Read by the Borough Clerk at 7:10 PM ROLL CALL: Present: Councilman Amato, Councilwoman Bellinger, Councilwoman Tedesco-Santos, Councilman Verile, Mayor LaBarbiera Also Present: Borough Administrator Joseph D Arco, Borough Attorney Paul Kaufman, Borough Clerk Annemarie Krusznis, Deputy Borough Clerk Nicolette Riggi, Associate Borough Attorney Justin Santagata, Mayor LaBarbiera offers Councilman Amato his condolences for the passing of his brother. Mayor LaBarbiera offers Veteran s Affairs Officer Sam Casiello his condolences for the passing of his brother. Mayor LaBarbiera advises that Ordinance 18-18 has been added to the agenda and must be passed prior to the introduction of the budget. enters the meeting at 7:13 PM ORDINANCE 18-18: ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) Borough CFO Sheri Biondi and Auditor Frank DiMaria are present to discuss the introduction of the municipal budget. Mr. DiMaria advises there will be a 0 increase. The Council should go through it as soon as possible. We are on schedule for a July adoption. Mr. DiMaria s review is complete and is ready for any questions from the Council. Mayor LaBarbiera emphasizes the importance of the 0 increase as well as maintaining the Borough s triple A bond rating. We have been lucky with minimizing vacancies on Routes 4 and 17 and Mr. DiMaria advises how important this is. Borough Attorney Paul Kaufman advises the Council to look at sheet 7, which will show that the revenues received in 2017 and the anticipated in 2018 for shared services is a huge increase. Kudos to Administrator Joseph D Arco for his efforts regarding shared services. Mr. D Arco advises that the department heads who manage the shared services are doing a great job. Mayor LaBarbiera gives kudos to the budget committee. The Council thanks Mr. DiMaria and Mrs. Biondi for their efforts. Mr. DiMaria and Mrs. Biondi exit the meeting at 7:24 PM

MATTERS FOR DISCUSSION: a. Historical Commission The Historical Commission has asked to be put on the agenda tonight to request that the historical designations be put on the current tax map. Mr. Carlough is present representing the Historical Commission. Mr. Kaufman advises that he spoke to the Borough engineer months ago and he was supposed to have done it. He will follow up. spoke with the Borough engineer who advised that they are on the zoning map and in the code book, but he needs to be directed by the Council to put it on the tax map. Council votes unanimously to direct the Borough engineer to add the historical designations to the tax map. Mr. Carlough would like the list of designations be expanded. The only ones he wants added are the ones they have already spent the money to get the designation. Mr. D Arco asks that in the future they advise him of the studies they plan on doing so he can budget for it. Mayor LaBarbiera asks for a list by the next work session, so those properties can go on the map as well. BOROUGH CLERK S REPORT: a. Request received from Frank Scarola Paving for permission to perform night work at 479 Route 17 South (Shake Shack) after 10:00 pm, no Sundays. Approved for two nights, subject to rescinding if there are residential complaints. b. Request received from Westfield on behalf of California Pizza Kitchen to have a helicopter replace existing rooftop equipment and install new rooftop equipment on Sunday, July 29 th from 7:00 10:00 AM while the mall is closed for safety purposes. Approved. ADMINISTRATOR S REPORT: Regarding the 5k run that was requested last meeting it s a policy decision how many runs we want in Paramus. Mayor LaBarbiera advises meeting with the requestor to discuss the cost regarding the Police Department closing the roads. There are other venues that would be cheaper such as Bergen Community College. told her it would be easier to do it there. She was given a contact phone number and said she would reach out. Mayor advises to give her the cost and see if she still wants to do it. He doesn t want her to take a loss. If she doesn t have many runners sign up she may not even cover the costs. Mr. D Arco has a meeting scheduled with her and the Chief has already prepared the numbers. A resident would like a street named for her husband. The Borough doesn t have a policy regarding second street names. If we set a precedent, it will open the door for many other residents wanting the same thing. The Borough should adopt a policy. Mr. D Arco has been researching what other towns do. It s been brought to administrations attention that we ve been losing lifeguards. We need to look into a salary ordinance for lifeguards and have salary effective retroactive to July 1 st. COUNCIL MEMBERS REPORTS: Councilwoman Bellinger Inquires about the pet ordinance limiting people to two dogs. They Board of Health has been looking at what other towns do. Mayor LaBarbiera suggests that we eliminate the

number altogether. If people are maintaining their animals and have no complaints then there is no problem. We don t have to limit it. If there s a problem it should be a case by case basis. Councilwoman Tedesco-Santos The Chamber of Commerce is asking if the North American Trust is going to Paramus. Mayor LaBarbiera advises they are definitely coming and it s already set up. At the Board of Education meeting, Bill Holzmann said that the Borough offered to perform the background checks on school bus drivers. He also reported on the lights. Mayor LaBarbiera compliments the Junior Police Academy. Councilman Amato A resident indicated that he had 7 cement panels put around his house because of tree root problems. He had a problem with one of them by the driveway. It lifted the blacktop up and created a gap. He was concerned about driving it. It was taken care of very quickly. Councilman Amato plays for the record a voicemail from the resident thanking Mr. D Arco for getting it done so quickly. Councilman Verile No report No report MAYOR S REPORT: Advises on the schedule for upcoming 4 th of July activities and thanks the sponsors for making it possible. PUBLIC COMMENTS: Citizens are welcome to address the Mayor and Council on any governmental item of concern to them, whether or not it is scheduled on the agenda above. Comments will be made at the public portion of tonight s Public Meeting in the Council Chambers. Mayor LaBarbiera points out that there aren t many residents in attendance and asks if the Council would object to continuing the meeting downstairs in the Caucus Room. Deputy Borough Clerk Nicolette Riggi exits the meeting at 8:01 PM to put a sign on the doors of the Council Chambers upstairs stating that the Public Session will be held downstairs in the Caucus Room.

DPW recycled over 900 toys for Second Chance Toys, a non-profit organization that distributes them to less fortunate children. Paramus Pool Concession is up and running for the season. Renovation at the Recreation offices will begin next week. Storm drain cleaning and repairs are in progress by the Road Division. Mr. Amato goes over Building Department numbers. Mini Golf is now open 7 days a week. PSE&G is working with the Golf Course to resolve issues with golf course irrigation. The field division will be rapiring the Little League sports plex. The Library is working closely with the school system to keep students reading throughout the summer. Summer reading program begins on June 21 st.
