Working on: New signs for the entrances on Park Forest Parkway and Appian Way. The signs will be permanent structures and we ll be able to advertise community yard sales, dues information, and other community events. To the many neighbors, volunteers, friends and families that came out and cut up and cleaned up the downed trees after Hurricane Matthew! Thank you to Paula Thrower and Wendi Dion for help with the by-laws. Notice a difference in your street signs? Our Community Maintenance committee has been working with Dorchester County to update our old, decaying and unreadable signs. Originally the green signs were maintained by the State and the blue ones by the county. However when ROHA contacted the County, they came out and replaced the green signs with blue ones which maintains continuity in the neighborhoods! They are also replacing the posts. Mosquito Abatement Spraying We are in Zone 48 and the schedule for spraying is posted here - http://bit.ly/29z8xgh each month. Spraying runs from 9pm-5am, Monday thru Friday. Random visual inspections during the height of mosquito season will be conducted. And an extra special thank you to Betsy Mitchum and Debbie Lear for putting up the Thank a Vet flags! ROHA Dues Now Due A $50.00 late fee will be applied on April 1 for all current year dues not received as of March 31. Please make checks payable to ROHA and mail to Halcyon, 7210 Broad River Road, Suite I, Irmo SC 29063. The last course of action that the ROHA wants to take is filing liens and going to court which increases costs to the association. But we have a fiscal responsibility to all of our homeowners to ensure that the C&R s are enforced and that the community reflects the developers intentions as stated in the C&R s. Proposed Changes to River Oaks Homeowners Association Bylaws (August 2016) Article III Membership Section 1(a) Owners of any improved residence lot with persons in residence, in the River Oaks, within the boundaries of the subdivisions known as Appian Landing I, II, and III; Woodington I, II, and III; Ansley Point, River Chase and Palmetto Plantation, are members of the River Oaks Homeowners Association. Proposed Change: Owners of any improved residence lot with persons in residence, in the River Oaks, within the boundaries of the subdivisions known as Appian Landing I, II, and III; Woodington I, II, and III; Ansley Pointe, River Chase, Palmetto Plantation, and Marsh Hall are members of the River Oaks Homeowners Association. Rationale: Marsh Hall was inadvertently omitted from previous bylaws and amendments. Article X Committees Section 1 There shall be an Executive Committee, consisting of officers, and the immediate past president acting ex officio. It shall have the authority to act on behalf of the Association, if an emergency arises between meetings and the Board of Directors cannot be assembled. In the case of a tie vote of the executive committee, the immediate past president shall vote and break the tie. Proposed Change: (if passed, re-numeration is required) There shall be a Community Outreach Committee which shall make plans for activities to encourage and develop a strong sense of community in the River Oaks area. Article X Committee - Create New Committees There shall be a Community Advocacy Committee which shall research community concerns and identify courses of action and resources for homeowners to engage in resolving issues that impact the River Oaks community or adversely affect its safety and security. The committee shall be represented at school board and town council meetings and provide a platform for homeowners to be made aware of illegal activity in the community. There shall be a Community Maintenance Committee which shall periodically inspect community common areas and affixed items such as lighting and sign. The committee shall prepare a report recommending repair or replacement for budgetary purposes and corrective action. Rationale: These committees are currently functioning without a formal name

North Charleston Christmas Parade and Festival Saturday, December 3, from 3:00 pm to 8:00 pm around Park Circle with the Christmas Parade beginning at 5:00 pm. http://www.northcharleston.org/residents/special-events/christmas- Parade-and-Festival.aspx. FELLOW HOMEOWNERS Your volunteer board is in need of assistance. We need your participation, ideas and enthusiasm on the board to make our neighborhood even better. We currently have 22 seats and only 15 sitting members. We normally meet once a month and we try and keep the meeting under an hour. Another note, even if you are not a sitting board member, you are very welcome to attend our monthly meeting on the second Monday of the month at 7:00 at the Ashley River Fire Station at 8045 Dorchester Rd. However, unless you are a sitting board member, you won t be able to vote on any of the actions that the board would be taking for the homeowners. You can contact any of the current board members to nominate a homeowner in good standing for board membership. You can also accomplish the nomination at our general meeting on 24 January 2017.
