ASUW SENATE MINUTES The October 24 th, 2017 meeting was called to order by Vice President Welsh at 7:03 PM. The Pledge of Allegiance was recited, the mission statement was read, and roll was taken. Ex- Officios from Faculty Senate, NonTrad, Student Athlete Advisory Committee, UMC, and Union Programs were absent. Senators Colwell, Jaussaud and Mueller were absent. APPROVAL OF MINUTES The minutes were approved as circulated. APPROVAL OF AGENDA The agenda were approved as circulated OPEN FORUM Alex McKenna addressed the Senate on the Freshman Senate Mentorship Program. SPECIAL EVENT General Council Tara Evans was welcomed to the Senate. Evans discussed the process of reviewing University Regulations. Dean of Education Ray Ritzel was welcomed to the Senate. Ritzel presented on the 2018 Spring Commencement ceremony focusing on new changes to the ceremony. RSO Funding Board Request Senator Mulhall moved to allocate $6,411 to the Indian Students Organization for Diwali Night. Motion passed. Senator Mulhall moved to allocate $10,000 to Turning Point USA for Speaker Dennis Prager. Senator Defebaugh moved to reduce the allocated amount to $4000 for the event. Amendment failed. Motion Passed.
COMMUNICATIONS Executive Reports President Wetzel reported back on a successful board of trustees meeting. 15 th street initiative currently does not have enough information going forward to have an adequate study on the travel impact on closing 15 th street. The academic affairs/student affairs committee was approved and the first meeting will be in November. A member of the CSU community passed away in a shooting, students possible effected by the tragedy should be aware of UWyoCares. President Wetzel and Vice President Welsh attended the International Board of Affairs Art Gala on Saturday. The University Regulation period including the review of ASUW s University Regulation will begin soon, with legislation in development. Thursday from 4:00 to 5:00 p.m. President Wetzel will have an open office hour to meet with senators. Chief of Staff Thompson-Lichty passed around sign-up sheets for Finger Food Friday for November 3 rd, and a lunch meeting with CSU on the Education Initiative. Executives are available to serve the student body and work with Senate projects and legislation. Large projects involving the executive team should be directed through Chief of Staff Thompson-Lichty to create an efficient pace for said project. Light coverage in the office with homecoming, so be aware with certain executives being absent. Director of Diversity McFarland has been out of town this week. Director of Finance Vinson has been working on Special Events. If there are any miscommunications on the due date, be sure to contact Executive Vinson to get the special project in for review. Director of Marketing Rowe working on homecoming and contacting peer institutions on how they outreach students through e-mail. Director of Governmental and Community Affairs Simental is working with AT&S on +/- grading as well as the annual WyASC conference in the spring semester. Director of Programs and Event Harris needs Senators for the ASTEC Ad-Hoc Committee, a sign-up sheet was passed around. Director of RSO Relations Hancey is contacting RSOs on 5 week policy to prevent issues in the future. Director Hancey also has the historical data on past RSO Funding Board decisions if senators need information on previously funded events. Director of Wellness Bergman submitted a special project request for the Student Meditation Room and discussing the Emergency Action Plan for the Union.
Chief of Legislative Affairs Jones has been working on ENDOW Legislation but will be gone next week. Senators are open to come during Wednesday to discuss any legislation. Vice President Welsh reminded senators the purpose of the green card to declare when senators are ready to vote. Vice President Welsh also asked for a Resolution for Commencement following the quest speaker s comments. The newest programmatic fee survey is now public with marketing for said survey currently in use. Advisor Lozano addressed a concern Senators had through an email message concerning technology use during senate meetings. Advisor Lozano spoke on representing diverse students pertaining RSO Funding Board Requests as well as the future program coordinator. The University Regulation pertaining to ASUW. Professional Staff Ex Officio Communications College Panhellenic Council will have three sororities competing in the Homecoming Sing. FSL Awards are in development. Met with Director Harris on Strategic Partnership. Phi Sigma Rho inducted 19 women last week. Freshmen Senate heard from Jo Chytka on registration for classes. Meet your Freshman Senators event will be held after Thanksgiving Break. Senator of the Month for Freshman Senate for October is Lorenzo Scalise. Interfraternity Council proposed budget amendments and an amendment to the title of all officers to be called Vice Presidents within their By-Laws. International Student Association noted the 5 week period for RSO Funding Board request. Many RSO s face difficulties with registering events on time due to having miscommunications between. International Potluck from 12:00 to 5:00 p.m. this Saturday at the Cheney International Center. Residence Halls had a laser tag event with 100+ attendees this past week. There has been a residence hall decoration competition, with the winners to be announced within the week. RHA Advisor Aaron Hungerman moved to Ohio, so Diana Wilson will be the new Advisor. Staff Senate has their executive committee meeting tomorrow. Staff Senate has continued working their budget proposal for their next general meeting.
COMMITTEE REPORTS Steering discussed Senate Bill #2573 and possible committee changes. Academics, Technology, and Sustainability discussed #2577, but tabled the bill to survey for student opinion. Budget and Planning discussed Special Projects Endowments, as well as reallocated funds from past Freshman Senate Mentorship Event. Special Projects is not cutoff tonight, so if someone is still working on a project they can still contact Director Vinson on delayed project requests. Constitution discussed working documents. Senate Vacancy discussed committee reconstruct and are preparing for Program and Institutional Development discussed updates to Non-Traditional Student Council with progress to the betterment of the Program. Programing Chair Hungerford passed around sign-up sheets for Safe-Treat, Pig-Roast and the Homecoming Parade. The Pig-Roast will be held this Friday, the event being moved to Prexy s Pasture. This week RSO Funding Board heard from Market Association of Family and Consumer Sciences who were allocated $190.78 for their Shattering the Glass Ceiling Event, Hillel at the University of Wyoming who were awarded $799 for their Holocaust Remembrance Event, Indian Students Organization and Turning Point USA which spoke tonight. Student Outreach and Policy had President Wetzel and Vice President of Student Affairs Sean Blackburn at their last meeting to talk about Student Outreach and Policy s special project pertaining to the ASUW Flagpole. Student Wellness Advisory Board had no report. Strategic Planning Committee had Lena Newlin who did her Logic Model. The model is currently being reviewed and discussed at the next meeting. Catering Ad-Hoc had no report. COLLEGE CONTACT REPORTS College of Agriculture had no report. College of Arts and Sciences had no report
College of Business had no report. College of Education had no report. College of Engineering reported on a speaker for Geology event (9:27). Haub School no report College of Health Sciences had no report. College of Law had no report. OLD BUSINESS Senate Bill #2573 Changes to ASUW Standing Committees Steering again tabled this bill to be discussed at a later date. Senate Bill #2576 Revision of the Mission Statement for Student Legal Services Second Reading. Programs and Institutional Development motioned for a do pass. Moved for Unanimous Consent by Senator Defebaugh. Motion passed. Senate Bill #2577 ASUW Recommendation on Revised Programmatic Fee Implementation Second Reading. Student Outreach and Policy and Academics, Technology, and Sustainability moved to table this bill until next week. NEW BUSINESS There was no new business this week. ANNOUNCEMENTS The Veteran s Day Rollcall for the Fallen event will be held November 10 th in Simpson s Plaza. Dan + Shay tickets are still on sale. After processing the meeting adjourned at 9:49 P.M.
