BOROUGH OF RAMSEY MAYOR AND COUNCIL MEETING MINUTES Wednesday, October 24, 2018 Mayor Dillon called the meeting to order at 8:00pm and asked Officer Warnet to lead the flag salute. Mayor Dillon read the Open Public Meetings Act notice. I. ROLL CALL - Present: Mayor Dillon, Councilmembers Gutwetter, Jachzel, Jones, Verdone and Weber Also Present: Borough Clerk Bendian, Borough Administrator Vozeh, and Borough Attorney Scandariato Absent: Councilman Kilman II. APPROVAL OF MINUTES WS 10-10-18, 10-10-18 Motion by Councilman Weber, seconded by Councilman Gutwetter. Carried III. COMMUNICATIONS - Motion by Councilman Verdone, seconded by Councilman Gutwetter. Carried Councilman Verdone thanked Bergen County for the grant we received for the senior center. 1. Jason Farrar, 40 Abbey Court, Ramsey, NJ e-mail dated October 14, 2018, discussing negative campaigning 2. James Tedesco, Bergen County Executive, One Bergen County Plaza, Hackensack, NJ letter dated September 28, 2018 informing of the Bergen County Community Development grant of $69,335 received for the senior center project 3. Melissa Oratio, Northwest Bergen County Utilities Authority, 30 Wyckoff Avenue, Waldwick, NJ 07463 letter dated October 17, 2018, enclosing minutes from the September 12, 2018 meeting IV. APPOINTMENTS Mayor Dillon made the following appointments and swore those in who were present after the consent resolution was passed. V. CONSENT RESOLUTION Motion by Councilwoman Jachzel, seconded by Councilman Jones Councilwoman Jachzel thanked Ramsey Rescue for taking Eric and the other explorer members under their wings. BE IT RESOLVED that the following resolutions herewith listed having been considered by the governing body of the Borough of Ramsey be and are hereby passed and approved: 194-2018 Resolution: payment of vouchers 195-2018 Resolution: ratifying the actions of the governing body for payroll twenty-one 196-2018 Resolution: authorizing the tax court judgment on Block 3404 Lot 5 in the amount of $3,866.69 197-2018 Resolution: correcting Resolution 171-2018 to read the correct amount $908.07 for tax Certificate #12-00005 198-2018 Resolution: confirming the appointment of Eric Jachzel to the Ramsey Rescue Squad as an Explorer Member 199-2018 Resolution: confirming the appointment of Eileen Laughton to the Ramsey Rescue Squad 200-2018 Resolution: confirming the appointment of Andrew Laughton to the Ramsey Rescue as an Explorer Member 201-2018 Resolution: confirming the appointment of Matthew Lutz to the Ramsey Rescue Squad as an Explorer Member 202-2018 Resolution: confirming the appointment of Jaime Siino to the Ramsey Rescue Squad 203-2018 Resolution: adopting the Personnel and Policies Procedures Manual 204-2018 Resolution: Affirming the Borough of Ramsey s Civil Rights Policy with respect to all officials, appointees, employees, prospective employees, volunteers, independent contractors and members of the public that come into contact with municipal employees, officials and volunteers 205-2018 Resolution: confirming the appointment of Michelle Taylor to the Ramsey Environmental Green Team

Councilman Jones explained how this tradition started ten years ago after trying to find a way to show the volunteers how much they are truly appreciated. VII. COMMITTEE AND LIAISON REPORTS A. FINANCE AND ADMINISTRATION Councilwoman Vanessa Jachzel Addressed the budget surplus. The surplus is regenerated each year by underspending the budget or receiving revenue in excess of the budget. It is then utilized in future budgets Thanked the new volunteers. Stating that volunteers are what makes Ramsey such a special place and thanked Councilman Jones for his great idea to start the annual recognition. B. PUBLIC SAFETY Councilman Harry Weber Congratulated all of the volunteers of the year recipients as well as all of the volunteers. He thanked the new appointees and the Ramsey Fire Department for all of their efforts on their new truck. C. BUILDING, PLANNING & ZONING Councilman Joseph Verdone Extended his congratulations to all the volunteers honored tonight and thanked all of the new appointees and thanked Bill Patterson and Bob Buono for completing the repurposing of a tennis court into two pickleball courts. D. UTILITIES, BUILDINGS & GROUNDS Councilman Peter Kilman Absent E. PUBLIC & GOVERNMENTAL RELATIONS Councilman William Jones Congratulated and thanked the new volunteers appointed tonight and commented on what wonderful stories came before us tonight as examples of the best of Ramsey. F. HEALTH, EDUCATION & SOCIAL SERVICES Councilman Michael Gutwetter Echoed his colleagues remarks and acknowledged all of the volunteers. G. MAYOR DEIRDRE DILLON Congratulated the volunteers of the year and welcomed the newest members to the Rescue Squad and Michelle Taylor for joining the Green Team. Thanked the Fire Department for all of their hard work with getting the new fire truck built. Reminded everyone about the RIFE Halloween party is Friday night at the high school. H. VIII. PUBLIC COMMENT Anyone wishing to address the governing body should, when recognized, step up to the microphone and give his or her name (spelling the last name) and address. Please speak in an audible tone for the record and address your comments to the Chair. There will be a five-minute time limit per speaker, unless reduced because of the volume of business on the agenda. No one, other than the person having the floor, will be permitted to enter into any discussion without recognition by the Chair. George Bumiller, Ramsey, NJ Discussed putting the Mayor and Council packet information on the website and the time of the doors opening before the meeting. Chance Parker, 11 Park Place, Ramsey, NJ Discussed the lack of council liaison reports, the revision of the master plan and the condition of the borough water supply. Allan Braggin, Ramsey, NJ Discussed how nice the volunteer awards were, the Grant Street application before the Planning Board, surplus funds and employee accountability.
