CALL TO ORDER CITY CLERK'S ANNOUNCEMENT EXECUTIVE SESSION PUBLIC PARTICIPATION INVOCATION PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA MINUTES OF REGULAR MEETING CITY OF SANTA CLARITA CITY COUNCIL 6:30P.M. JUNE 25, 1996 Mayo Boye called the egula meeting of the City Council to ode at 6:30 p.m. City Clek, Donna Gindey, announced that anyone wishing to addess an item on the agenda should fill out a speakes' slip and submit it to the City Clek befoe the item is discussed. This time has been set aside fo Councilmembes to eview the agenda and obtain any futhe infomation that may be needed. This session is open to the public. Addessing the Council was: Lois Smith, 28952 Paiie Lane, Santa Claita, egading the Recycling Maketing Development Zone. Councilmembe Dacy gave the invocation. Councilmembe Dacy led the Pledge of Allegiance. It was moved by Smyth and seconded by Heidt to appove the agenda with the exception of item #2 to be pulled fo discussion. With no objections, it was so odeed. APPROVAL OF MINUTES It was moved by Smyth and seconded by Dacy to appove the minutes of June 11, 1996. On oll call v.;te: Ayes: Dacy! Awad the contact to Advanced Constuction in the amount of$259,475.50 plus 10% fo any change odes which may be needed. Authoize staff to poceed with the constuction of the Bouquet Canyon oad Median Impovements pe the plans povided by Wenieke and Associates. ITEM2 NEWHALL NEIGHBORHOOD PARK SITE BID AWARD Bid awad and appopiations equest elated to the constuction of the Newhall Neighbohood Pak Site, located at the eastely teminus of 3d Steet nea Race Steet in the community of Newhall. Accept the fou bids eceived fo constuction of the Newhall Neighbohood Pak Site and awad the contact to Ameican Landscape, Inc. in the amount of$332,700.00 ($302,700 base plus $30,000 fo additional tuf), plus 10% fo potential change odes. Authoize the City Manage o his designee to appove all documents elating to this contact; authoize staff to poceed with the fist phase including a childens' play aea, estoom stuctue, and tuf aea pe the plans povided by Total Concept Landscape Achitectue; appove the Negative Declaation and authoize staff to file a Notice of Detemination with the Los Angeles County Clek; appove the name Ceekview Pak fo this neighbohood pak poject as ecommended by the Paks and Receation Commission. RENEW WEED, PEST, AND DISEASE CONTROL CONTRACT Golden Bea Aboists, Inc. is cuently concluding the fist yea of a fou-yea enewable weed, pest, and disease contol contact with the City of Santa Claita. Staff is poposing to enew the contact fo one additional yea fo Fiscal Yea 1996/97. The contact povides public ight-of-way weed contol and steet and pak tee pest and disease contol. Appove enewal of contact PR-95-96-043 Weed, Pest, and Disease Contol Contact fo Fiscal Yea 1996197 at the cost of $62,000, and authoize the City Manage to sign all documents. ITEM4 AW ARD TREE TRIM AND PLANT CONTRACT. The Paks, Receation, and Community Sevices Depatment ecently accepted bids fo Poject No. PR-96-97-045 Compehensive Tee Tim and Plant Contact. The contact povides the City with a full-time, five peson tee cew and 2

! equipment to maintain and plant tees in City public ight-of-ways and vaious City facilities thoughout the yea. The contact is enewable up to fou additional one-yea peiods, which is annually pesented to City Council fo eview. Awad the contact fo Poject No. PR-96-97-045 Compehensive Tee Tim and Plant Contact to Golden Bea Aboists, Inc., in the amount of $238,873 and authoize a contingency amount of$23,887 fo a contact gand total of$262,760, and authoize the City Manage to sign all documents. ITEM5 1995-96 OVERLAY PROJECT PROJECT NO. 95.039 BID AW ARD This poject will esuface potions of Babacoa Dive, Pamplico Dive, Seco Canyon Road, Whites Canyon Road, and Dalbey Dive with an asphalt-ubbe hox mix (ARHM). On May 14, 1996 Council authoized the advetisement of the subject poject. Appove the awad of the contact fo the 1995-96 Ovelay Poject, Poject No. 95-039, to Ganite Constuction in the amount of$494,013.00 and authoize a 10% contingency; authoize the City Manage o his designee to appove all documents elating to this contact. ITEM6 WEST NEWHALL IMPROVEMENTS PROJECT PHASE I PROJECT NO. 95-504. BID AWARD This poject will install cubs, guttes and sidewalks, and econstuct steets in the West Newhall aea. The limits fo Phase I of this poject include 15th Steet fom Newhall Avenue to San Fenando Road and Walnut Steet fom 14th Steet to 15th Steet. On May 14, 1996 Council authoized the advetisement of the poject. Appove City Ageement with A.V. Equipment Rental, Inc.; authoize staff to evise poject limits to exclude the installation of impovements adjacent to A.V. Equipment Rental, Inc. if necessay; appove the awad of the contact fo the West Newhall Impovements Poject, Phase I, to Excel Paving Company in the amount of $293,125.40 and 1 authoize a 10% poject contingency; allocate $10,000 to Kove Engineeing fo additional technical sevices; authoize the City Manage o his designee to appove all documents elating to this contact. ITEM7 VALENCIA BOULEVARD TRAFFIC SIGNAL ~RCONNECT PROJECT NO. 95-030. BID AWARD On Apil 16,1996 Council authoized the advetisement of the subject poject. The subject poject involves hadwie inteconnect installation along Valencia Boulevad and Soledad Canyon Road fom 1-5 to McBean Pkwy. And fom Bouquet Canyon oad to Golden Oak Road. In conjunction with the above wok, staff is poposing to combine the installation of inteconnect conduit and cable fom the intesection of Valencia Boulevad/Citus Steet to City Hall. Awad the contact to the low bidde, Steven R. Rodges, in the amount of$210,631.00, and authoize $22,000.00 in contingency expenditue should any change odes to the contact become necessay; authoize the City Manage o his designee to execute all contact documents elating to this contact. ITEMS VALENCIA BOULEVARD/SOLEDAD CANYON ROAD MISCELLANEOUS STREET 3

IMPROVEMENTS; SIGNING AND STRIPING; TRAFFIC SIGNAL MODIFICATIONS /INSTALLATION - PROJECT NO. 95-020 - On Septembe 12, 1995 Council awaded a contact fo the subject poject to R.C. Becke & Son, Inc. This poject was completed on June 10, 1996 fo a total constuction cost of$527,774.50. The total poject budget fo constuction was $750,000. Accept the poject and diect the City Clek to ecod the Notice of Completion. At the expiation of 35 days fom the date ofecodation of the Notice of Completion, diect staff to elease the amount deducted fom the final estimate and etained, except such amounts as ae equied by law to be withheld by popely executed and filed notices to stop payment. ITEM9 STATE LEGISLATION ASSEMBLY BILL 3248 - The South Coast ai Quality Management Distict (SCAQMD) has equested that the City Council eview Assembly Bill 3248 (Napolitano) elative to estuctuing manageial and financial opeations of SCAQMD. Although SCAQMD has adopted an opposed position to the bill, the measue is the subject of intense, ongoing negotiations between Assembly Membe Gace Napolitano and SCAQMD in an effot to each a mutually ageeable compomise. Oppose AB 3248 unless amended to etain local contol of manageial and financial decisions with the South Coast Ai Quality Management Distict Boad of Diectos and Executive Office. Tansmit statements of position to membes of Santa Claita's legislative delegation, Assembly Membe Napolitano, appopiate legislative committees, the League of Califonia Cities, Contact Cities Association and Independence cities Association and SCAQMD. ITEMlO GENERAL PLAN ANNUAL REPORT-The Geneal Plan Annual Repot is an update of the City's pogess in administeing and implementing the Geneal Plan. This yea's epot addesses the City's activities in Geneal Plan amendments, pogess in gowth management, and the Geneal Plan Mitigation Monitoing Pogam, and Geneal Plan elated legislation. Review and file the epot on the Geneal Plan. ITEMll. GENERAL PLAN ANNUAL REPORT -The Geneal Plan Annual Repot is an update of the City's pogess in administeing and implementinq'the Geneal Plan. This yea's epot addesses the City's activities in Geneal Plan amendments, pogess in gowth management, and the Geneal Plan Mitigation Monitoing Pogam, and Geneal Plan elated legislation. Review and file the epot on the Geneal Plan. ITEMlS MARKETING SERVICES CONTRACT CHANGE FOR CITY OF SANTA CLARITA TRANSIT On June 27, 1995, the City Council appoved enteing into an annual ageement fo maketing sevices with James G. Mooe, III. The cuent contact has the option to continue fo one moe yea at the same equested amount not to exceed $64,000. This consultant cost is aleady included in the Tansit Division budget. Appove execising contact option to continue existing annual ageement fo maketing sevices fo fiscal yea 1996/97. Amount not to exceed $64,000 fo sevices with James G. Mooe, III. 4

ITEM14 PROGRAM SUPPLEMENT AGREEMENT FOR SURFACE TRANSPORTATION PROGRAM t. LOCAL RESOLUTION NO. 96-89 The Suface Tanspotation Pogam Local CSTPL) paticipates in funding locally suppoted pojects. The Los Angeles County Metopolitan Authoity (MTA) is the egional entity that administes these funds. Santa Claita Metolink Coido Signal Inteconnect, Poject No. STPL-5450(004), has been appoved fo funding unde the MRA gant pogam with a maximum of$182,000 in Fedeal Funds and $23,580 in State Taffic System Management (TSM) funds, to cove constuction engineeing and constuction costs. Caltans' pocedues fo the pogam equie the execution of a Local Agency-State Maste Ageement which was appoved in Mach 1992. In addition, a Pogam Supplement must be executed fo each appoved poject. Adopt Resolution No. 96-89, and authoize the City Manage to execute and submit Pogam Supplement No. 019 to Cal tans. ITEM15 COMPUTER EQUIPMENT AND SUPPLIES In May a Notice Inviting Bids fo Compute Equipment and Supplies was published and mailed to 38 vendos. Eleven vendos esponded with a bid. The bids wee eviewed fo esponsiveness and picing. The lowest bidde able to povide all items equested was West Coast Business Poducts, Inc. Awad the bid to West Coast Business Poducts, Inc. Fo compute equipment and supplies in the amount not to exceed the budget amount of$38,000, Account No. 01-4620-243. ITEM30 NEW BUSINESS COMMERCIAL SECTOR REFUSE RATE ADJUSTMENT Lynn Hais, Deputy City Manage, Public Woks, stated that at the Study Session on May 21, 1996 staff pesented a epot titled Beyond Fifty Pecent Waste Reduction by 2000 to the City Council. The epot showed that the esidential efuse ates between 1993 and 1996 inceased 15 pecent eflecting the changes in landfill tipping fees and inceases in the Poduce Pice Index. Duing the same peiod the commecial efuse ate band emained constant. The static commecial ate band does not accuately epesent, to businesses, the tue cost ofland filling and, theefoe, discouages inteest in the cost savings associated with ecycling. It was moved by Heidt and seconded by Dacy to diect staff to pepae a poposed commecial ate band amended to eflect changes in the landfill tipping fees and inceases in the Poduce Pice Index since 1993; schedule a Public Heaing fo the July 9, 1996 City Council meeting egading the poposed commecial efuse ate band changes.
