In the new era the overseas Chinese affairs require not only the good arrangement of toplevel design but also the welldesigned practice of overseas Chinese affairs. First the toplevel design should demonstrate the essence of the service of the CPC. The toplevel design must stick to the mass line and service purpose of the Party. Second the practice of overseas Chinese affairs should adhere to the service concept of the CPC in which we must uphold the party s leadership and implement the Party s policy on overseas Chinese affairs. Third the toplevel design and the practice of overseas Chinese affairs are unified in the overseas Chinese affairs construction of socialism with Chinese characteristics which manifest the service originality of the CPC pursuing the people s happiness. Key words Service Toplevel Design the practice of Overseas Chinese Affairs Socialism with Chinese Characteristics 37 Overseas Chinese in Europe in Refugee Crisis from the Perspective of Populist Nationalism Shen Yanqing Center for Southeast Asian Studies Xiamen University Xiamen Fujian China 361005 Abstract Since the summer of 2015 there has been the most serious refugee tide after WWII with lots of refugee suffering war and poverty pouring into Europe. With the deepening of the refugee crisis there has been a resurgence of populist nationalism in Europe and has an impact on overseas Chinese in Europe. In general overseas Chinese in Europe have low cultural quality and social status and they are often more affected by populist nationalism than other ethnic groups so overseas Chinese in Europe responded positively and sympathized with refugees and helped them. As the refugee crisis relieves the situation of overseas Chinese in Europe has been improved. How to integrate their power to common action would be the key factor if they want to safeguard their own rights and interests in the time of populist nationalism.
