REDEVELOPMENT AUTHORITY OF THE CITY OF KENOSHA Minutes November 20, 2018 MEMBERS PRESENT: MEMBERS EXCUSED: STAFF PRESENT: Doug Williams, Steve Chalmers, Veronica Flores, and Eric Migrin Patricia Gasser and Alderperson Kemp Zohrab Khaligian The meeting was called to order at 5:05pm by Vice Chairperson Williams, roll call was taken. It was also stated that Chairperson Katherine Marks was not reappointed to the Redevelopment Authority because she is now a City employee. Citizens Comments - Alderperson Kennedy, Alderperson of the District, 4223 29th Avenue, commended the Redevelopment Authority for their work in the Wilson neighborhood. Alderperson Kennedy noted the short term improvements realized due to the acquisitions and demolition of over twenty (20) four-unit apartment buildings. Alderperson Kennedy stated that Bear Development has a proposal for the reuse of these lots that the Authority should consider. S.R. Mills, Bear Development, 4015 80th Street, wanted to provide a heads-up to the Authority on their housing proposal for the neighborhood which would include single family home construction with eventual home ownership. A motion was made by Mr. Migrin and seconded by Ms. Flores to approve the minutes of October 16, 2018. The motion passed. (Ayes 4, Noes 0) 1. Wilson Redevelopment Project Area Update Zohrab Khaligian, Community Development Specialist, explained the Staff Report, focusing on: if there were any other four unit apartment buildings available for purchase, if the area is ready for single family home construction, and if the answer is no to both, where should the Authority target their financial resources. Ms. Flores provided sales data from the neighborhood over the last twelve (12) months as well as some general City-wide sales data. Ms. Flores noted the market is improving as seen by one sale and one listing of over $200,000. Ms. Flores is confident that if new homes are constructed in a group, they will sell and have a positive impact on the neighborhood. Mr. Chalmers wants to make sure the Authority does not abandon the neighborhood if there are no more four-unit buildings available to purchase. the Authority would not abandon the effort to reuse the now-vacant lots for single-family home construction. However, the Authority would need to consider new acquisitions of blighted properties outside of the neighborhood or they may risk losing Capital Improvement Plan (CIP) funding. Mr. Migrin and Alderperson Kennedy concurred that the Common Council would ask for CIP funds to be returned if they are not expended in a timely manner. Committee Comments Mr. Williams thanked Chairperson Katherine Marks for her years of service on the Redevelopment Authority. A motion was made by Mr. Chalmers and seconded by Ms. Flores to adjourn.
