministry of Economic Regulation with outlet to the website of the UN Economic Commission for Europe where electronic forms of trade documents are stored. It is expected (upon project termination) to develop a document describing Kyrgyzstan s experience which may be used as a model by other countries.
