Approve Resolution No. 2189 of the Mayor and Council of the City of Tolleson, Arizona, approving the Agreement between the City of Tolleson and the Greater Phoenix Economic Council for Fiscal Year 2014 15; and authorizing the Mayor to execute and deliver said Agreement. f. Approve/Deny authorization for the donation of the City of Tolleson s Police Motorcycle Unit #053, 2005 BMW Motorcycle, three Toughbook laptop computers, and four screen monitors to the Globe Police Department. g. Approve third amendment to the 2013 2014 Fiscal Year Budget providing for interfund transfers in order to achieve compliance with the expenditure limitations. This request is asking to increase the authority in the Transportation Impact Fee Fund in order to spend the available cash on the Paseo de Luces Project. In total, the Citywide appropriations will remain the same. h. Approve Cash Operating transfer request for the 2013 2014 Fiscal Year. The available cash in Paseo de Luces Fund was less than what was approved in the 2013-2014 annual operating expenditure budget. If this transfer is approved, the Paseo de Luces project scope will not have to be reduced. i. Consider and adopt, if advisable, Resolution No. 2192 establishing an infill incentive district pursuant to A.R.S. 9-499.10 in an area bounded approximately by boundaries Roosevelt Street (N), 91st Avenue (E), 95th Avenue (W), and Jackson
Street (S), and adopting an infill incentive plan to encourage redevelopment in the district; and declaring an emergency. 6. Approve/Deny Ordinance No. 541 N.S. of the City of Tolleson, Maricopa County, Arizona, approving the rezoning of property generally located beginning 810 feet west of the 99 th Avenue centerline, on West Buckeye Road, Tolleson, Arizona from General Commercial (C-2) District to Planned Area Development (PAD) District. 7. Approve/Deny Ordinance No. 542 N.S. of the City of Tolleson, Maricopa County, Arizona, approving the rezoning of property generally located at the southwest corner of 83 rd Avenue and Interstate 10, Tolleson, Arizona from General Commercial (C-2) and Light Industrial (I-1) Districts to Planned Area Development (PAD) District. 8. Approve/Deny Ordinance No. 543 N.S. of the City of Tolleson, Maricopa County, Arizona, amending Article 7-1 General Offenses, Section 7-1-5 Fireworks, related to conformance with state law on fireworks, and declaring an emergency. 9. Discuss and, if appropriate, appoint an alternate representative to the Maricopa County Community Development Advisory Committee (CDAC) for Fiscal Year 2014-2015. (For Fiscal Year 2013-2014, Council Member Espinoza is the Primary, and Mayor Gámez is the Alternate.) At the May 13, 2014 Regular Scheduled City Council meeting Council Member Espinoza was appointed the "primary" representative, and Mayor Gámez was appointed as the "alternate" representative. Due to the resignation of Jose "Diego" Espinoza, Mayor Gámez will serve as the "primary" representative; therefore, the "alternate" representative position is in need of appointment.
