Youth, the Crisis and Organising Priorities in the ETUC Youth Committee Actions / 2014-2015

INTRO TO ETUC YOUTH It represents young workers within the ETUC; influences the work of the ETUC and its affiliates, ensuring that the different policies take account of young people; adopts positions on subjects concerning young people at work; those positions are then submitted to the ETUC Executive Committee; develops action programmes by organising seminars, conferences, study sessions and campaigns for young workers in Europe. the ETUC Youth Committee meets twice a year and elects a Bureau.

INTERNAL RESTRUCTURING AND CONGRESS Structure of the YC: 1 Member for each national confederation + ETUFs; An elected bureau with 1 President, 2 Vice-Presidents and 5 members New rules of procedure adopted in June 2014; Geographical redistribution of bureau seats adopted at YC meeting on December 18, 2014: Latin; French speaking; English speaking; Nordic; Mediterranean; Central; Eastern; ETUFs. Towards the ETUC congress: prioritizing youth policies and youth participation (29/09 02/10/2015; Paris)

OUR PRIORITIES Employment and job creation Quality education: free and universal access without discrimination Quality transitions into the labour market: apprenticeships, internships and the Youth Guarantee European Social Dialogue Training of young trade unionists Organising: increase youth participations in the unions movement

EUROPEAN SOCIAL DIALOGUE Framework of Actions on Youth Employment (adopted in June 2013): which follow-up? European Social Dialogue Academy (ESDA) and dedicated ETUI training sessions; Past and present bureau members participating in EU SD negotiating teams: Framework of Actions on Youth employment Updating the joint Labour Market Analysis (2008-2013) ; 2015-2017 Social Partners Work Programme: what to expect? (intergenerational solidarity?)

TRAINING / EMPOWERING YOUTH TRADE UNION ACTVISTS Training priorities and needs identified in an ad hoc training session (July 2014, Rome); New strategic partnership with ETUI; Partnership for training sessions with the Council of Europe (European Youth Centres) re-launched; Upcoming trainings in 2015: communication skills, history of the labour movement, organising; ETUC Youth is also an active member of the European Youth Forum (participation in GA, COMEM and events); Stronger links to ITUC and PERC Youth Committees.

MEETING THE INSTITUTIONS Participation in the EYE (European Youth Event) before the European elections; Meeting with European Commissioners and bilateral with EC President Barroso; bilateral meetings with EP Youth intergroup members; Meetings with Head of States and Ministers of Labour at the occasion of Youth Employment Summits: Hollande, Merkel and others; Collaboration and meetings with Committee of the Regions and the European Economic and Social Committee.

OUR DEMANDS: QUALITY JOBS Investments for the creation of quality jobs, notably for youth Greening the economy: no jobs on a dead planet! Stop deregulation and structural reforms of labour markets at the expense of youth No to precarious contractual arrangements: zero hour contracts, bogus self-employment etc. Quality internships: relevance of the training, link to education and decent remuneration No to discrimination against youth in access to social protection Remove lower minimum wages for youth (see GR, UK)
