CALL TO ORDER The Regular Meeting of the Orange County Board of Education was called to order at 11:02 a.m., June 17, 2015 in the Board Room, 200 Kalmus, Costa Mesa, California. B1. TIME CERTAIN G-1 Special Presentation Renee Hendrick, Assistant Superintendent, Administrative Services facilitated the recognition of OCDE Employees of the Month for 2014-15; Employees with 25 Years of Service or more, Academic Achievement, and 2014-15 Retirees. G-2 Special Awards Presentations - Dr. Ken L. Williams, Board President; David Boyd, Board Member; and Scott Williams from the Freedom Committee of Orange County facilitated the award presentation to the first place winner of the First Annual Jack R. Hammett Memorial Day Essay Contest. Break Moment of Silence The board took a break from 11:35 to 11:42 a.m. to attend a reception for the honorees. The board members observed a moment of silence in memory of recently deceased, John F. Dean, Ph.D., Superintendent Emeritus, Orange County Department of Education. D. Boyd, and carried by a vote of 4-1 (Hammond voting no) to adopt the agenda for the June 17, 2015 Board Meeting with the following changes: Delete G-8 and G-9, Interdistrict Appeal Hearings Remove J-2 Special Recommendation (place on June 29, 2015agenda) Carryover / assign a time certain at the June 29 meetings for Roundtable items - Common Core Fact Finding Paper Bedell/Hammond, and - A Synopsis: Characterizing Problems Arising from Common Core: An Opinion Augmenting the Orange County Board of Education Findings of Fact from the Common Core public meetings held in October and November, 2014 (referred from May meeting) Williams/Hammond Add discussion/presentation by Boyd regarding the A SYNOPSIS: CHARACTERIZING PROBLEMS ARISING FROM COMMON CORE, An Opinion Augmenting the Orange County Board of Education Findings of Fact from the Common Core public meetings held in October and November, 2014 presented to the Board on May 5, 2015. F. MINUTES Motion by Hammond, seconded by D. Boyd, and carried by a vote of 5-0 to adopt the minutes for the June 17, 2015 Regular meeting with the addition of draft added to J-3 - Receive the revised Statement Regarding the Common Core Math Standards which was prepared by Linda Lindholm, Trustee, District 5 and John Bedell, Trustee, District 4, Orange County Board of Education. G-4 Presentation - OCDE ACCESS College and Career Preparatory Academy. Kelly Gaughran, ACCESS Administrator, facilitated the presentation. H. PUBLIC COMMENTS Susan Mas, College and Career Preparatory Academy Miles Durfee, College and Career Preparatory Support J. SPECIAL RECOMMENDATIONS J-1 Motion by Lindholm, seconded by Bedell, and carried by a vote of 5-0 to adopt Resolution #15-15 and accept the Orange County Department of Education s recommendation, Option Two, to approve the College and Career Preparatory Academy. The hearing opened at 12:33 p.m. and was closed at 12:44. Tom Pollitt Common Core David Shawuck Budget/Common Core Joan Davidson Common Core G-5 Public Hearing Dennis Roberson, Chief, Special Education Services, conducted a public hearing regarding the Orange County Department of Education Local Control and Accountability Plan (LCAP). G-7 Budget Presentation Renee Hendrick, Assistant Superintendent, conducted the presentation regarding the Orange County Department of Education budget for 2015-16 fiscal year. I. CONSENT CALENDAR Motion by Bedell, seconded by Hammond, and carried by a vote of 5-0 to approve the Consent Calendar. H. PUBLIC COMMENTS (continue) I-1 Approved granting of a diploma to the students listed from Alternative, Community, and Correctional Education Schools and Services, Alternative Education Division. Rebecca Moffett, Albert Einstein Academy J-6 Motion by Bedell, seconded by Williams, and carried by a vote of 5-0 to approve apportionment of Federal Forest Reserve receipts in the amount of $57,087.63. Laura O Neal, Common Core J-7 Motion by Bedell, seconded by Hammond and carried by a vote of 5-0 approve Resolution #14-15 regarding the Education Protection Account Proposed Expenditures. J-8 Motion by Bedell, seconded by Lindholm and carried by a vote of 5-0 to approve new Board Meeting dates January through June 2016 and confirm all established Board Meeting dates June through December 2015.
