Members, the only Item on our Order Paper this morning is the swearingin of the new Members of the House of Keys for Glenfaba and Peel. I call on the Secretary of the House to bring forward His Honour the First Deemster and Clerk of the Rolls and the Chief Registrar. The Secretary: Members of the public, please rise. The Secretary conducted the First Deemster and Clerk of the Rolls and the Chief Registrar into the Chamber. 15 The Speaker: Members of the public, please be seated. I now call upon the Secretary of the House to accompany the sponsors, the Hon. Member for Michael, Mr Cannan and the Hon. Member for Douglas North, Mr Peake, to bring forward the new Member of the House of Keys for Glenfaba. Welcome to new Members 100 105 110 115 120 The Speaker: Mr Boot and Mr Harmer, may I welcome you to the House of Keys in your capacities as the new Hon. Members for the constituencies of Glenfaba and Peel respectively, and congratulate you on your election to the House by the people of your constituency. They have placed great confidence and faith in you to represent their interests, and indeed the interests of the whole Island, fairly and honourably. I have no doubt you will carry out your duties and responsibilities to your constituents and to this House to the highest standards of integrity and that you will ensure that the people of your constituency and the Island as a whole are served to the best of your ability in a fair, open and transparent manner. The prime task of this House is to legislate on behalf of the people of the Isle of Man. Like the countless men and women who were here before us, we are in this place to persuade, to argue and debate the laws of the land by which we all live. This will give you great satisfaction, but undoubtedly bring challenge, frustration and disappointment in equal measure, but you will bring to the benefit of this forum, I am confident, your own particular experience of commerce and public life in the Isle of Man. As an elected representative of the people, I can guarantee you will face pressures like no other; strength of resolution will certainly be required to make the right and true decisions. In the words of the great 19th-century English historian Lord Macaulay, No man is fit to govern who hesitates about disobliging the few who have access to him for the sake of the many he will never see. I wish you well for the future as Hon. Members of the House of Keys. Thanks to His Honour the First Deemster and the Chief Registrar 125 130 The Speaker: And now, Hon Members, I would like, on your behalf, to thank His Honour the First Deemster, Clerk of the Rolls and the Chief Registrar for their attendance this morning and performing this most important constitutional duty. I now ask the Secretary of the House to escort His Honour and the Chief Registrar from the House. The Secretary escorted the First Deemster and Clerk of the Rolls and the Chief Registrar from the House. Tribute to Mrs Brenda Cannell 135 140 145 The Speaker: Hon. Members, before I adjourn this sitting I would like to say a few words. As we are aware our colleague, Mrs Brenda Cannell, retired earlier this month from the House of Keys. Brenda Cannell before her election in 1996 was for three years a member of Douglas Town Council, and during her time in this House as our colleague she served in many capacities: she has served as Chairman of the Water Authority and of the Planning Committee; she has served in almost every Department of Government and on numerous committees of Tynwald; and more latterly as member of the Public Accounts Committee and Chairman of the Social Affairs Policy Review Committee. I think we can all agree that over the years she proved to be a fearless champion of her constituents and was a vigorous debater, to say the least, and contributor to public life in this parliamentary setting. We are sorry she has had to step down from public life following her recent bereavement, but I am sure you would wish to join with me in wishing Brenda Cannell all very, very best and every happiness in the years ahead; and to thank her for her huge contribution to the House of Keys and to Tynwald and to public life in this Island.
