Royce Hammitt seconded the motion. The motion carried unanimously.

ITEM 4: ITEM 3 Professional Services Agreement with HDR Engineering, Inc. for Alternatives Evaluation Services for the WRF Flood Improvements in the Amount of $212,354.00 Recommendation James Beck told the group that the WRA received two proposals from the following firms: Stanley Consultants, and HDR Engineering, Inc. The consultant selection met on January 12, 2016 to evaluate the proposals. The committee discussed the proposals that were received and elected to recommend selection of HDR Engineering, Inc. as the qualified firm for the evaluation and design of the WRF Flood Improvements project. Royce Hammitt made a motion to forward the Professional Services Agreement to the WRA Board for review and recommendation John Gibson seconded the motion. The motion carried unanimously ITEM 5: Professional Services Agreement with Snyder & Associates for the WRA Sewer Assessment - 2016 in the Amount of $246,000.00 Recommendation James Beck reported that the WRA Director and the Operating Contractor s Staff negotiated a professional services agreement with Snyder & Associates for investigative work that will provide an assessment of the older WRA sewers to document their condition and establish priorities for sewer rehabilitation and repair. Reporting including summarizing and analyzing the manhole and sewer investigation results, determining the needed repairs and portions of sewers that require lining, and preparing recommendations for rehabilitation and prioritizing the proposed improvements. It does not include any televising that may need done. John Gibson made a motion to forward the Professional Services Agreement to the WRA Board for review and recommendation Shane Kinsey seconded the motion. The motion carried unanimously ITEM 6: Industrial Waste Ordinance Information Larry Hare reported that 44 inspections were conducted last month and that most of these occurred in Des Moines on Ingersoll, Urbandale on 86 th, and West Des Moines on Grand. ITEM 7: Other Business James Beck added that the Ingersoll Run Project and the Phosphorus Recovery will be having RFP s out soon, the Eastside Interceptor project is holding hearings, and the Grit Removal Improvements project will have a draft report by EOM. Scott Hutchens announced that this was Royce Hammitt s last Technical Committee meeting; he will be retiring March 31 st. ITEM 8: Adjourn Meeting adjourned at 1:45p.m. tmg

Carl Elshire, MSA Brian Bakke, HDR ITEM 3: WRA Four Mile Creek Improvements North of Broadway Recommendation James Beck told the group that the WRA was awarded funding for completing the North of Broadway Avenue Water Resource Restoration Sponsored project. The project is located near the WRA s Four Mile interceptor Sewer near Four Mile Creek and will have the benefit of protecting the pipe from damage caused by

ITEM 4 erosion of the stream bed, and will improve water quality by reducing sediment erosion. The project will require no additional funding from the WRA. Jim Utter made a motion to forward WRA Four Mile Creek Improvements Project to the WRA Board for review and recommendation John Gibson seconded the motion. The motion carried unanimously ITEM 4: Supplemental WRA Specifications Update & Revision Recommendation James Beck told the group that at this time, there are no changes to the WRA Supplemental Specifications other than date references in the first few paragraphs of the attached WRA General Supplemental Specifications to the SUADA Standard Specifications, 2016 Edition document. Jeff May made a motion to recommend the Supplemental WRA Specifications Update & Revision to the board for approval. Shane Kinsey seconded the motion. The motion carried unanimously. ITEM 5: WRF Phosphorus Recovery Facility Request for Proposals (RFP) Information James Beck informed the group that the Operating Contractor s Staff has finalized the RFP for the WRF Phosphorus Recovery Facility and is requesting that three WRA Technical Committee members who are interested in serving on the Consultant Selection Committee make their interest known to the WRA Operating Contractor s Staff. ITEM 6: Industrial Waste Ordinance Information Larry Hare reported that 38 inspections were conducted last month and that most of these occurred in West Des Moines at Jordan Creek Mall, and in Johnston on Merle Hay Rd. There were two Physical Constraints and both were approved. ITEM 7: Other Business Jim Utter introduced Todd Allen as Altoona s new Wastewater Superintendent. Scott Hutchens noted that the Des Moines Register published an article on Wastewater Reclamation Authority s phosphorous removal project and thanked all the staff that helped. ITEM 5 MEMORANDUM June 14, 2016 To: From: WRA Technical Committee James Beck Re: WRA Four Mile Creek Improvements North of Broadway - Recommendation This project includes restoration and stabilization of approximately 4,800 feet of streambank including earthwork, stone rip-rap, seeding, erosion control, pedestrian trail segment removal/replacement, surface restoration, and all necessary materials, equipment, labor and associated work. The project is located along Four Mile Creek north of Broadway Avenue, in Polk County, Iowa. This project will be funded by the Clean Water SRF Water Resource Restoration Sponsored Project program. The engineer s estimate for this project was $1,064,602.00, and bids were taken on June 7, 2016. Seven bids were received and are tabulated below. TK Concrete, Inc. ITEM 6 MEMORANDUM June 14, 2016 To: From: Re: WRA Technical Committee James Beck WRA Ingersoll Run Outlet Sewer Request for Proposals (RFP) - Information The Operating Contractor s Staff has finalized the RFP for the WRA Ingersoll Run Outlet Sewer. The RFP was issued on May 16, 2016 and seeks qualified consultants for the evaluation and design of a combined sewer from the Des Moines River and Raccoon River confluence to the combined sewer overflow at 22 nd and High Street in Des Moines. The project was included in the WRA Facility Plan Update 2012, and was included in the project plan submitted to the Iowa Flood Mitigation Board in 2015. The majority (if not all) of the project will be funded with funding received from the Iowa Flood Mitigation program. Submission of RFPs is required by June 24, 2016, and the Operating Contractor is requesting that WRA Technical Committee members who are interested in serving on the Consultant Selection Committee make their interest known to the Operating Contractor s Staff. In accordance with the WRA Policy Regarding the Selection of Consultants for WRA Improvements, the Selection Committee Make-Up for the WRA Ingersoll Run Outlet Sewer project is outlined as two Operating Contractor members, and three Technical Committee members.
