The Worth County Board of Commissioners met in a Regular Meeting, Thursday, January 19, 2012 in the Commissioners Board Room, 3 rd Floor Courthouse. Call To Order: Chairman Matt Medders called the meeting to order at 8:00 A.M. Commissioner McDonald Motioned to add some items that he wanted to add Carlton Road to the agenda for further discussion. Present: Commissioners Tony Hall, Mack Sutton, Bettye Bozeman, Billy McDonald, Chairman Matt Medders, Attorney Clarence Miller and County Clerk Felicia Smith Approval of Minutes: October 20, 2011, November 1, 2011, November 10, 2011, November 21, 2011, December 6, 20114, January 3, 2012, January 19, 2012, January 21, 2012 and January 26, 2012 with corrections made to all of January s minutes. Commissioner McDonald Commissioner Sutton *Motion Failed *Commissioner Bozeman and Hall Voted No. Commissioner Hall Motioned to approve all minutes from October 2011 through January 3, 2012 and to Table January 19, 2012 through January 26, 2012 until corrections are made. Commissioner Bozeman Seconded the Motion. Motion Carried with Yes Votes from Commissioners Hall, Sutton and Bozeman. Commissioner McDonald Voted No. Reports from Attorney, Administrator, Commissioners, Department Heads & Committees: Attorney Miller Attorney Miller stated that he would have the Resolution for the Renouncement on claim on the deed for Woodcrest in a few days. Approve the moving of house off of Calhoun Road to the landfill for use as an office in the amount of $4500.00. *TABLED Until Commissioners can go look at the house after the meeting. C. Approve purchase for Public Works the following: 1 Rhino 15 flex mower $14,280.00, 1 Brown Tree Cutter $8,000.00, 1 John Deere 7230 Tractor $77,500.00 (two payments of $39,612.73 and one at $1,000.00), 1 Anderson T18 12 Tilt trailer $13,398.00, 1 Trailer mounted Finn B-70 Strawblower $22,390.00. D. Approve removing from the EMA/Fire Departments inventory and transferring to Public Works inventory for parts 1 2001 Ford F150 4X4 Super Cab XLT Pickup, VIN# FTRX18W91KC44818. February 16, 2012 Registrar Request to hire Judy Braswell, Clerk I Temporary Full-time @ $7.25 per hour. Motion Second Vote PUBLIC WORKS Acknowledgement of employee termination for Corey McKeller; last day of employment January 27, 2012. ACKNOWLEDGED SHERIFF Acknowledgement of employee transfer from 911 to sheriff Dept, Wesley Chambless effective date of transfer January 30, 2012. ACKNOWLEDGED E-911 Request Full-time status for Nikkie Warren, Carolyn Russell and Suzanne West. Six months work test completed. Motion Second Vote February 16, 2012 Page 4
Unfinished Business: Brown Road Commissioner Sutton asked if Dan Miller could speak. Chairman Medders asked him to the podium. Dan Miller stated that he had researched Brown Road and had not found that it had legally been closed. Chairman Medders stated that the Clerk, Felicia Smith with the assistance of Renee Whidby had also researched Brown Road and found that there was never any legal action taken and there had not been any notices run in the paper and Georgia Department of Transportation did not show the road closed either, so the road would have to be legal closed. Dan Miller states that the time the bridge was closed by the State that there was an ongoing GBI investigation of the Board of Commissioners. Commissioner Sutton Motioned to advertise the Notice of Intent to close the portion of Brown Road not used in the past 20 years from Jerry Young Road to the Turner County Line. Commissioner Hall Seconded the Motion. Motion Carried with Yes Votes from Commissioners McDonald, Bozeman and Hall. Royce McCrary Woodcrest Road Commissioner Bozeman Motioned to let the right-of-way deed on Woodcrest property to the County revert back to the land owners and Attorney Miller will draw up a resolution for that purpose. Commissioner Hall Seconded the Motion. Motion Carried with Yes Votes from Commissioners Hall, Sutton and McDonald. Minton Road Commissioner McDonald Motion to proceed with getting right-of-way deeds on Minton Road to pave approximately ¼ mile to cemetery. Commissioner Sutton Seconded the Motion. Motion Carried with Yes Votes from Commissioners Sutton, Bozeman and Hall. February 16, 2012 Page 5
Commissioner McDonald Motion to proceed with the building of Carlton Road for paving after Meadows and Calhoun Roads are finished and ready for paving contract. Commissioner Sutton Seconded the Motion. Motion Carried with Yes Votes from Commissioners Sutton, Hall and Bozeman. Commissioner Bozeman Motioned to Adjourn. Commissioner Hall Seconded the Motion.
