Journal of CAG Vol. 116 October 2018 The logical approach to the pilot of social policy under the Streamlining Administration Delegating More Powers Improving Regulation and Optimizing Services engine Taking theminimum Living Security Policy as an Example Ding Zhangchun & Chen Yue Abstract Over the past 40 years of reform and opening up China s reform achievements have attracted worldwide attention. In the process of reform we gradually explored and explored a set of policy pilot models summed up and summarized the evolutionary logic of its policy pilots which can be used as a reference for decision - making departments. In the first 30 years of reform and opening up the groping mode we used was more obvious. After entering the 21st century the use of the correction verification model and the promotion mode gradually increased. The fundamentals are in line with the development law of Marxist epistemology. Based on the path model of the three social policy pilots this paper analyzes the influencing factors of the social policy pilots and further takes China s minimum living security policy as an example to propose a social policy pilot under the background of distribution management reform. Advance logic and approach in order to provide rationalization proposals for the government s policy reform. During the historical process of providing of enough food and clothing as well as the building up a moderately prosperous society China has changed its poverty reduction governance systems mechanisms and patterns along with the time. Especially the creation of targeted poverty alleviation policy has fundamentally altered the pattern of poverty reduction governance and made decisive progress in poverty alleviation. To end up extremely poverty and build a moderately prosperous society in all respects China s Party should play an important role in leading organizing and promoting poverty reduction governance. It is also crucial to motivate the poor people to change their live actively and positively. The government should continuously tap the impetus vitality and potential of reform contained in poverty - stricken areas keep pace with the times to deepen reform and innovation in poverty alleviation and constantly release dividends of poverty reduction governance reform. This kind of ecological situation is closely related to the decentralization and aggregation of commonweal actors the validity and limits of technology use and the idea and operation of institution construction. As the technical support in commonweal field becomes more intelligent the structure of non - profit organizations is increasingly diverse it is urgent for more innovative governance ideas. Creating a clear cyberspace producing positive internet logic promoting commonweal actors to share technology dividends and accelerating the pace of institutional construction in the form of multi - participation will be helpful to promote the healthy ecology of internet commonweal.
