Tuesday, September 6, 2018 204 The regular meeting of the Sanilac County Board of Commissioners was called to order by Chairman Daniel Dean at 1:00 p.m., on Tuesday, September 6, 2018 in the Board of Commissioners Chambers at 60 W. Sanilac Avenue, Sandusky, Michigan. The prayer was given by Commissioner Conely and the pledge was led by Commissioner Muxlow. Roll call was taken. Tuesday, September 6, 2018 205 Commissioner Reports: Commissioners Conely and Sarkella gave narrative reports as to meetings attended. Administrator s Report: Indigent Defense Workgroup met last Thursday to review Managed Assigned Counsel Director job description. Barb Klimaszewski confirmed plan revision is not necessary to consolidate Counsel at First Appearance with duties of the MAC Director in order to make the position full-time; only a budget amendment. Once the Board has approved the MAC Director position, it will begin recruiting to fill same. Working to update bids for construction and equipment needs at jail. Entire plan must be implemented by April, 2019. County incurred storm damage last Saturday. Damages isolated to the Sheriff Department and Courthouse infrastructure and included damages to several main switches, back-up generator, air conditioning unit for new part of jail and gas pump reader at the jail. Further, wireless access point on Courthouse 3 rd floor is not working properly. Working on submitting claim to insurance carrier. Budget presentation postponed until the September 18 th Finance and Administration meeting as Commissioner Heberling is unavailable due to family medical emergency. Reclassification closed August 31 st. Twelve (12) reclassification requests were received and were submitted to Municipal Consulting Services for review. Expect to have their recommendations in a few months. Public Comments: Sanilac County Trudy Nicol addressed the Board as to her concerns regarding the Animal Control Department. The department has not issued any dog license tickets since the retirement of Jim Matson. Trudy noted that from November through the following March 1st, there should not be a census conducted as there would be no violations for that period. Due to the lack of tickets, revenue will be down. The Treasurer s Office sends out approximately 8,000 renewal notices and dog owners have until the end of February to purchase dog licenses. Trudy also noted that the census position is scheduled to work through the winter months when tickets cannot be issued. Trudy has requested a meeting with the Animal Control Department and is awaiting their response. Tuesday, September 6, 2018 206 General Resolutions: MOVED BY COMMISSIONER MUXLOW AND SECONDED BY COMMISSIONER SARKELLA THAT THE SANILAC COUNTY BOARD OF COMMISSIONERS HEREBY ADOPTS THE FOLLOWING: RESOLUTION COMMEMORATING THE 50 th ANNIVERSARY OF SANILAC MEDICAL CARE FACILITY WHEREAS, Sanilac Medical Care Facility has stood as an employer and provider of compassionate care to the community for 50 years; and WHEREAS, dedication of the new 60-bed nursing home took place July 28, 1968. Cost of the original building was $995,000.00. Funds came from the sale of the county poor farm and personal property of $38,000.00, ½ mill tax levy for 5 years for approximately $250,000.00 and a Hill-Burton Federal Grant of $551,000.00. The county paid for the balance; and WHEREAS, in 1978, there was a 24-bed addition for the facility for a cost of $609,000.00. Three hundred and fifty thousand dollars was received from revenue sharing and the remainder from facility operations. In 1984, the cafeteria and Mental Health wing was added. Cost of the cafeteria was $84,000.00. The facility received a loan from the county for $34,000.00 and the balance came from facility operations. The loan was repaid to the county; and WHEREAS, in 1996, there was a 20-bed addition to the facility for dementia residents. The County approved a bond issue of $1,350,000.00 and the balance came from facility operations. Cost of the project was $4,525,000.00 and increased the total beds of the facility to 104. The facility pays the interest and bond payments from operations each year. WHEREAS, Sanilac Medical Care Facility remains committed to serving local residents 365 days per year, 24 hours per day, no matter if it is a weekend, holiday, snowing and blowing, or any other condition, the residents will be provided their needed care. NOW THEREFORE, be it resolved that the Sanilac County Board of Commissioners hereby congratulate and honor the Board of Directors, Administration, Medical Staff and Employees of Sanilac Medical Care Facility on the occasion of the 50th Anniversary of the facility and we extend to them our sincerest wishes for continued success in all future endeavors. BE IT FURTHER RESOLVED that this resolution be spread upon the proceedings of the Sanilac County Board of Commissioners this 6 th day of September, 2018.
