APPLICATION FOR STUDENT PASS VISA According to the rules and regulations of the Malaysian Immigration Department, all international students (full-time and foreign exchange students) are required to have a valid Student Pass in order to study in Malaysia. The government agencies responsible for this process are the Malaysian Immigration Department and the overseas Malaysian diplomatic missions (Malaysian High Commission, Consulates and Embassies). The Visa requirements for a foreign student are simple and straightforward. Before you can begin your studies, you must apply for a Student Pass. This application is made by your chosen institution to Education Malaysia Global Services. Once you have successfully applied for a Student Pass you will have to get a single entry visa through the Malaysian Embassy or High Commission in your home country. EMGS cannot apply for this visa on your behalf. Please contact your local diplomatic mission. Entry visa requirements are set by the Department of Immigration. Foreign students need to meet the following criteria: Have an offer of study from a public or private institution of higher education. Have the financial capability to meet the course fees and other expenses related to living and studying in Malaysia Be in good health and of good character Intend to reside in Malaysia for education purposes only Please take note that it is the prerogative of the Malaysian Immigration Department and the Malaysian Ministry of Higher Education (MOHE) to approve or reject any visa application. The Ministry of Higher Education, has established the Education Malaysia Global Services (EMGS) as the one-stop centre to process student pass. As of part of this arrangement, EMGS will coordinate student pass application and the arrangements for medical health checks. A visa application fee will be charged. The fee includes EMGS processing fee, medical insurance, health examination, i-kad, multiple-entry visa, GST 6%, and visa office administrative charges.

STUDENT PASS PROCESS FLOW ELECTRONIC VISA APPROVAL LETTER (eval) means that you have been granted approval to enter Malaysia and obtain a Student Pass later. Once you received the eval, you can make travel arrangements to Malaysia. Failure to produce a VAL may result you not being allowed to enter the country. Students who received VAL will have to obtain a SINGLE ENTRY VISA (SEV) from a Malaysian Embassy at your country before entering Malaysia (not applicable to some citizen of countries that do not require a visa to enter Malaysia) SPECIAL PASS upon arrival at the airport/entry point in Malaysia, you will be required to show your VAL at the Immigration check point. A Special Pass (range between 14-30 days) will be stamped in your passport to give you a temporary valid stay while you complete your Student Pass process. Please provide the following documents along with your eval: - Original passport - Original Offer Letter from UTP STUDENT PASS ENDORSEMENT after you pass your postarrival medical screening, EMGS will notify UTP to submit your passport to EMGS for Student Pass endorsement which will replace the temporary Special Pass that you received earlier. Student Pass holders will also be issued with a MULTIPLE ENTRY VISA (MEV) to facilitate their travel in and out of Malaysia during the duration of their study. This fee is paid after your arrival on campus *subject to 6% GST **the Multiple Entry Visa is issued to foreign nationals who require a visa to enter Malaysia mainly for business or government-to-government matters. It is normally valid for a period within three (3) months to twelve (12) months from the date of issue.

NEW APPLICATION PROCESS FOR STUDENT PASS MEDICAL SCREENING MEDICAL SCREENING The requirement for pre-arrival medical screening will remain as per current EMGS Student Pass application process. ALL students will be required to attend a medical screening once they have arrived in Malaysia. Any students who failed this medical screening will not be issued with a Student Pass and will be required to leave the country. 1. PRE-ARRIVAL MEDICAL SCREENING As a new international student, you will be required to attend a medical screening while you are still in your home country. You will then be required to submit your pre-arrival medical examination report together with all other relevant documents required to UTP. We recommend that international students take the vaccines listed in the Health Examination Form and produce the international certificate of vaccinations to the institution for visa approval letter application purposes. Please note that a valid yellow fever vaccination certificate is required from all international students coming from or who have transited for more than 12 hours through countries with a risk of yellow fever transmission. Students residing in India, Sri Lanka, and Bangladesh must attend the pre-arrival medical screening at a registered overseas clinic. Click here for a list of approved overseas clinics. Mobility Students who are citizens of the 14 countries listed below are exempted from pre-arrival medical screening: United Kingdom, Japan, USA, Australia, South Korea, Belgium, Finland, France, Germany, Netherlands, Spain, Sweden, Switzerland, Turkey 2. POST-ARRIVAL MEDICAL SCREENING New international students are required to attend a medical screening at a panel clinic in Malaysia within 7 days of their arrival date. UTP will arrange for the medical screening upon your arrival.
NEW APPLICATION PROCESS FOR STUDENT PASS ikad, INSURANCE ikad The ikad is an identification card for foreign students and can be used as a means of identification in Peninsular Malaysia. The ikad will only be issued after the issuance of a Student Pass. Please note that the ikad is not a replacement travel document. Each ikad will contain the following information - Student Photograph, Passport Number, Nationality of the student, Name of the student s Host Institution, Duration of the Student Pass. INSURANCE COVERAGE All incoming international students are required to obtain a valid local insurance policy in Malaysia. STUDENT PASS CANCELLATION One of the immigration regulations is to cancel your student pass when you complete your studies, or withdrawing from the programme. For student pass cancellation, you need to submit: your passport two copies of the passport information pages, latest Student Pass page and last Malaysian entry-stamp page a Clearance Exit form (will be provided by CSIMAL) your departing air ticket Valid proof to support your withdrawal a cancellation fee of RM153 (fee is paid to EMGS via UTP) Malaysian Immigration can take up to 14 working days to cancel your pass.
