Roll Call Number Agenda Item Number.._^_ Date.^October 24, 2016, RESOLUTION SCHEDTJUNG PUBLIC HEARING ON PROPOSED RENAMING OF A SEGMENT OF ARMY POST ROAD TO "WILLOW CREEK AVENUE" WHEREAS, the City Plan and Zoning Commission has advised that at a public hearing held on October 6, 2016, its members voted 12-0 to recommend APPROVAL of a City-initiated request, made by Community Development Director Phil Delafield, regarding the renaming of a duplicative segment of Army Post Road from Southwest 42nd Street to Southwest 63rd Street from "Army Post Road" to "Willow Creek Avenue"; and WHEREAS, due to the duplicative nature of the street name, the City Council finds that the proposed renaming should be epedited to avoid additional City staffer Board/Commission review pursuant to the City's Policy for Naming of Streets, Facilities and Park Land in the City of Des Moines approved on May 4, 2009 by Roll Call No. 09-801, but that a public hearing should be scheduled in accordance with said policy. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City ofdes Moines, Iowa, as follows: 1. That the attached communication from the Plan and Zoning Commission is hereby received and filed. 2. That the proposal to rename a segment of Army Post Road shall be considered by the City Council at a public hearing to be held in the Richard A. Clark Municipal Service Center (MSC), 1551 E. Martin Luther King, Jr. Parkway, Des Moines, Iowa, at 5:00 pm. on November 7, 2016, at which time the City Council will hear both those who oppose and those who favor the proposal. 3. That the City Clerk is hereby authorized and directed to cause notice of said proposal in the accompanying form to be given by publication once, not less than four (4) days and not more than twenty (20) days before the date of hearing, all as specified in Section 362.3 of the Iowa Code. 4. That the Community Development Department Director or designee(s) is hereby authorized and du-ected to cause notice of said proposal in the accompanying form to be given via regular mail to all property owners potentially affected by approval of the name change not less than ten (10) days before the date of hearing, all as specified in Section II(e) of the afore-mentioned City naming policy. Written Responses 0 In Favor 1 In Opposition STAFF REPORT TO THE PLANNING COMMISSION I. GENERAL INFORMATION When Army Post Road was rerouted to intersect with Highway 28, to accommodate the construction of a new runway, it inadvertently created two separate segments of Army Post Road. The West Des Moines City Council recently approved the renaming of that portion of original Army Post Road section lying east of Veterans Parkway to their eastern corporate boundary shared with Des Moines to SE Willow Creek Drive. Staff believes that the northern section of Army Post Road (original Army Post Road) should be renamed to assist emergency responders and citizens in locating and wayfinding both Army Post Road and old Army Post Road. There were several options to consider: 1. Rename the old Army Post Road as "Lally Street". This is the street name that most closely aligns across the city street grid. There would be two street names where the street crosses into West Des Moines. 2. Rename old Army Post Road to "Willow Creek Avenue". The name would then be similar as it crossed jurisdictional boundaries with West Des Moines. The West Des Moines Street containing the directional indicator "SE" and using the suffi "Drive". The designation of "Drive" is used in Des Moines Street naming convention to indicate a street at a location that is significant in relation to an indicated activity or public interest. This would not be the scenario in this instance. Use of "avenue" would follow the normal naming convention. 3. Find a new distinct name for old Army Post. Again this would cause a street name change as the road entered West Des Moines. From an emergency responder's perspective, it is better to have street names that are the same or similar across jurisdictional boundaries. Renaming the original segment of Army Post Road would affect addressing for two private residences and two commercial buildings. The property owners would have one year to change all mail to the new street name. For that year the U.S. Postal Service would deliver mail to both Army Post Road addresses and the new street name. Applicable Recognized Neighborhood(s): The portions of the affected property north of the subject segment of original Army Post Road are located in the Southwestern Hills Neighborhood. The neighborhood was notified of the Commission meeting by mailing of the Preliminary Agenda on September 20, 2016. A Final Agenda was mailed to the neighborhood association on September 30, 2016. ^ the hearing for the Site Plan were mailed on September 26, 2016 (10 days prior to the hearing) to the neighborhood association and to the primary titleholder on file with the Polk County Assessor for every owner of property adjoining the affected segments of Army Post Road. All agendas and notices are mailed to the primary contact(s) designated by the recognized neighborhood association to the City of Des Moines Neighborhood Development Division. The Southwestern Hills Neighborhood Association notices were mailed to George Davis, 3124 Southwest 29th Street, Des Moines, IA 50321. SUMMARY OF DISCUSSION Greg Jones asked if anyone was present to speak on this item. None were present or requested to speak.
