This public hearing was properly advertised in the July and, 0, issues of The Washington Times. Wendy Sanford, Transportation Director, gave the staff report which was incorporated into the record. She stated that this item pertains to approval of a supplemental appropriation resolution in the amount of $,0. for the transfer of NVTA 0% monies from the Transportation Tax Fund to the Downtown Fund to fund preliminary engineering and traffic analysis for potential modifications to University Drive. She stated that in an effort to improve
City Council Regular Meeting July, 0 0 0 0 multimodal connectivity between George Mason University and Old Town, one of the recommendations from the November charrette was to repurpose the pavement on University Drive to provide bicycle lanes. This would be accomplished by providing three travel lanes instead of four (one lane in each direction plus a center turn lane), and bicycle lanes. She stated that the proposed supplemental appropriation would provide funding to develop preliminary designs and associated traffic operations analyses. The study area includes a portion of University Drive between Armstrong Street and Sager Avenue only. She stated that a final decision on whether to repurpose the pavement will occur once the design and traffic analysis are complete. The Mayor asked if a public hearing was necessary for this item. Ms. Sanford stated that the NVTA monies are set aside for the City and are not project specific. She stated that in the future staff will request a higher dollar amount supplemental appropriation which will cover smaller dollar projects. The Mayor asked if staff could handle smaller dollar amount projects administratively without seeking approval each time from the Council. Ms. Sanford stated that was correct. Councilmember Schmidt asked if the lane striping on University Drive is on hold until after this study is completed. David Summers, Public Works Director, addressed the City Council and stated that the study is for Main Street to Armstrong Street and that temporary tape will be used for the striping in that area. Councilman Greenfield stated that he thought the study was for the section of University Drive, between South Street and Armstrong Street. He asked if staff had revised the section of University Drive for this project. Mr. Summers stated that staff is waiting in case there is a transition in the lane markings that would result in the final design stage. Councilman Greenfield asked if the transition would occur between South Street and Sager Avenue. Ms. Sanford stated that staff is examining the entire block because the actual location for the transition remains undecided. Ms. Sanford stated that the transition area would occur prior to Main Street to ensure there are four lanes of traffic. Councilman DeMarco requested staff supply the Council with information on the existing bicycle lanes along with the proposed ones for consideration as part of the report in September.

She stated that there is $,00 available for this project and in order to fully fund the construction total of $,,, the City must supplement the approved funding with $0, in 0% NVTA funding. This public hearing was properly advertised in the July and, 0, issues of The Washington Times. Wendy Sanford, Transportation Director, gave the staff report which was incorporated into the record. She stated that this item pertains to approval of a supplemental appropriation resolution in the amount of $,000 for funding awarded to the City for paving of Primary Extension Roadways. This funding is fully reimbursable by the state. She stated that based on a legislative change that was effective July, 0, Section.- provides that primary extensions maintained by municipalities can receive a portion of the reconstruction and paving allocations previously only distributed to interstates and primary roads with a combined condition index of less than 0. She stated that the Commonwealth Transportation Board (CTB) approved a new program to address this Code change and developed an application process to allow municipalities to apply for this funding for qualifying projects. She stated that the City applied for this funding in FY but did not receive funding, and therefore reapplied in FY and has been awarded funding for six qualifying roadways. Councilman DeMarco asked staff to explain aspects of the condition index. Ms. Sanford stated that it is a rating system database used by VDOT to assess the condition of roadways in Virginia and those roadways that earn a score of less than 0 qualify for this funding. David Summers, Public Works Director, addressed the City Council and stated that the rating system is based on 0-0 and a road in good condition would earn 0 or more and a score of 0 would be for roads in fair condition. Snyder Trail Project. She stated that the project consists of 00 feet of asphalt trail from the west side of Plantation Parkway heading west on the southern side of the north fork of the Accotink Creek and terminating inside the Boulevard Marketplace. She stated that some sidewalk improvements, signage and a cross walk are included in the project and the project is funded with appropriated proffer funds in the Capital Budget and VDOT revenue sharing fund match. The Mayor asked when the dedication of the trail would occur. Ms. Salgado stated that staff is waiting for the signs to be completed and installed but that the dedication should occur within a month. He stated that Section - of the Code of the City of Fairfax, Virginia, is amended periodically to incorporate by reference any amendments to the state motor vehicle laws, and related statutes, enacted by the General Assembly. He stated that the purpose of incorporating these state code provisions by reference into the City Code is to ensure that the City receives fines levied against defendants for violations of these state code provisions. This task will be issued under the Basic Ordering Agreement (on-call) contract with A. Morton Thomas and Associates, Inc. Councilmember Loftus asked if project inspection and oversight are normally handed by a third party instead of staff. She wished the Council a happy summer during their summer recess. The Mayor announced that the former Kmart site will be demolished in the upcoming weeks and the construction of the new Lowe s store will commence shortly thereafter. The Mayor announced that the new Aldi store is now one of the top fifty revenue contributors for the City and congratulated them on their success. The Mayor announced that Sharon Cavalier recently passed away. He stated that Ms. Cavalier was very active in the business community, specifically with the auto dealer locations. On behalf of the Council, he offered their sincere condolences to her family. The Mayor announced that this is the last meeting prior to the August recess for the Council.
