Form A National implementation measures a) The national implementation measures referred to in Article 9." Remark: In accordance with Article 9, "Each State Party shall take all appropriate legal, administrative and other measures, including the imposition of penal sanctions, to prevent and suppress any activity prohibited to a State Party under this Convention undertaken by persons or on territory under its jurisdiction or control". The Convention on the prohibition of the use, stockpiling, production and transfer of APMs and on their destruction was ratified by the Estonian parliament on 24 March 2004. The Convention is part of Estonia s national legal system and Estonia is in full compliance with the provisions of the Convention. Estonia has adopted relevant legislation concerning the export and transit of anti-personnel mines. According to the Strategic Goods Act that entered into force on 5 February 2004 it is prohibited under Article 7 to export and transit anti-personnel mines (including related services). Violations of the provisions of the Convention committed by persons will be punished according to Paragraphs 93 and 103 of the Estonian Penal Code.

Form I Measures to provide warning to the population i) The measures taken to provide an immediate and effective warning to the population in relation to all areas identified under paragraph 2 of Article 5." Remark: In accordance with Article 5, para.2: "Each State Party shall make every effort to identify all areas under its jurisdiction or control in which anti-personnel mines are known or suspected to be emplaced and shall ensure as soon as possible that all anti-personnel mines in mined areas under its jurisdiction or control are perimeter-marked, monitored and protected by fencing or other means, to ensure the effective exclusion of civilians, until all antipersonnel mines contained therein have been destroyed. The marking shall at least be to the standards set out in the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices, as amended on 3 May 1996, annexed to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects". [Narrative:] NA, since there are no mined areas in Estonia.

Form J Other relevant matters Remark: States Parties may use this form to report voluntarily on other relevant matters, including matters pertaining to compliance and implementation not covered by the formal reporting requirements contained in Article 7. States Parties are encouraged to use this form to report on activities undertaken with respect to Article 6, and in particular to report on assistance provided for the care and rehabilitation, and social and economic reintegration, of mine victims. [Narrative / reference to other reports:] Estonia continues to contribute financially to the United Nations Voluntary Trust Fund for Mine Action. The amount of contributions to date is 120 042 USD. In 2014 Estonia allocated 20 000 USD to the Voluntary Trust Fund for Assistance in Mine Action for the mine action activities in Gaza. During 2014, the Explosive Ordnance Disposal (EOD) Center i conducted Mine Awareness and Remnants of War familiarization and identification training to approximately 28,700 people, thereby addressing some 13,200 adults and 15,500 school children. The Center s four regional bomb groups addressed the people via 202 events (training, prevention, study days, public events) that separately included 89 schools. The EOD Center also conducted in 2014 the destruction of 3627 unexploded ordnance, which amongst other included: 1794 shells, 744 mortar mines, 804 grenades, 55 airplane bombs, 16 anti-tank mines and 32 anti-personnel mines. From 2009-2013, Estonia was among the lead nations for NATO/PfP Trust Fund project on ERW including anti-personnel land mines clearance and medical rehabilitation support to Georgia (NATO/PfP Georgia III Trust Fund). The objectives of the project were the development and enhancement of Georgia s Explosive Ordnance Disposal (EOD) capacity, through the provision of specialist EOD equipment and training to the Georgian Armed Forces and the provision of the establishment of a physical rehabilitation centre at the Military Hospital in Gori. Estonia s contribution to the Trust Fund was EUR 136,667. In 2013, a continual project was launched to the previous NATO/PfP Trust Funds. The objective of the NATO/PfP Trust Fund project is EOD clearance at the former SKRA ammunition depot and further development training to the previously trained EOD Company. Estonia s contribution to the Trust Fund to the date of the reporting is EUR 100,000. i The Center, established in 1992 and consisting of four regionally located Bomb Groups, is subordinate to the Estonian Rescue Board (under the direction of the Ministry of Internal Affairs) and conducts civilian EOD operations and provides related training. Estonian EOD personnel have contributed to humanitarian demining operations in Afghanistan, and continue to conduct operations at home, in accordance with NATO and IMSMA standards.
