Work Session Borough of Paramus Resolution No: 18-05-293: Notification of meetings as required by The Open Public Meetings Act. Read by the Borough Clerk at 7:10 PM ROLL CALL: Present: Councilman Amato, Councilwoman Bellinger, Councilman DiPiazza, Councilwoman Tedesco- Santos,, Mayor LaBarbiera Also Present: Borough Administrator Joseph D Arco, Borough Attorney Paul Kaufman, Borough Clerk Annemarie Krusznis, Deputy Borough Clerk Nicolette Riggi, Associate Borough Attorney Justin Santagata Absent: None PLEDGE OF ALLEGIANCE: led by Borough Administrator Joseph D Arco James Delia from Wells Jaworski & Leibman is present on behalf of Urban Edge regarding letter E. on the Clerk s Report. Urban Edge would like to perform work on Sundays at Bergen Town Center. Mr. Kaufman explains that a matter of convenience is not an emergency. Mayor LaBarbiera expresses that he is vehemently opposed. Mr. Kaufman also adds that the Paramus Police Department did not express that doing this work Monday-Saturday would not be a safety issue. That is the key. Mayor LaBarbiera points out that allowing this work would create a precedent for other builders and developers. It is not legally a necessity under the ordinance. The Council all agrees not to allow the Sunday work. Item E on the Clerk s report is denied. A representative from Burbio, a company that syncs Borough events and calendars for the convenience of the residents, is present to describe their services to the Council. It is free of charge, and the only thing the Borough would have to do is provide a link on the website for Burbio. They make their money through advertising. Assistant Director of IT Michael Colombini is present. The representative makes it clear that this program creates no extra work for the IT Department because it s auto-updated. Mayor LaBarbiera expresses that he likes the program and will alleviate the issues certain residents were having keeping up with events in town. They sell their own ad space and there wouldn t be anything from third parties. Mr. Colombini expresses that our Borough website has this feature and already has about 500 people signed up to use it. The only thing it doesn t provide is Board of Education events, which the Burbio program would provide. Burbio will send the Council its advertising policy and Mr. Kaufman will look into a disclaimer. Other municipalities in the area are already using this. BOROUGH CLERK S REPORT: a. Request received from Arcola Country Club to hold a 30 minute firework show on Saturday, June 30, 2018. The firework company is Zambelli Fireworks International. Approved. b. Request received from the Woman s Club of Paramus requesting that the Borough waive the permit fees for upcoming improvements being made to their building. Council agrees to waive only the ADA portion of the fee, not inclusive of the state fee. c. Fire Permit fee waived for Westbrook PTA for TGIF event held on May 4, 2018. d. Request received from Terri Roemer Paramus Run Committee for permission to hold their 40 th annual run on Sunday, October 21, 2018 in and around Paramus beginning at the Fairfield Inn at Paramus Park Mall. Approved.
e. Request received from Wells Jaworski & Leibman on behalf of Urban Edge Properties, for permission to do Sunday work on May 20, May 27, and June 3, 2018 at Bergen Town Center. Denied f. Request received from Community Resource Council to waive the fire permit fee for a Health & Wellness Fair at Bergen Town Center on May 11 th. Community Resource Council is a nonprofit organization. Administrator will review request. g. Request received from Golf Galaxy to hold an event on June 16, 2018 from 10:00 am to 6:00 pm in their parking lot including a tent. All departments have signed off. Approved. COUNCIL MEMBERS REPORTS: Councilwoman Bellinger Residents have been complaining about the Annunciation Church parking lot. The parking spots are being taken by people who are going to Church across the street. Mayor LaBarbiera explains that this is a civil issue and it s not the Borough s issue. The businesses on Route 17 are replacing their lights with LED lights. They shine differently. Do we have to change the lighting rules now that they are shining differently onto properties that live along route 17? Mayor LaBarbiera states they should contact Quality of Life. Inquires about left turn only lanes at Paramus Road and Ridgewood Avenue. The Chief has been contacted and it s being worked on. It was not an intentional change. The County has been very accommodating. The construction at the Senior Center is discussed. Councilwoman Tedesco-Santos No report Councilman DiPiazza IT installed cameras at the Pool and the Concession Stand which are monitored by the Police Department 24 hours a day. They are working with a website vendor for a mobile app. Quotes are being received for key cards at the Recreation building. Councilman Amato Paramus Golf Course made Best of Bergen for best public golf course. The Fire Department is getting a lot of carbon monoxide calls. They ve also gotten several calls with people stuck on elevators. Councilman Verile Rescue Department did elevator training out of Mahwah s safety academy and is running the program for other towns. Fourth of July had a meeting Sunday and everything is moving along. Councilwoman Weber A resident complained about the construction on Midland Avenue. There is no sign stating the name of the construction company. BOROUGH ATTORNEY S REPORT: Next Thursday is the Affordable Housing mediation. ADMINISTRATOR S REPORT: Besen Bridge dedication is complete. The 60 th Anniversary of Petruska Park is coming up and the family is aware. ADA playground is complete. The ramp from the pathway into the park is being done. When it s complete there will be a dedication. Senior Center packages are being prepared and final designs are being prepared. We are on schedule to go out to bid. The virtual office ordinance will be on final adoption at the meeting of May 22, 2018. Social media policy is in its final stages. The criminal background fee for the Farmer s Market is the only fee waived. It s being spread that the Council waived all the fees. All the other fees are still in place. The Police Unity Tour is May 9, 2018. The officers are
authorized to do the motorcycle escorts. For closed session: Contract negotiations and personnel.
