KINGSLEY PARISH COUNCIL MINUTES OF THE ANNUAL GENERAL MEETING OF KINGSLEY PARISH COUNCIL HELD IN THE KINGSLEY COMMUNITY CENTRE ON TUESDAY 17 TH MAY 2011 AT 7.30PM Present: Councillor Gwillim (Chairman Item 1011-1013) Councillor Wilson (Chairman Item 1014 onwards) Councillor D. Woods (Parish Clerk) It was confirmed that all Parish Councillors had signed their Declaration of Acceptance of the Code of Conduct. MEETING NO. 1 Prior to commencement of the main meeting Retiring Chairman Councillor Gwillim presented the Chairman s award to Margaret Livingstone for her dedication and contribution to the Kingsley Community. 10 /1011 Apologies for Absence Councillor Oultram (Cheshire West & Chester Council) 10/1012 Retiring Chairman s Remarks Councillor Gwillim commented on how nice it was to have had an election and new members were elected to the Council. Special thanks were made to the members who had left the Council for their hard work over recent years and hoped that the good name of Kingsley Council would continue in the years to come. Councillor Gwillim invited new members to introduce themselves to Council. 10/1013 Election of Chairman Councillor R. Wilson was proposed and seconded and unanimously elected to serve as Chairman until the Annual General Meeting in May 2012. Councillor Wilson made and signed his Declaration of Acceptance of the office. 1
10/1014 Election of Vice Chairman Councillor Moores was proposed and seconded and unanimously elected to serve as Vice Chairman until the Annual General Meeting in May 2012. Councillor Moores made and signed his Declaration of acceptance of office. 10/1015 Appointment of Co-coordinators The functions of coordinators were explained to new Councillors following which it was agreed as follows: Play Areas - Councillor Fletcher Cemetery Councillor Warburton Highway/Traffic Councillor Moores Kingsley Web Councillor Goodridge Youth Issues Councillor Wilson It was agreed to defer the following for further discussion before appointments were made. It was noted this was to go to a Public Inquiry date and time to be notified. 10.1019 Opportunity for Public to raise issues 2

Woods (May) 273.02 002214 A.Walker (May) 12O.00 002215 (b) Council noted receipt of the following payments Cheshire West & Chester (Precept) 21609.00 (c) Council received the Internal Auditors Report and noted suggested actions. On the basis of the internal audit work carried out, which was limited to the tests indicated, in our view the council s system of internal controls is in place, adequate for the purpose intended and effective, subject to the recommendations reported in the action plan. Councillors to be paid a mileage rate in future in accordance with the neutral rate permitted by HMRC. It was noted that all visitors to the Carnival had received wrist bands authorizing entry. Receipts for all expenditure should be obtained. (d) To note that the Audit Commission has nominated 18 th May as the Date for the external audit. To note all the necessary documentation has been forwarded to the external auditor. (e) To agree Financial Regulations prepared July 2004 amended 2007 and to make amendments if required. (copy circulated prior to meeting) Council agreed the current Regulations making no changes. (f) To agree Standing Orders and to make amendments if required (Copy circulated prior to meeting) Council agreed the current Standing Orders making no changes. (g) To review charges for Kingsley Cemetery (list of current charges 3
Attached) last amended 2007 Council agreed not to increase charges for the coming year. (h) The Authorised Signatories in the current Bank Mandate of the Council Accounts be changed in accordance with section 5and the current mandate will continue as amended. Council agreed to continue with the current mandate i.e. that two signatories are required on cheques. Councillors Fletcher, Moores & Wilson to be added to list of signatories. 10/1021. Borough Councillor Remarks None received. 10/1022 Parish Plan Councillor Gwillim reported on the up to date position regarding the Parish Plan and it was noted that some residents had not received the survey. A discussion took place on the best way to ensure that as many residents as possible received the survey. It was also noted that the Chairman of the Parish Plan group had now been elected to Council and a new Chairman would be required as the Parish Plan was not spearheaded by Council but supported by Council. It was agreed to pay 35.00 to the 10/1023 Playing Field Report. Councillor Fletcher reported that the grass was now ready for cutting. A litter pick had been held around the perimeter of the field when it was noted there had been 9 lots of dog fouling to be cleared. It was important that the field was kept free from dog fouling at all times. 10/1024 Cemetery Report Councillor Warburton reported that the Old Vicarage Tree Surgery had removed a branch which was likely to cause danger. The letter from the contractor requesting additional payments was discussed at length following which it was agreed to pay the additional payments. Clerk to write to the contractor to explain that it was important that the current quotation was submitted at the commencement of the contract. 10/1025 Footpath Report Overhanging branch on Bridle Path off Top Road. It was felt this was not causing an obstruction. Barbed wire alongside public footpaths this was acceptable 4
Eddisbury Way from bottom of Meeting House Lane one stile needs attention. Clerk requested to contact Steve Holden at Cheshire West. Horse chestnut tree at the Cross opposite High Bank Road. After some discussion it was felt this tree was inappropriate for this location. Clerk to contact Cheshire West to ascertain ownership of the tree. It was also felt there were some trees in other areas of the village which needed attention. Council agreed to initiate a village survey with Old Vicarage Tree Surgery. Councillor Fletcher to liaise with Councillor Moores. 10/1026 Traffic & Transport Report Councillor Moores reported on the erosion issues at the brook which had been forward to Cheshire West but no action as yet taken. No response received from the Traffic Office over the speeding traffic along Hollow Lane. Again waiting for information from Cheshire West. Work in hand on the Cheshire Railings at the junction between Top Road and Dark Lane. Cars parking on pavement between High Bank and the Village Store making it difficult for residents with pushchairs. 10/1027 Kingsley KU 17 Club Report No report 10/1028 Website Report Nothing to report other than to request all members to update their profile.. 10/1029 Community Liaison Report No report. 10/1030 Community Pride/Litter Picks/Orchards Orchard off Well Lane Council confirmed they had no interest in purchasing this land. 10/1031 Youth Report Nothing to report 10/1032 Transition Initiative Nothing to report 10/1033 Affordable Housing 5
Councillor Gwillim gave an up to date report and confirmed that a Drop In Meeting was to be held on 25 th May at the Community Centre 5.30pm 9.00pm when residents could meet with Dane Housing who would be on hand to answer any queries. 10/1035 Correspondence Received Council noted receipt of the following correspondence. (a) Cheshire West & Chester Council 1, Copy of current Model Code of Conduct. ((b) Miscellaneous 1. Cheshire County Playing Fields Ass. (Affiliation fee 18.00) Council agreed not to renew this affiliation for 2011/12. 10.1036 To appoint two Burley Man/Ladies Burley Men/Lady old tradition re Council Meetings being kept in order.
