ONO (Rapporteur SG on JBIG) SG on JBIG, JTC1/SC29/WG1 had its meeting in Maui, Hawaii, USA, from Dec.6 to Dec.10, 1999. The agenda is contained in Attachment 1. Resolutions of the meeting are contained in Attachment 2. The participant list is contained in Attachment 3, Document Register is in Attachment 4. 1. Opening the meeting Dr. Fumitaka Ono, Rapporteur of the SG on JBIG, opened the meeting. 2. Approval of agenda The proposed agenda was adopted. (See Attachment 1) 3. Document Allocation Document Allocation is also shown in the agenda. (See Attachment 1) Document Registration is in Attachment 4. 4. Project JTC 1.29.10 4. 1 Final result from Vancouver2 meeting, and Report on results after Vancouver2 meeting The meeting report of Vancouver2 meeting (N1397) which was already distributed to JBIG mailing list after Vancouver2 meeting, was now formally approved without any objection. The FCD ballot result (SC29N3358, WG1N1501) was introduced by the Rapporteur. There were no disapproval vote, but several comments were received from US and Japan. The editor, Dr. William Rucklidge introduced the current status of comment disposition by introducing the Draft DOCR, already distributed to JBIG members via e-mail reflector. The Draft FDIS Text (N1359RR), prepared mainly by his effort before the meeting, was also distributed. 4.2 Liaison matters, Correspondence No documents were formally allocated. Dr. Istvan Sebestyen introduced the form of IPR licensing of T.88, being requested to be filled in by the patent holders, before ITU-T meeting to be held on Feb.2-10, 2000. Some discussion of the form was taken place on the interpretation of nondiscriminancy and the comments were raised on the current description of reciprocity. Dr. Istvan Sebestyen announced that such comments raised will be forwarded to ITU-T in his earliest convenience. It was also pointed out that the reciprocity is not referred in the ISO/IEC Directives. 1
Dr. William Rucklidge presented Draft ITU-T T.89, FAX Profile of JBIG2, and several comments were raised to modify it. The comments were described in WG1N1563, and will be transferred to ITU-T through Dr. Istvan Sebestyen. 4.3 Draft International Standard Discussion Dr. William Rucklidge introduced the comments raised from US and Japan, and also the draft for disposing the given comments was stated. At the same time, the Draft FDIS (N1359RR) dated Dec.2 reflecting the disposed comments was distributed. Some modification and addition of FDIS text was raised from the floor, and FDIS text was produced(n1545). It was recognized that main topic left was patents related issue. 4.4 Patent issues The Rapporteur introduced N1463, which shows the patent licensing policy of Kangwoon University related to the JBIG2. There were some ambiguities and clarification was requested. Dr. Ronald Arps introduced N1547, which is the ITU-T patent licensing form filled by IBM, which reflects the Patent announcement of IBM described in N1369. He also distributed N21, CFP of JBIG2, to show that historically computer generated images were considered to be included in the scope of JBIG2, and announcement of IPR position was requested together with the proposal. He also distributed the old IBM proposal N340Rev. to show the efficacy of JBIG2 on generated images. Dr. William Rucklidge introduced N1548, which shows the licensing policy of Xerox. Dr. Istvan Sebestyen raised the importance of so-called base-line profile which shall avoid the known patents not being offered as license-fee/royalty free. The JBIG Committee seriously took his proposal and added two minimum memory profiles into FDIS. Note that this is not a technical change of decoding procedure. It was agreed that companies those holding patents that may restrict the anticipated usage modes of JBIG2 are again strongly requested to make these patents available for free licensing. 4.5 Plan for further development No discussion was taken place. 5. Any other Business The future meetings are scheduled as follows. If FDIS ballot will be admitted in SC29 Plenary, FDIS ballot will be closed before March 13. If nothing is addressed, JBIG2 standard will be promoted to IS stage at WG1 Tokyo meeting. If anything is found to be processed, JBIG will meet in Tokyo to discuss it. 2000 13-17, March Tokyo, Japan 2000 3-7, July Arles, France The JBIG Press Release input was produced as described in WG1N1553, for inclusion into SC29/WG1 Press Release of Maui Meeting. Attachment 2 : Resolutions of SG on JBIG at Maui Meeting Resolutions of SG on JBIG at Maui meeting are as following. Resolution 1: JBIG2 FDIS (FDIS14492) WG1/JBIG approves the 14492 FDIS as in N1545, reflecting the disposition of comments to FCD14492 as described in N1544 and resolves that the WG1 Convenor take the appropriate action towards the FDIS ballot. The following promotion schedule was also acknowledged for the fastest case. Starting FDIS Ballot: Dec. 99 Closing FDIS Ballot : Feb. 00 IS Text submission: Mar. 00 Resolution 2: Request of free patent licensing The JBIG committee requests that following companies holding patents that may restrict the anticipated usage modes of JBIG2 make these patents available for free licensing. - Xerox - IBM - Kangwoon University - KDD - CLI Resolution 3: Request of changing the title of project and the resultant standard The JBIG committee resolves to change the title of project JTC 1.29.10 (14492) and the resultant standard from "Information technology --Coded representation of picture and audio information --Lossy/lossless coding of bilevel images" to "Information technology --Lossy/lossless coding of bi-level images", and requests WG1 Convenor to be approved in SC29. Resolution 4: JBIG2 input to SC29/WG1 Press Release The JBIG committee approves a press release as described in WG1 N1553 for inclusion into SC29/WG1 Press Release of Maui Meeting. Appreciation 1: Appreciation to William Rucklidge WG1/JBIG expresses its thanks and appreciation to William Rucklidge for his long time efforts in leading the drafting of DOCR to FCD14492 and FDIS14492. Appreciation 2: Appreciation to host WG1/JBIG expresses its sincere thanks to the US National Body, for graciously hosting the Maui meeting, and to IBM and Microsoft for supporting the Maui meeting.
